School of Resource and Environmental Science, Wuhan University, Wuhan 430079, China) Abstract :With the fast growth of the continuous development of social economy, the contradiction between the constant growth of the farmland utilization for non2agriculture construction and the rapid reduction of cultivated land day and day. In order to resolve the problems of food safety in the peak year of population, the government put forward the goal of dynamic equilibrium of total cultivated land. Cultivated land requisition2compensation balance is one of important basis of true total dynamic balance of cultivated land. The most serious problem of the balance of cultivated land in china is that the quality balance was overlooked while the quantity balance was considered, and there are no valid quality judgment standards on the new cultivated land. Under the situation, the quality of the new cultivated land and the environment in some areas has become worse. So the application of the result of the agricultural land appraisal is an effective way to resolve these problems. The cultivated land quality was selected as the research object from many contents which in great need of studying. What has been discussed in the paper is the problem of dynamic balance of the farm in our country, and initial efforts were also made in the discussion on the evaluation method of the dynamic balance for the farmland quality in accordance with the theory and the result of land gradation and classification. The article took Lianzhou County, Guangdong province as an example, launched the research of quality evaluation of cultivated land requisition2 compensation balance, and set up the functional models of utilize class index2standard grain of unit in the areas : C f = 015212 Y + 551744, and the equivalent coefficient of cultivated land requisition2compensation balance in the areas. The establishment of the calculation method and the technical proof realized the cultivated land requisition2compensation balance for sustainable development in our country.
