1 Introduction This document describes how the RAN functionality is offered and certified. The principle for licensing RAN functionality is also described. The WCDMA RAN functionality is divided into two categories, Basic features and Optional features. Basic features as a group, is mandatory and contains features that are necessary for operating a WCDMA system. The optional features consist of add on functions to provide a more advanced network. Note: Within the optional features there are features that are dependent on each other, i.e. there are optional features that require other optional features in order to function. Some features also require new hardware or certain hardware revisions. WCDMA RAN Functionality Product Package Ordering With license register, ELIS, bulk orders is used for capacity and features supported by the RBS, the RNC and the RXI. The packages are built according to the structure outlined in figure 1. For more details about the bulk package please look at Chapter 7. Note that bulk product package also covers expansions. 3 Basic Features The basic features provide the functionality that is necessary for the operation of a WCDMA system. The functionality covers the areas: System Improvements, Services and RABs, Radio Network, Transport Network and RAN Management. The basic features are mandatory parts of the WCDMA RAN software. To simplify ordering the basic features, all of them are included in the feature groups */FAJ 121 2010/*: Basic Package in W12 listed below. 3.1 Basic package The basic package needs to be ordered for each node. Note that we are introducing different Basic Packages for W12B and W12A. 7 Purchase and Licensing Principles 7.1 Introduction The WCDMA RAN functionality is divided into two categories, Basic and Optional features. Basic features are mandatory and contain functions that are necessary for operating a WCDMA system. Optional features provide additional value to the network. In general optional features could be purchased independent of each other. However, there are cases when there are dependencies between optional features. Hence, to be able to purchase a specific optional feature it might be required to purchase other optional features as well. Information about the dependencies to other optional features can be found in Chapter 6 above, or in the Feature Descriptions. The WCDMA RAN SW products are available for the customers on a Right to Use basis. Right to Use Licenses are available in two dimensions: Licensing of Functionality (see Chapter 7.2) (defined by the number of SW features available to a customer). Licensing of Capacity (see Chapter 7.3) (defined by e.g. baseband capacity and several HSPA resources). For more information about license handling, please see Customer Product Information - 90/1553-HSD 101 02 Uen. This document also contains a mapping of license keys to features (for functional as well as for capacity features). To be able to see the dependencies between features in the product package, there is an option to use a so-called "node mask. The dependencies among features will be triggered when node mask is selected and the quantification from the supply view will follow the bulk rules. The orderer fills in the capacity values needed for each specific feature, and this value sets the range of selection for each feature. It is important to clarify that the "Node mask" functionality is only be applicable for New sales. 7.2 Licensing of Functionality All features purchased will be delivered with licenses. Most of the optional features purchased will in addition be enabled and managed with the help of software license keys. The software license keys will be distributed in a Key File after ordering the optional features, and each key is valid for a specified node, where the function resides (Sometimes in several nodes. Note, that in this case, keys might be delivered even for nodes where the function does not reside, see Chapter 7.6.). If a software key for a feature is not available for a specific node, it will not be possible to activate and use this feature on that specific node. For more information on licensing of functionality see also the feature description FAJ 121 1051 R2: License control for features 7.3 Licensing principles in WCDMA RAN The WCDMA business model is built on the strategy to sell new capacity/features and expansions thereof per node, not to move existing capacity/features between nodes. Peak dimension shall be used when offering/ordering SW capacity. For more information on pricing and price models, please see the WCDMA RAN Pricing Guide available in ECP 7.3.1 Integration Unlock If the node Fingerprint is not known at node integration, it is not possible to activate software licenses and hardware activation codes in ELIS, nor deliver the correct keys to the node through the Key File. Therefore, the functionality of a node is limited in both functionality and capacity until the Key File is loaded. For integration purposes of a new node it is possible to activate Integration Unlock in order to unlock all software features, capacities, and hardware activation codes. Integration Unlock is only available once per node. The Key File must be loaded within 21 days, thereafter the node will be locked to minimum functionality and capacity. Applicable to all WCDMA RBS. 7.3.2 Emergency Unlock In case of emergency (disasters, e.g. earthquake, etc.) it will be possible to unlock the locked capacity and features two times via command (emergency unlock). When the lock has been unlocked, all available capacities (defined by the installed hardware) and features can be used for seven days. After the lock has been applied two times it will not be possible to unlock capacity and features another time, unless the emergency unlock function is reset. The emergency unlock function is covered by the basic feature: FAJ 121 1226 R1: Emergency Unlock (basic) The emergency unlock function can be reset (activated again) through a separate software key, ordered through the feature FAJ 121 961 R1: Emergency Unlock Reset (optional) The Emergency Unlock Reset feature needs only be ordered after the Emergency Unlock feature has been used. 7.3.3 Delayed Activation of Capacity Control (Grace Period) In order to avoid subscriber traffic blocking due to the utilization reaching licensed capacity, the feature FAJ 121 1009 can be used for RBS and the feature FAJ 121 1831 can be used for RNC. The first time that all licensed capacity is used up, an alarm is issued, and for a certain amount of days (grace period) it is possible to use more capacity than actually licensed. This grace period shall be used by the operator to adjust (increase) the capacity for the node where the licensed capacity is used up. In W12 Channel Element Uplink, Channel Element Downlink, RNC Throughput and RNC Users can be enabled with delayed activation of capacity control. FAJ 121 1009 R2: Delayed activation of Capacity Control (RBS, basic) FAJ 121 1831 R1: Delayed activation of Capacity Control (RNC, basic) If a grace period longer than 15 days shall be used, an exemption needs to be requested by CU and granted by PA Radio. 7.3.4 Return/move of activated SW licenses As mentioned above, the business model for WCDMA RAN is built on the strategy to sell new capacity/features and expansions thereof, not to move existing capacity/features. Furthermore, peak dimension shall be used when offering/ordering SW capacity. In exceptional cases (when dimensioning has failed), to maintain a good relationship with customer and avoid a contract stopper it s possible to correct the licensed software. The process on move of licenses is named Return Authorization Entitlement (RAE). The RAE process enables the regions to handle the move in ELIS by themselves. A Return Authorization Entitlement is an entitlement in ELIS that enables one return of capacity and/or functionality from a node to the LAC. Each time a return is performed, the number of Return Authorization Entitlements will be reduced by one. The quantity of Return Authorization Entitlements indicates the remaining number of returns to be executed. In order to use the RAE process and receive a quantity of RAE an exemption request must be applied for and granted by PA Radio. In short, the exemption process consists of the following steps: Note: 1. The Region has to fill in a request template and send it to PA Radio (Request template) 2. PA Radio will decide within 5 working days to grant or deny the request 3. PA Radio will issue a request to SW Supply to create the RAE according to the decision 4. SW Supply will create the RAE according to the decision within 3 working days 5. The Region can now execute the returns according to the RAE quantity Hardware Activation Codes, Delayed Activation of Capacity Control, Emergency Unlock Reset", and temporary licenses cannot be returned or moved between nodes New Key Files for involved nodes are required in order to complete the change 7.3.5 Ordering of restricted features When ordering features that are restricted, i.e. features that are not generally available, you will have to submit a PIN code when placing an order for a restricted feature in ECP/ONE. Restricted features are listed in the Feature Restriction list available in WCDMA RAN Product Catalog. In order to obtain a PIN code for ordering, you need to submit an Exemption Request to BNET PA Radio Exemption Board. 7.4 Licensing of Capacity in the RBS The capacity in the RBS is defined by HW capacity (HW units together with HW Activation Codes) and by RBS SW capacity licenses. In WCDMA RAN W12 there are three groups of RBS SW capacity licenses. One for normal RAN features, one for HSDPA features and one for EUL features. 7.4.1 Capacity Licensing for RBS features The capacity for up- and downlink, in terms of Channel Elements (CEs) is defined in: FAJ 121 072 R2: RBS Channel Elements Uplink FAJ 121 073 R2: RBS Channel Elements Downlink The capacity bought for an RBS will be managed with the help of software keys. The capacity for each RBS will be limited to the amount of RBS Channel Elements ordered for that specific RBS. See also FAJ 121 437 R1: License control for capacity 7.4.2 Capacity licensing for HSDPA features When buying HSDPA functionality, the capacity is defined by: FAJ 121 1010 R1: HSDPA cell carriers The feature HSDPA Cell Carriers defines the number of cells for each RBS that supports HSDPA. With the introduction of BULK ordering additional number of HSDPA cell carriers are entered for each functionality and the number of cell carriers per Node is not longer entered. The price objects result will be 1/3 of the HS cell value (since priced per 3HScc). The FAJ 121 1010 results with the same value as the intro package. Activating the ordered quantity is done in ELIS and not considered in the configuration. The maximum value per RBS is 12. See also chapter 7.6. FAJ 121 0400 R1, 10 HSDPA codes per cell FAJ 121 0401 R1, 15 HSDPA codes per cell The HSDPA Introduction Package includes the support for 5 codes per cell. 7.4.3 Capacity Licensing for EUL features The Enhanced uplink feature is also licensed in terms of capacity. The introduction package gives the right to activate and use the feature with a defined RBS capacity of 1.4 Mbps, but can be complemented with a license for additional RBS capacity (multiples of 1.4 Mbps). This is defined by the feature: FAJ 121 1050 R1: Enhanced Uplink, 1.4 Mbps capacity (optional) Thus, Enhanced Uplink Introduction Package includes a maximum capacity of 1.4 Mbps per 3 HSDPA and Enhanced Uplink enabled cell carriers. Additional capacity is supported by incrementally adding FAJ 121 1050: Enhanced Uplink, 1.4 Mbps capacity, see chapter 7.1. FAJ 121 1050 can have integer values between 1 to 6. Please note that in order to run EUL a certain amount of Channel Element baseband capacity needs to be available (which can of course also be used for speech). The number of Channel Elements needed depends on the throughput capacity of the RBS. For each multiple of 1.4 Mbps, 32 CEs need to be available (e.g. if the RBS has a capacity of 4.2 Mbps, which is 3*1.4 Mbps, the RBS needs to have at least 3*32 = 96 CEs, with the new CE ladder 48 CEs). It shall be noted that the capacity licensing (FAJ 121 1050 R1: Enhanced Uplink, 1.4 Mbps capacity) is not applicable to FAJ 121 1317 Enhanced uplink 2 ms TTI. Here the only pre-requisite is to have the Enhanced Uplink Introduction Package. Enhanced Uplink is also licensed in terms of number of simultaneous users per cell. The introduction package includes 4 users per cell. The maximum number of permitted Enhanced Uplink users per cell can be increased with the feature: FAJ 121 0450 R1: 4 Enhanced Uplink users per cell FAJ 121 0451 R1: 16 Enhanced Uplink users per cell FAJ 121 0452 R1: 32 Enhanced Uplink users per cell FAJ 121 1676 R1: 64 Enhanced Uplink users per cell FAJ 121 1677 R1: 96 Enhanced Uplink users per cell The EUL Introduction Package supports a maximum of 3 EUL cell carriers per RBS. FAJ 121 1112 R1: EUL Scheduler Support for 6 Cell Carriers (optional) For EUL in configurations beyond 6 Cell Carriers also the following feature must be purchased: FAJ 121 1518 R1, EUL for large RBS configurations The Enhanced UL feature requires the deployment of HSDPA, i.e. if HSDPA is not deployed in a specific cell then Enhanced UL cannot be deployed in this cell either. Furthermore, the supported number of Enhanced UL users per cell cannot exceed the supported number of HSDPA users per cell. For the MBB Price Model (see ch. 7.8.2), FAJ 121 1050, Enhanced Uplink, 1.4 Mbps capacity, is replaced by the following features: FAJ 121 0766, Enhanced Uplink, 2 x 1.4 FAJ 121 0767, Enhanced Uplink, 3 x 1.4 FAJ 121 0768, Enhanced Uplink, 4 x 1.4 FAJ 121 0769, Enhanced Uplink, 5 x 1.4 FAJ 121 0770, Enhanced Uplink, 6 x 1.4 7.5 Licensing of Capacity in the RNC The capacity in the RNC is defined by HW capacity (HW units together with HW Activation Codes) in with RNC SW capacity licenses. The capacity structure is intended to enable a flexible relationship between activated HW capacity and licensed SW capacity. 7.5.1 RNC capacity structure Software features and Hardware are sold separately through different product packages, however can be sold using the same price parameters. In the case of the RNC the price parameters are throughput and users as reflected in the corresponding RNC capacities. Prior to W11 both Software and Hardware price parameters were regulated using only one common set of capacity parameters, forcing the Software and Hardware capacities to be delivered at the same level. In W12B the Software and Hardware price parameters have corresponding and individual capacities that are individually locked, as shown in the figure below. This applies also for W12. The new structure enables delivery of Software and Hardware capacity on either the same or different levels. The SW capacity licenses are part of the RAN product package. One SW capacity license is for throughput capacity, where throughput capacity is the maximum Iub user data throughput, on uplink and downlink together. Note that the capacity license is ordered in [Mbps], but that the license delivered is [Kbps]. FAJ 121 1621 R1: RNC Throughput Capacity [Mbps] The other SW capacity license is for user capacity, where user capacity is the maximum number of simultaneously connected users, FAJ 121 1622 R1: RNC User Capacity [no. of users] When upgrading from W10 to W12, both FAJ 121 1621 and FAJ 121 1622 will be introduced through the upgrade process. They will get the same value as the existing HW activation Codes and no separate order is needed if no extra capacity is required. When upgrading from W11 to W12 the FAJ 121 1621 and FAJ 121 1622 are already in place and no additional quantity will be added in the upgrade process. For new sales, the total RNC SW capacity should be ordered and this quantity can be lower than the RNC HW capacity. 7.5.3 RNC HW Activation Codes The RNC HW Activation Codes are sold via the RNC HW product packages and are described in the corresponding product package descriptions. One HW Activation Code is for throughput capacity, where throughput capacity is the maximum Iub user data throughput, on uplink and downlink together. FAK 101 0011 R1: RNC Throughput Capacity HW [Mbps] - (RNC3810, RNC3820) FAK 101 0014 R1: EvoC 8200/RNC Throughput Capacity HWAC [Mbps] (EvoC 8200/RNC) The second HW Activation Code is for user capacity, where user capacity is the maximum number of simultaneously connected users, FAK 101 0012 R1: RNC User Capacity HW [no. of users] - (RNC3810, RNC3820) FAK 101 0015: EvoC 8200/RNC User Capacity HWAC [no. of users] (EvoC 8200/RNC) The third HW Activation Code is for activation of the number of ports on ET boards.. The ET-MF41 HW is delivered with one of four ports activated. To activate additional ports, a HW Activation Code for one STM-1/VC12 port on the ET-MF41 board is used. FAK 101 0013 R1: RNC One STM-1/VC12 port [no. of ports] For EvoController 8200/RNC, the EvoET HW is delivered with one of eight ports activated. To activate additional ports, a HW activation code is used. FAK 101 0016 R1: EvoC one STM/VC12 port [no. of ports] 7.6 Temporary licenses It is possible to deliver a of features and capacities with a specified duration through utilizing temporary licenses for demo or trial purposes. To order temporary licenses the temporary option shall be selected when defining the type of order. The same FAJs (both capacity and features) as for normal orders will then be available with one addition. When choosing a temporary license one needs to specify the duration of the temporary license. The duration is specified in number of days. It is not possible to order upgrades as temporary licenses. Both perpetual licenses and temporary licenses can be activated towards a node at the same time. Where a capacity is activated with both perpetual and temporary licenses in parallel the most favorable value will be used by the node until the temporary license expires. Note. Always check with technical sales support for relevant features to demo/trial. All features are not suitable to demo/trial and/or a wrong performed demo/trial can be contra productive and may reduce perceived value of a feature. 7.7 Internal nodes and licenses For all Ericsson internal WCDMA nodes, internal licenses shall be ordered. Considered internal nodes are for example nodes at BETE and Global Service Centers (GSC). For internal licenses in W12 different scenarios exist, each scenario with a certain flow. Only one Pricing Model per network can be used. One feature can be licensed for multiple nodes, e.g. for Node B, RNC and RXI, even if the feature is only controlled in one node. Most of the radio network features are paid for via the RBS per CE kit. In that case the feature is for free in the RNC. But needs to be ordered per node. node: The feature is licensed and priced per node. E.g. for transport network features a fee has to be paid for each physical node (a specific RBS, RNC or RXI) the feature is used on. p.16ce: The feature is licensed for that node and it is paid for per CE kit. This option is only available for the RBS and is the usual way of paying for radio network features. The total fee to be paid for a feature per RBS is calculated by multiplying the price for a specific feature per CE kit with the number of activated (ordered) CE kits (total number of activated CEs divided by 16) in that RBS. This is explained in the Customer Product Information - 90/1553-HSD 101 02 Uen. Result of new sales: Optional features saved in license register License key file (LKF) is sent by e-mail to a selected email address. 7.8.4 RAN Functionality Upgrade from W10 or W11 to W12 RAN Functionality System Upgrade occurs when upgrading RAN Functionality from release W10 or release W11 to release W12. An upgrade order shall be placed for each node type (Node B, RNC, RXI). The quantity of the upgrade license shall equal the quantity of the Basic Package i.e. sum of Channel Elements for Node B and per node for RNC and RXI. Result of Upgrade is LAC with upgrade license that is activated to perform the upgrade in ELIS. New keys sent out by ELIS after activation. Updated license register according to Chapter 3 New license key file (LKF) packed in a zip file sent by e-mail to Ericsson local company. The zip file includes function specification. Upgrade subscription. No special ordering exists for operators which has contracted software upgrade subscription (SWUS). When a new release, included in the SWUS agreement, is available, a normal upgrade order has to be placed. 7.9 Bulk ordering The license register, ELIS, supports bulk orders for capacity and features. The product package is called FAP 130 2387, WCDMA RAN BULK PP for W12. The structure of the bulk package is shown in the picture below. When ordering in bulk, one needs to indicate whether it is new sales or upgrade. After that one needs to specify the quantity required for each available option. The features that use CEs as capacity value are grouped together. Also other functionality types, like HSDPA and Enhanced Uplink are grouped together in order to make the ordering easier to manage. Which capacity values that the different FAJs use depend on the price parameter as specified in the table in the beginning of section 7.8.1 and 7.8.2. Note that the order view will not show any feature dependencies when using bulk ordering Different basic packages will exist for the RBS, the RNC and the RXI.
