Page 1 of 5 TITLE: TYPE OF CONTRACT SUPERVISOR: UNIT: TEAM LEADER, Pakistan Country Team Coterminous Term (initially 2 years further extension possible) Regional Team Leader, WSP-SA Water and Sanitation Program- South Asia, New Delhi Water and Sanitation Program-South Asia, Islamabad PURPOSE AND SCOPE OF POSITION: The Water and Sanitation Program is an international partnership that uses technical assistance to improve policies, practices and capacities in the water and sanitation sector. The objective is to support governments to develop policy frameworks and implementation strategies that make services work for poor people. The Program s main funding partners are the Governments of Australia, Belgium, Canada, Denmark, Germany, Italy, Japan, Luxembourg, the Netherlands, Norway, Sweden, Switzerland, and the United Kingdom, the United Nations Development Programme, and The World Bank. The Water and Sanitation Program for South Asia works in all the countries of the region with specific focus in Bangladesh, India, Nepal, Pakistan and Sri Lanka. The Team Leader of the Pakistan Country Team is required to provide effective leadership for a multi-disciplinary team of senior sector professionals in pursuing the Program s objective of developing sustainable sector policies and programs through learning and capacity building i.e. tools of knowledge management. The Team Leader has to undertake Strategic Leadership role to liaise with high level government and donor counterparts to mainstream reforms in the water and sanitation (WSS) sector through advocacy and policy support. Tasks to be managed by the Team Leader include support to government and other key sector stakeholders on sector policy and planning, support to bilateral and multi-lateral partners in developing their programs in the sector, and maintaining close, strategic liaison with leading stakeholders in the sector. In all of these activities, the Team Leader will need to show innovation and strategic management in the delivery of policy and capacity support using the instruments of knowledge management rather than relying on traditional donor financial support to clients.
Page 2 of 5 DUTIES AND RESPONSIBILITIES: 1. Provide intellectual leadership and management and strategic guidance to the Pakistan Country team (PCT) to deepen and broaden the policy influence of the PCT in the WSS sector in Pakistan. In the process, provide leadership for managing a knowledge-based program. 2. Analyze country water and sanitation situation, undertake visioning exercise and develop and implement annual country work plans for PCT. Manage the budget and the administration of the PCT. 3. As an active member of the global team of Country Team Leaders, share knowledge and experience across regions, and serves as peer reviewer of products and programs of other countries in South Asia and time to time on specific themes throughout the WSP regions 4. Maintain up-to-date knowledge on WSP activities and global water supply and sanitation issues, promote cross-regional learning to ensure the PCT integrates global knowledge in its projects and activities, participate and contribute to the generation of global knowledge and best-practice knowledge products, and coordinate PCT participation and contribution to these products; 5. Coordinate the activities and the management of the staff of the PCT including management of local and international consultants. 6. Generate think pieces and best practice papers; handle complex technical, institutional and implementation issues in the sectors; leading to the development of proposals; that then lead the interface and policy dialogue with governments and agencies in resolving WSS implementation issues. 7. Liaise with high level government counterparts, agencies, appropriate World Bank units, bilateral and multilateral agencies on sector policy, strategy and implementation issues 8. Participate in WSP-SA s Regional Management Team and the Program s regional and international networks and provide intellectual support and comments to the Program s activities in other countries. 9. Coordinate and integrate inputs from the regional and headquarter thematic teams. 10. Produce major/complex reports and facilitate dissemination of experiences and lessons learnt in Pakistan.

Coordinate, plan and structure the training and skill-upgrading schedules for PCT; guide and mentor junior staff. 12..Work independently under general direction of Regional Team Leader. ACCOUNTABILITIES: 1. Overall performance of the PCT, management and evaluation of the PCT members, and provide mentorship and guidance.. 2. Annual work plan outputs of the PCT. 3. Quality of technical assistance and consultation provided to government, project management staff and implementing agencies. 4. Effective liaison and policy dialogue with the Central and Provincial Governments and their agencies. 5. Effective liaison and coordination with other WSP units globally, key units with the Bank and with other multilateral and bi-lateral agencies. 6. Raising of finance to support PCT operations, adherence to budget, and provide fiduciary oversight of the Pakistan budget. In terms of raising finance, work closely with the RTL to engage donors, Bank and others to raise funds. WORK RELATIONSHIPS: 1. Reports to Regional Team Leader, WSP-SA, New Delhi. 2. Member of the Infrastructure (INF) Vice Presidency. 3. Collaborative arrangements with main national sector agencies through bilateral relationships and a National Advisory Committee. 4. Coordinates with WSP HQ and other WSP-SA offices, Task Managers of Sector Operating Divisions (SODs) of the Bank counterpart, officials in government, multi-national organizations and other corporations, Headquarters and relevant staff at the Islamabad Office
Page 4 of 5 QUALIFICATIONS AND EXPERIENCE: Qualifications: Experience: Postgraduate degree or higher qualifications in a relevant discipline, such as Economics, Public Finance, Public Policy and Administration and Environmental Engineering. Masters degree / Ph.D or an equivalent combination of years and experience. Minimum of 8 years of experience working on policy and sector issues related to service delivery in general and water and sanitation in particular in the context of multi-tiered governments. Extensive knowledge, grasp and understanding of policy, project and program related sectoral and cross- sectoral issues. Proven experience in management of teams including strategic management of policy agenda related to service delivery, and management of personnel, administration, budget and finance. An in-depth knowledge on the working of the Pakistan bilateral / multilateral relation s and the Government systems / organizations is essential. KEY COMPETENCIES: 1. Ability to operate effectively in a matrix management environment, both as a team leader and a team member 2. Sound understanding of the principles around service delivery in general and service delivery challenges affecting water and sanitation sector in particular. 3. In-depth understanding of government policy mechanisms and proven ability to analyze, assess, and lead dialogue on how the water and sanitation sector and service delivery in general interfaces with and affects and in turn is influenced by the regulatory, macro, fiscal and local government issues in Pakistan; 4. Ability to manage, inspire and guide a multi-disciplinary team of senior sector professionals. 5. Ability to interact with high level Government staff. 6. Ability to deal strategically and sensitively in multi-cultural environments and build effective working relations with clients and colleagues 7. Proven analytical skills and problem-solving ability. 8. Demonstrated project and people management skills. Ability to coach/mentor more junior staff.
