1 Environmental Economics Program in China (EEPC) College of Environmental Sciences, Peking University History The Environmental Economics Program in China (EEPC), headed by Professor Xu Jintao, was initiated in 2002, and was originally affiliated with Center for Chinese Agricultural Policy, Chinese Academy of Sciences. In spring 2006, EEPC is relocated to College of Environmental Sciences, Peking University. Core funding is provided by Swedish SIDA, via collaboration with Environmental Economics Unit, Department of Economics, Gothenburg University, Sweden. Objective The aim of the program is to build capacity in modern environmental economics in China. By doing so it is expected that staff of the program will be able to conduct rigorous economic analysis into environmental issues facing developing China Research capacity Currently EEPC focuses on applied policy research. In particular it attempts to address policy needs in conducting social and economic assessment of ongoing public programs and transformation of state-owned forest enterprises and central forestry authority. Issues under investigation by EEPC include national forest management, forest governance in collective forests, collective forest tenure reform, pollution control policy, environmental indicators, water and soil conservation as well as water resource allocation, etc. With these efforts EEPC has contributed to the design of policy framework which aims at improving economic performance while maintain sustainable use of forest resources in forest areas. All involved research fellows have rigorous modern economics training and are aspired to carrying out rigorous environmental economic analysis. Over the past two years the staff have published 12 peer reviewed journal papers and edited 10 books (both in English and in Chinese), and have made more than 20 international conference presentations. Staff members have taught in Peking University in China. Academic program There are about 2 professors, 1 senior visiting scholar, 1 post doc fellow, 4 research assistants, 3 Ph.D. students (joint program) and 2 master s students working with EEPC. Policy link Senior members of the program sit on several important government advisory bodies and give advices on several major issues, mainly forest tenure reform, carbon management, afforestation quality, forest health, as well as environmental indicators. Staff members are also invited as afforestation adviser of China s State Forestry Administration, and member of the lead expert group of China Council for International Cooperation on Environment and Development, directly giving advice to central government leaders on environmental and development issues. Staff members are also frequently asked to give seminars to government held conferences. Affiliation
2 The EEPC at the beginning was affiliated with Center for Chinese Agricultural Policy, Chinese Academy of Sciences. Starting from March 2006, it has found new home at the College of Environmental Sciences, Peking University. The EEPC disseminates its findings via provision of policy briefs, circulation of formal publications, conference presentations and training courses, as well as an improving web page. Studies Collective Forest Tenure Reform: A joint research project between EEPC and the department of policy and legislation of State Forestry Administration has been established to study the process and performance of the collective forest tenure reform in China. The project aims at conducting surveys in several provinces and will be completed in Currently the project is funded mainly by Ford Foundation, Rights and Resources Initiatives, and Gothenburg University. A survey in Fujian, the largest collective forest province, has been completed. The survey covered 10 counties, 30 townships, 60 villages and 600 rural households involved with the tenure reform. Data entry is complete. State forest reform: After the 2005 survey of three provinces (Heilongjiang, Jilin and Inner Mongolia) in Northeast China State Forest Regions, a comprehensive data base was established. One Chinese journal article was published. Two more papers (in Chinese) are under preparation. Theoretical framework for an English paper has been discussed among EEPC researchers. Environmental Indicators: An EKC analysis is underway using data compiled for the indicator report. In addition, a total factor productivity analysis incorporating environmental variables has been conducted and a master s degree thesis has been finished on this green TFP issue. A paper in Chinese has been accepted to publish by the journal of Quantitative and Technical Economics. Follow-up examination of Sloping Land Conversion Program: A paper in Chinese has been accepted to publish in Chinese Rural Economy. The impact of SLCP on rural migration is under study. Evaluation of Forest Health Program: Data from the economic side survey and the ecological side survey have been combined and descriptive analysis has been carried out. A Ph.D. student is going to take this project as her dissertation research subject and had defended her proposal.
