2 Should Pakistan Leapfrog the Developed World in Broadband? To many the obvious Answer is Yes. Real question is: HOW? To some the answer is No as they do not see a market for broadband in Pakistan. Especially for wireless broadband. Lets go over the second answer first.

3 Should Pakistan Leapfrog the Developed World in Broadband? Who is saying No : mainly the mobile operators who do not want to go to broadband (3G) at this time. If we look back to what happened in the 1990 s to the operators who remained on the old technology. AMPS and GSM both were mainly used for voice. That can be a reason enough for moving to new technology. So even if we do not see a market today, there is no reason we should stick to the old technology for too long.

5 How, what technology to choose? Requirements: fixed, mobile How much is the subscriber willing to pay? Selection of access based on service requirements, availability, cost Economy of scale

6 Multiple air interfaces supported with a common all-ip based core network Network Evolution: The Right Technology for the Right Service Full range of devices access the same content across different IP networks

7 What should be done Things like MNP are already in place. Mobile Operators in Pakistan should take the next step. Go for broadband. Need to figure out a way with the the regulator (PTA) to rationalize the price of the spectrum. Think long-term as to how the spectrum should be divided. Need to think about the right applications and the right technology.

Main application: Voice and high speed data in the WLL setup. WiMAX: Issues: Cost of CPE, mobility and handover, relatively new technology, spectrum, roaming. Main application: high-end customers requiring high speeds. Backhauling.

11 Conclusion Already have CDMA2000, EVDO and WiMax. However, to truly benefit from the technology evolution: Need to go to 3G UMTS (May be directly to HSDPA or HSPA) Spectrum provisioning for 3G should happen at a reasonable price and in a proper manner. Now that the universities in Pakistan are improving, operators and vendors should think about collaborations with the academia in a more planned manner.
