Strategic Plan for the Global Alliance of NGOs for Road Safety 2014-2016 About The purpose of this document is to synthesize all comments and input to date in particular from the Third Global Meeting of NGOs Advocating for Road Safety and Road Traffic Injury Victims meeting that took place in Turkey on 4-5 April 2013 - and lay out a straightforward strategic plan for the upcoming three years starting from 1 January 2014 and ending 31 December 2016. Mission Statement We are a global alliance of NGOs acting to make roads safer for all road users by advocating for road safety and the rights of victims. Core Organizational Competencies (necessary to achieve the Mission) - Open and attractive for NGOs around the world, an Alliance where all members can express their ideas and thoughts - Listens carefully to the needs and wishes of its members and communicates on regular basis, fostering open communication - Offer guidance and build bridges when necessary in order to form a strong alignment among members - Develop long term relationships and form strategic partnerships with key stake holders in the field - Be an effective and efficient advocacy organization Core values We are representing society at large with members in 100 countries, it is unacceptable that people continue to die and get injured on the world s roads. Knowing that: road traffic injuries are preventable the global road safety crisis will only get worse if we don t act now
In order to change the situation, we strongly believe in the high potential of networking and forming strategic alliances for our cause it is essential to mobilize, inspire and engage all stakeholders to take action it is our duty to reduce road casualties to as close as zero as possible the road is a public domain as well as a network to link people it is essential to return to sustainable mobility modes in face of the enormous cost in human lives and the effect of pollution to climate change NGOs offer (international) governmental organizations their cooperation, expertise and joint initiatives, in return for partnership, secure funding, and support for their work that serious post crash response is a vital component of effective road safety policy and includes: immediate rescue interventions, thorough investigations, criminal and civil proceedings if appropriate, long-term rehabilitation and support. Strategic Goals (5-7 years) 1) Grow to 300+ members in 100+ countries, sharing actively information and experiences. 2) Provide the latest information from international good road safety practices and inform members of funding opportunities. Advocacy 3) To advocate for having road safety in the sdgs post-2015 agenda and promote the goals of the Decade of Action for Road Safety 2011-2020. 4) To advocate for legislation on: seatbelts, drink-driving, helmets, speeding, child restraints and distracted driving in 50+ countries (in 2010 28 countries). 5) To advocate for victim support, post crash response, and organize annual commemoration of the World Day of Remembrance. Capacity development 6) To offer guidance on good practices in advocacy and increase the quality of work in the road safety NGO community worldwide.
Smart objectives (to reach our strategic goals) Internal: To reach the objectives below, the Alliance needs to hire an Executive Director in charge of pushing the Alliance forward. For a job description see Annex 1. 1) Grow to 300+ members in 100+ countries sensitive to a regional balance, sharing information and experiences. A. Annual NGO recruiting drive B. Create an information package (online +brochure) about the Alliance and its benefits to inform potential new members. 2) Provide the latest information on international road safety practices, news, and inform members of funding opportunities. A. Update the web site weekly with latest news from members and the international road safety community (reports, news, etc.). B. Send a monthly newsletter with updates from members and the international road safety community. C. Organize a Global Meeting of NGOs Advocating for Road Safety and Road Victims every two years. D. When possible, offer information in languages in an addition to English (French/ Spanish/Arabic). Advocacy 3) To advocate for having road safety included within the post-2015 Sustainable Development Goals and promote the goals of the Decade of Action for Road Safety 2011-2020. A. Create strong partnerships with other entities such as the FIA Foundation and WHO where our shared aims can reinforce one and other s work. B. Create the Alliance Statement on road safety included within the post-2015 agenda. C. Map and exploit opportunities for influencing the UN consultation and negotiation process for the post-2015 agenda. This includes members engaging with their governments and national partners to further the post-2015 advocacy objectives. D. Actively support the Long Short Walk campaign and ask members to keep voting on MyWorld2015.org. 4) To advocate for legislation on: seatbelts, drink-driving, helmets, speeding, child restraints and distracted driving in 50+ countries (in 2010 only 28 countries had laws in each category).
A. Set up a study and ask all Alliance members to find out details of legislation, enforcement on seatbelts, drink-driving, helmets, speeding, child restraints and distracted driving. Research the number and impact of RTIs in their country. B. Present the outcomes of the study and demand immediate action in each country that was not meeting the standard legislation. C. Encourage and give support for Alliance NGOs to follow-up with governments / lead agency to bring this to their attention and offer help (e.g. good practice on legislation). 5) To advocate for victim support, post crash response, and organize annual commemoration of the World Day of Remembrance. A. Set-up a baseline study on the level of victim support and post crash care in the members countries. B. Present the outcomes of the study: highlight good examples and demand immediate action in each country that did not meet standards. C. Facilitate members to follow-up with governments and lead agencies to bring our findings to their attention and offer help (e.g. good practice on victim support and post crash care). D. Organize yearly the World Day of Remembrance: offer guidance on organizing an event on the third Sunday of November and collect media mentions. Capacity development 6) To offer guidance on good practices in advocacy and increase the quality of work in the road safety NGO community worldwide. A. Investigate the needs of members in terms of capacity development and do a baseline study on the level of knowledge on key topics among the members. B. Create a Capacity Development Programme for Alliance members, based on needs (e.g. webinars on proposal writing, fundraising, project management, advocacy, communications, etc.) C. Roll out the Capacity Development Programme and evaluate the impact.
Organizational Structure Organizational chart: General Assembly Voting members Committee - Board of Directors - Rochelle Sobel - Manuel Ramos - Floor Lieshout (Vice-President) - Jeffrey Witte (President) - Vacancy (Treasurer) Capacity Development Committee - Secretariat - Admin Director (Lotte Brondum) - Voluntarily Communication officer (vacancy) Advocacy Committee - Manuel Ramos As per vote in Turkey during the first General Assembly and in order to move the process of the development of the Alliance forward, the following persons are elected to serve on the Board of Directors, for a 2-year term starting from April 5 2013: Rochelle Sobel, Daouda Sagna, Manuel Ramos, Moira Lail (Treisurer), Floor Lieshout (Vice-President) and Jeffrey Witte (President). Moira Lail informed the President of her resignation as Treasurer of the Board of Directors of the Global Alliance of NGOs for Road Safety, effective June 28, 2013. The Board of Directors has not as yet found a qualified person to fill the vacancy of treasurer. In the meanwhile the President and Vice-President will share the responsibility of treasurer. The Board of Directors may establish committees on special issues to support the Alliance s work. For example on each working area of the Alliance a committee supports the Secretariat to achieve its activities.
