BACKGROUND The Agriculture and Rural Affairs Committee, at its meeting of 10 December 2015, received the following Notice of Motion to be considered at a subsequent meeting: WHEREAS the intersection of McNeely Road at Golf Course and Whispering Willow Drives has a two-way stop control configuration currently in place that stops traffic on Golf Course and Whispering Willow Drives while allowing flow through traffic on McNeely Road; and WHEREAS the intersection of McNeely Road at Golf Course and Whispering Willow Drives is not symmetrical in shape with a bend in the south end McNeely road entrance thus forcing McNeely Road northbound traffic to enter the intersection at an angle; and WHEREAS the aforementioned irregular lay out of the intersection causes line of sight concerns for westbound traffic on Whispering Willow Drive and eastbound traffic on Golf Course Drive with incoming traffic from the McNeely South entrance; and WHEREAS local residents have expressed concern about entering the intersection withstanding the line of sight concerns; and WHEREAS establishing a four-way stop control configuration at this intersection has been identified by residents by way of petition as the preferred approach for improving safety; THEREFORE BE IT RESOLVED that the Agriculture and Rural Affairs Committee recommend that City Council approve of the installation of stop signs on McNeely Road at Golf Course and Whispering Willow Drives and complete any associated works required to establish a four-way stop control configuration at that intersection..
90 COMITÉ DE L AGRICULTURE ET DISCUSSION Public Works The warrants used to support the installation for all-way STOP controls are not met as a result of low traffic volume. A field review has confirmed that sightlines are adequate at this intersection. Upon Council approval of the recommendations, the Public Works Department will implement all-way STOP controls at the intersection of McNeely Road at Golf Course Drive and Whispering Willow Drive by installing the necessary signage and pavement markings. The installation costs will be approximately $1,200 and can be accommodated within the existing Traffic Services operating budget. RURAL IMPLICATIONS There are no rural implications associated with the recommendations of this report. CONSULTATION The Agriculture and Rural Affairs Committee (ARAC) meetings are open to the public and anyone wishing to speak to an item may do so. COMMENTS BY THE WARD COUNCILLOR(S) Councillor Stephen Blais is in full support of the report. LEGAL IMPLICATIONS There are no legal impediments to the adoption of the recommendation in this report.
