European Lighting Industry

SSL a disruptive & emerging technology

The International Benchmark Government industry partnership Coordinated SSL program 2010 2030 run by the US DOE covering the full value chain from R&D including manufacturing to market based programs & deployment (design competitions, technical information network, energy start label, standardization. It is anticipated that the government share of the budget for this program will be over 200 million US$. Targets: 2030: annual energy saved by SSL = 190 TWH or 15Bln US$.

The International Benchmarks A major coordinated program by the Chinese ministry of education and technology is underway for LED lights to be used in over 20 experimental cities Ultimate increase Chinese exports of SSL to 30 Bln US$, 1 million additional jobs expected Switch of China to become first Green Economy will impact on SSL technology who will in the future set the standards? ELC enters into standardization dialogue Increased international activities from Chinese entities in this field

The International Benchmarks Energy Basic Plan (2010) in place: 1990 2030 50% Carbon reduction. By 2020 all lighting sales in LED Policy incentives 2010 2015 (NEDO Program): Energy tax relaxation and subsidies up to 20% of installation costs 430 million JP federal funding is set for energy efficient lighting. NEDO (METI) and JLEDS (NPO) lead standardization.

The International Benchmarks Korean National LED Strategy has been defined: to be in the Top 3in the LED industry by 2012 In order to lead the demand market, the Korean government will expand the use of LED in public institutions Change 30 percent to LED lighting by 2012. Korea Gov. will invest 540 billion KrW (355 million ) next five years to accelerate ecofriendly segments like SSL

SSL in Europe Highly fragmented policy initiatives on level of some Member States, e.g. German Lead Market Initiative Currently no focused research framework for Europe, albeit some peak projects do exist and are encouraging No European quality scheme in place, LED for the time being only inadequately tackled in ECODESIGN framework

SSL in Europe The Energy Savings Potential Energy Efficiency Action plan 2011 and accelerated change to SSL will help to achieve the EU 20 20 20 Energy Efficiency targets. Lighting is responsible for 14% of all electricity consumption in the EU. Full application of ECODESIGN framework this will be reduced by 15%. By introducing EU wide legislation on lighting systems this can be reduced by another 40%. Lighting is the most cost effective way to reduce energy consumption and CO2 emissions

SSL in Europe The ICT Potential New (ICT) opportunities will result from a integrated systems approach. The use of controls like presence detection, daylight control etc. will be key to further reduce energy consumption but will also be applicable to the interaction and cooperation of any system in relation to SSL lighting. extension of communication and interaction between various control systems for improving or optimizing light quality thereby enhancing peoples life's in domestic, public as well as in road lighting (safety). Innovation platforms, standardization & new protocols will lead to high level employment & jobs.

SSL in Europe The potential for biological efficiency Biological effective lighting is based on a recently identified receptor system in the human eye and its corresponding nervous pathway to the brain. Influencing our hormonal system and sleep/wake cycle, alertness, cognition and in the end our well being and health. Artificial LED light optimized for the application can provide for better work & living conditions esp. for elderly people. It can also contribute to higher productivity at work places and educational facilities With these benefits, LED technology can strongly contribute to manage demographic change in the EU.

SSL in Europe The Business Potential The characteristics & benefits of LED lighting technology will lead to a change in business models in lighting. From recurrent revenues of replacement sales to revenues over life by energy savings, requiring new innovative finance models to appropriately accommodate lighting systems and services Intelligent & communicating systems will lead to lighting system providers. Tailor made solutions will become a growth opportunity for many SME s by taking up the possibilities the new LED technology offers to creative lighting design and cost savings.

The potential for EU leadership in SSL 1 2 3 The lighting industry in Europe currently employs an estimated 150.000 people. Leadership in SSL will not only maintain employment on this level but will create even more high quality jobs in adjacent area s like the communications industry, R&D centers, constructions sector etc. New innovative R&D programs will extend our know how on new innovative platforms not only related to SSL but also to other technologies in ICT. New platforms will arise requiring new standards and protocols. This will extend and reinforce our leading lighting position in the world. 4 Today already 1000 SME s dominate the EU lighting & luminaire market with an annual turnover of over 20 Bln. Existing and new enterprises, including start ups and new SME s, will create new platforms for growth and further contribution to the EU s GDP. Exporting our leadership to developing and emerging countries will facilitate even further growth, including business in adjacent area s. Thereby further strengthening a global role for the EU.

The formulation and implementation of a European SSL policy is key More and better co ordinated research in Europe is necessary Build on existing strengths of European industry, identify leadership potential Taylor made and proactive measures to enable an accelerated presence of SSL on the market

How do we get there? Minimum performance requirements for LED in the EU27 market are urgently needed DIM 2! European quality label for LED is required Place SSL prominently in EU research policy Enable SMEs to have better market access Tax benefits, stimulation programs to take up SSL lighting in all possible applications

How do we get there? In a nutshell SSL Green Paper must be adopted as a formal Communication from the European Commission in order to set the road map for the next years and needs to propose concrete measures that accelerate the take up for LED in the EU27 and foster the leadership potential for the European industry.
