South Central Library System (SCLS) DELIVERY SERVICES COORDINATOR General Description The Delivery Services Coordinator manages all aspects of the SCLS Delivery Services operation and works under the direction and oversight of the System Director. All SCLS Delivery Management must meet the following availability requirements: a. Available as needed outside of normal scheduled hours to meet operational needs during regular weekly hours of operation (Monday through Friday 6:00 a.m. to 6:30 p.m. and Saturdays 6:00 a.m. to 3:00 p.m.). b. As assigned, be able to respond to facility and service needs outside of normal weekly hours of operation. c. Available to work on holidays SCLS deems necessary to operate its delivery service. Performance Expectations I. Requirements: a. Maintain and strive to improve SCLS s library delivery service. b. Work as regularly scheduled or as otherwise needed to fulfill SCLS Delivery s three operational priorities: route driving, material sorting and fleet assistance. c. Meet expectations of other assigned duties and projects. Essential Functions I. Customer Service: a. Provide excellent customer service and maintain effective relationships with all customers receiving delivery service. b. Ensure all delivery staff maintain a customer service focus. c. Participate as needed and required in System governance including leading the Delivery Committee and working with the Administrative Council. d. Provide statewide delivery service leadership including participation as needed in various committees and work groups. e. Provide consultation and improvement plans for materials handling work flow at member libraries as needed. f. Assist with new member library building designs to facilitate safe and efficient delivery and material handling. g. Maintain good, working relationships with vendors. II. Supervision and Personnel: a. Oversee all hiring and employee management. In consultation with appropriate staff, advise and/or act in matters related to violations of personnel policies. b. Ensure delivery employee record keeping and management are handled according to SCLS policies and in coordination with the HR & Finance Coordinator and/or Director as needed or required. c. Develop and oversee schedules of all delivery employees.
d. Create and ensure the maintenance of a comprehensive staff safety and operational training program pertinent to all delivery positions. e. Perform and ensure timely and effective evaluation of all delivery employee performance. f. Support delivery management team as needed including ensuring staff have the knowledge and skills needed to perform their duties. g. Provide input for the SCLS Employee Handbook, and develop and maintain an internal Delivery Policy and Procedure Manual. h. Maintain a positive, safe and fun work environment for staff. III. Service Management: a. Operations: i. Develop, design, measure and improve delivery service route structure and service plan to meet both short and long term needs and goals with safety, customer service, efficiency and cost effectiveness guiding decisions. ii. Ensure daily work loads are handled in a timely manner by developing efficient delivery methods and operational procedures and policies. iii. Stay on top of delivery service trends by engaging nationally in both library delivery focused groups and other delivery related industries. iv. Maintain, improve and develop a range of innovative delivery services to meet the needs of South Central Library System and Wisconsin libraries. v. Develop and maintain efficient internal service management and administrative support tools, procedures and processes. vi. Provide support to management team and advise as needed. b. Budget: i. In conjunction with the Director and Delivery Management team, develop and prepare the annual SCLS Delivery budget. ii. In coordination with the HR & Finance Coordinator, manage all aspects of SCLS Delivery expense and revenue accounts. This includes vendor account management, bill paying, expense tracking, customer invoice preparation and revenue collection. iii. Prepare and report Mid-year budget projections and adjustments to the System Director. In addition, prepare and provide other budget status reports and documents as requested. iv. Explore all funding options, apply for available grants and manage requirements of any grants received. v. Continually analyze the cost effectiveness and efficiency of all aspects of the delivery service. c. Facility: i. Manage contractual relationship and responsibilities with the building owner. ii. Ensure the facility meets the operational needs of the service and staff. iii. Ensure the security of the building and its contents. d. Fleet: i. Develop short and long term fleet plans. ii. Develop and oversee execution of vehicle maintenance program to ensure vehicle safety and proper care of vehicles both for function and longevity. iii. Provide support to and advise Fleet Services Manager as needed. iv. Oversee purchasing and sales of delivery vehicles. v. Manage vehicle insurance, accident/damage investigation and claims handling. e. Risk:
Required Qualifications i. Along with HR & Finance Coordinator, manage SCLS delivery insurance needs and act as SCLS liaison with insurance agent. ii. Anticipate and manage delivery related safety risk exposures and take all necessary actions to ensure delivery staff and public safety. iii. With advisement as needed, follow all applicable labor laws and SCLS policies in all evaluation and management of delivery employees. 5 + years of previous distribution and/or delivery services experience required. Good physical condition required. Must be able to lift repeatedly containers weighing up to 60 lbs to a height of five feet. Valid regular driver s license with no restrictions except corrective lenses. Good and insurable driving record. Ability to read and interpret highway and street maps and written directions. Ability to work independently, at times under adverse road conditions. Proficiency with computer and a variety of office equipment. Ability to establish good interpersonal working relationships with a wide variety of people representing a wide range of experience and training. Highly organized, dependable and good with detail. Experience in Microsoft Office and mapping software. Good oral and written communication skills. Must be able to travel independently and have own transportation. Must be able to provide proof of auto insurance, and a copy of a valid driver s license annually. Must pass a company behind-the-wheel driving test, in order to be considered for the position. Preferred Qualifications Bachelor's Degree in a management, operations or distribution related field is preferred, as well as budget development and management experience. Starting Salary Range: $65,731.00 - $70,948.00. See attached Benefit Overview Sheet. South Central Library System Staff Benefits Overview Updated 12/17/12 Salary: Salaries are to be determined by the System Director at the time of hire. Step raises will be awarded based on performance evaluations and budgetary allowances. Wisconsin Retirement System: SCLS is a local government employer. All qualifying employees will be enrolled in the Wisconsin Retirement System upon hire. Qualified employees are those expected to be employed at least 1200 hours per year (if hired after 7/2011) and are expected to maintain employment for at least one year. Employees contribute 6.65% of their gross salary to the WRS, and SCLS matches employee contribution of 6.65% to WRS, totaling 13.3% of salary. Part-time employees, or those employees who do not meet qualifications for participation in WRS upon hire, will be enrolled once they meet the eligibility requirements. Exceptions for enrollment do apply to those employees who have participated in the WRS with a previous employer. WI Deferred Compensation: This is an optional supplemental retirement plan available to employees at the employees expense. Insurance: Income Continuation Insurance: Start date is 6 months after date of hire, unless previously enrolled in WRS within the past 6 months, in which case the start date is the first date of employment. This plan provides replacement income during a period of disability. Premiums paid by SCLS. Life Insurance: Start date is 6 months after date of hire, unless previously enrolled in WRS within the past 6 months, in which case the start date is the first date of employment. Basic and supplemental coverage is equal to 2 times an employee s annual salary. Premiums paid by SCLS. Additional coverage is available at the employee s expense. Health Insurance: Start date is the 1 st day of the month following date of hire. Single coverage - Employee pays 12% of total premium, SCLS pays 88%. Family coverage - Employee pays 12% of total premium, SCLS pays 88%. The following providers are available: Physicians Plus, GHC, Unity and Dean. SCLS offers the Traditional HMO Option-Classic Standard Plan, through the Wisconsin Department of Employee Trust Funds. Part-time employees have the option to receive health insurance coverage through SCLS even though they are not in a benefited position, but they must qualify and be enrolled in WRS and they are responsible for paying the entire premium out of pocket.
Dental Insurance: Start date is the 1 st day of the month following the waiting period of 30 days, after the date of hire. Delta Dental is the insurance provider. Single or Family plans are available. 100% of premiums paid by SCLS. Time off and Paid Benefit Time: Holidays: Entitled employees will receive 10 paid holidays per year. SCLS is officially closed on the following holidays: New Year s Day, Martin Luther King Day, Memorial Day, Independence Day, Labor Day, Thanksgiving Day, Day after Thanksgiving, Christmas Eve Day, Christmas Day, and New Year s Eve Day. Vacation Time: Vacation time shall be available for use at the start of the calendar year in which it is to be earned and will be prorated for employees who begin work with SCLS during the year. Staff members holding selected positions approved by the System Director are granted 22 work days each calendar year for 1-15 years of service and 27 work days per year for 16 or more years of service. Other entitled employees will be granted annual vacations according to the following schedule: 1-5 years of service = 10 work days 6-10 years of service = 15 work days 11+ years of service = 20 work days Vacation totaling no more hours than five of the employee s average work days may be carried forward into a new year. Unused vacation in excess of this amount will be transferred to accumulated sick leave or lost. Personal Time: Every entitled employee shall receive personal time equivalent to 3 ½ work days per calendar year. Sick Time: Eligible SCLS employees will earn sick days at the rate of 1 work day per month. New employees are granted 6 days of sick time at the start of employment and begin to accrue additional time in the 7 th month of employment. A maximum of 120 work days worth of sick time may be accumulated.
