TERMS OF REFERENCE JAMAICA FOUNDATIONS FOR COMPETITIVENESS AND GROWTH PROJECT Loan No.:8408-JM Assignment Title: DEVELOPMENT OF A BUSINESS PLAN FOR JAMAICA S CREATIVE INDUSTRIES Reference No. (as per Procurement Plan): FCG/CON/005 1. Background Globally the value of world trade of creative goods and services is estimated at US$1.6 trillion according to reports from UNESCO. 1 Further, the growth of this sector in developing countries was on average 12.1 per cent annually from 2002 to 2011. Price Waterhouse Coopers has also suggested that global spending on media and entertainment is predicted to rise to close to USD 2.2 trillion. The sectors of opportunity for Jamaica with the best options for growth and market development include film, music, fashion, sport and digital industries including animation; as well as their related sub-industries, including merchandising. The challenge faced by Jamaica s export and investment promotion agency, JAMPRO, is how best to foster an enabling environment for considerably increased earnings for the players in the industry. Reports from JAMPRO show that up to 1,500 temporary jobs are created annually in the formalized segment of the film and music industries with earnings close to US$450,000 in linkages into the Jamaican economy. Jamaica has highly professional and experienced television and film crews with competitive labour cost, quality and versatile location, emergent educational programmes locally in tertiary institutions are near-shore with two flights at least from any major city across the world. These are just some of the strengths the country possesses. There are opportunities to create coagreements and to further penetrate markets by producing content which, based on Brand positioning, has stirred the world s imagination into believing in and craving the essence of Brand Jamaica. The creation of a business plan to guide the development of Jamaica s creative industries represents a priority of the Government of Jamaica in keeping with Vision 2030 Jamaica, and other national strategies and policies currently being undertaken. The objectives are to capitalize on the assets of the creative industries and their stakeholders while developing programmes to strengthen and formalise the industry. The business plan would seek to create value, restructure the existing systems while encouraging the market to develop content and create products and deliver services that are suitable for a wider reach in international markets while contributing to the social and economic development of the country. 1 http://www.unesco.org/new/fileadmin/multimedia/hq/clt/images/creativityfinaleng.pdf 1

The plan would also seek to show the important elements of creating an enabling business environment where local and international private and public sector groups can support and participate in the development of the industries, based on existing needs and development potential. An impact analysis and risk assessment would also be relevant. 2. Consultancy Objectives Generally, the consultancy would seek to identify and strengthen the analytical and business development capacities of the industry for the period 2015 2020. The consultant will have as a primary objective the development of a plan geared towards increasing the capacity and the earnings of the creative industries in keeping with Jamaica s Vision 2030 Jamaica and the work being undertaken by the National Cultural and Creative Industries Commission (NCCIC). These include: Music Art, Craft (inc. design) and Antiques Culinary Fashion apparel, footwear, accessories Film, video broadcast and production (audio-visual) Performing arts Publishing Architecture Interactive media and animation, web and mobile etc. Sport, with emphasis on value added elements broadcasting, merchandising, events, etc. To this end, the plan should: identify the global business opportunities based on detailed market, industry and value chain analysis, and the requirements to capitalise on same; address the legislative and supporting framework required to propel the targeted industries, and; generally, to outline a roadmap for the development and growth of the creative industries for local and export markets. In so doing, the plan should also identify available resources, including, financial, human and technical assistance that will help with the implementation of the recommendations arising from the plan. 3. Characteristics of the Consultancy a. Type of Consultancy Firm b. Duration The duration of the Consultancy shall be 14 calendar weeks 2

c. Place of Work The Consultant will be required to undertake some work in Jamaica. When out of country, the Consultant shall make himself/herself available by way of the telephone and/or via the Internet and/or via video conferences. While in country, the Consultant will be required to visit the Offices of PIOJ, JAMPRO, the Office of the Prime Minister and other project affiliated institutions and persons in the execution of their duties. d. Key Expert Qualifications and Experience Tertiary degree competencies in business administration, management, operations research with emphasis on culture; arts; social/humanitarian studies; cultural enterprise management; cultural and creative industries policy development, or its equivalent; Work experience of at least 3 years in the area of policy development, within public institutions or other kind of organizations; experience in cultural policies would be an advantage; Knowledge of culture-related issues and sectors in Jamaica and the Caribbean or in developing countries across the world; Experience in management, and development of creative industries would be an asset; Extensive experience in qualitative and quantitative policy elaboration, including impact analysis along with abilities to elaborate on technical documentation, normative acts and or/strategy documents; Superior communication skills along with the abilities to work as part of a team; Ability to develop and deliver audio and visual presentations; Ability to facilitate consultative discussion in a bid to garner information. 4. Activities In order to achieve those objectives the consultant shall engage in the following activities: Stakeholder Consultations: o Work with the Inter-Ministerial Technical Working Group to develop a plan for the development of the creative industries in keeping with the agreed thematic areas of emphasis for Cultural and Creative Industries (CCI) Development (as per the NCCIC) o Consult with key public and private sector stakeholders to ascertain actions undertaken/planned, challenges/constraints and develop solutions as applicable to address Strategy and Planning (e.g. Planning Institute of Jamaica); Marketing and Business Development (e.g. JAMPRO, Jamaica Tourist Board); Education and Training (e.g. Ministry of Education, HEART Trust/NTA); Legal and Intellectual Property (e.g. Jamaica Intellectual Property Organisation); and monitoring and evaluation of CCI (e.g. Statistical Institute of Jamaica). 3

o Consult with private sector stakeholders and practitioners to identify bottlenecks and challenges, and chart possible solutions o Ascertain and review work that has already been done in this area and incorporate previous outcomes that may still be relevant based on consultations. This includes, but is not limited to, National Development Plan for Creative Industries (2008), National Export Strategy (2009 and 2015), Vision 2030, etc. Identify Global Opportunities: o Identify global value chains for the various creative industries o Identify the trends and forecast for creative industries in the global arena, particularly in respect of potential earnings o Explore global best practices in the development of creative industries worldwide, particularly in respect of industry standards and protection of intellectual property rights. Particular focus should be placed on economies monetised their creative sectors and have established valuation methodologies for the creative industries o Identify key strategic partners locally and internationally o Identify distribution networks and target markets, (incl. market access information) for each industry o Within the context of its global competitors, identify Jamaica s unique value proposition for each creative industry o Assess global demand for Jamaica s creative industries o Review existing co-production agreements and provide a plan of action to activate same for greater economic benefit, as well as, expand the number of such agreements o Provide support in making connection and identifying the relevant festivals, conferences, workshops, seminars and business matchmaking events and opportunities Market Assessment: o Identify all key creative industries and the scope of their presence in the country (numbers, associations, extent of trade, etc.) o Undertake a SWOT analysis of Jamaica s creative industries o Identify risks and recommend mitigation strategies in keeping with the focus of the plan o Undertake a mapping of scenario value chains for the Creative Industries, connecting global and local service providers, public institutions, and buyers. o Identify the key success factors are required to make the value chain possible o Identify the role that education and training should play as foundation and/or support for ensuring productivity, creativity and overall growth of the creative industries Within the context of the above findings, make the following recommendations: Jamaica s top 4-6 priority target industries within the Creative Industries based on an analysis of market requirements and Jamaica s current value proposition Refine the value proposition and global value chain for each prioritised area A global marketing strategy for the creative industries A Month Roadmap for implementation which identifies: o Best practices to be implemented by public and private sector 4

o Niche Markets to access and specific strategies to access each o International Compliance requirements o Trade Agreements opportunities o Innovation and Technology opportunities o Actions to provide required support for each priority target industry and value chain including access to financing, training and capacity development o Monitoring and evaluation of trade in creative industries (incl. statistical gathering and analysis) * The roadmap should clearly identify timelines, and recommendations for executing entities 5. Deliverable, Timelines and Payment Schedule Payment shall be made in keeping with the submission and acceptance of the following deliverables within the stipulated timelines: Deliverable Timeline 2 Review Period Payment Inception Report (incl. Work Plan End of Week 1 3 days 15% and Business Plan Outline) Draft Business Plan (all sections End of Week 7 5 days 30% except Recommendations & Roadmap) Full Draft Business Plan (incl. End of Week 12 5 days 30% Recommendations & Roadmap) Final Business Plan End of Week 14-25% To effect payment, relevant invoices shall be submitted with the deliverable. 6. Supervision and Coordination The Planning Institute of Jamaica (PIOJ) is the Contracting Authority and shall approve any contractual amendments and payment requests. The contract will be implemented under the leadership of a Committee chaired by the PIOJ., and will include JAMPRO, the Ministries of Sports, Entertainment, and Culture, as well as other relevant stakeholders, as appropriate. The Project Manager of the Foundations for Competitiveness and Growth Project (FCGP) will act as the liaison between this Committee and the Consultant. 2 Number of weeks after start of project 5
