2 1 Call for proposals for SU - SLL 2017 In collaboration, Stockholm University and Stockholm County Council call for proposals of funding for research in the County Council s core areas of healthcare, traffic planning, culture and regional planning. The application period starts on 20 May 2016 and the deadline for applications is at 18.00 on 19 August 2016. The preliminary amount of the funding from Stockholm County Council that can be applied for is SEK 15 million, and funding is also reserved for 2018-2019. Project funding can be granted for up to three years within the approximate range of SEK 0.5 to 1.5 million per year. Each project will be co-financed with the same amount from Stockholm University. The co-financing, approved by the head of department, may be in kind. Granted funding will become available effective from 1 January 2017. The disposition period for granted contributions is the calendar year for each year for which funding is granted. Funding cannot be carried over to the next calendar year. Decisions on the distribution of funding will be made by the management group for the collaboration between Stockholm University and Stockholm County Council in early November 2016. Background Stockholm University and Stockholm County Council collaborate on education, research and innovation in the County Council s core areas. The County Council wishes to ensure that research that affects the council s activities is carried out at Stockholm University. The intention is that all research is to be of high quality. Purpose of the call for proposals In order for a project proposal to be considered, the connection with the County Council s activities must be clear. Research projects may, for example, be about developing and strengthening the County Council s work of contributing to sustainable growth in the county, effective environmental activities, equal opportunity or acceptance of social responsibility. Research projects may provide new knowledge, raise issues, evaluate or develop working methods, propose different ways of relating to known conditions, identify processes, create understanding and provide suitable terminology. Examples of areas that could be covered in projects: The use of databases and processing of large quantities of data Migration Utility calculation: analysis of how public funding is used in an effective and fair manner Control and follow-up
3 Culture and participation Environment and sustainability The research project must be in line with the County Council s environmental policy programme 1 and equal opportunity policy 2. Who can apply for project funding? Researchers employed at Stockholm University can apply for project funding. The project manager must have a PhD and be employed in a position at Stockholm University. The project manager must devote at least 10 per cent of his or her working hours to the project. A contact person employed by the County Council or by an organisation financed by the County Council must be connected with every project. The contact person will assist with contacts and be a link to the County Council s affected activity. Co-applicants are the person or persons who are responsible for the performance of the project, together with the project manager. Co-applicants who are employed by Stockholm University and/or by a County Council financed organisation may receive project funding from the County Council. It is also possible for employees of County Council financed organisations to initiate research projects at Stockholm University by contacting the researchers directly at the university or going via the coordinators for the collaboration. What can the project funds be used for? The project funds are intended for research in areas that are clearly connected with the County Council s activities. Project funds may be used by employees of Stockholm University and by employees of organisations financed by the County Council. The contribution from the County Council may cover all costs directly related to the project including salaries corresponding to the degree of activity in the project, as well as an overhead supplement for indirect costs of a maximum of 35% to cover ongoing operating costs. Project funding cannot, however, be used for depreciation costs. Assessment and prioritising of applications In order to assess the project s scientific level, an evaluation is made of its issues and scientific quality, method and feasibility, as well as competence. Applications are assessed and prioritised by an assessment group appointed by the management group for the collaboration between Stockholm County Council and Stockholm University. The assessment group consists of researchers from Stockholm University, expert researchers from other universities and representatives of the County Council s activities. 4

Select request form SU - SLL 2017 Fill in the various parts of the registration form. (Not all preselections in the registration procedure are suited to research collaboration other than medical research. Use free text fields to state department of origin or academic degree, for example.) Fill in the application form (which you download to your computer). 2.1 Register the application in the registration form The registration form contains fields in which the following are entered. The applicant/project manager. Project title: The project title must indicate what the project is about. The project s domicile: Register which department will be responsible for the project. For researchers from Stockholm University, this is done by writing in free text in the boxes on the far right. Approval by head of department certifies/indicates that the head of department in question has approved/granted the use of the project research time applied for and other forms of cofinancing (in kind). Summary of financial plan and amounts applied for: State the project s total cost and plan for financing. The detailed budget is given in the application form. Persons applying: State the main applicant (project manager), contact person and all co-applicants. It is only possible to register persons with Swedish personal ID numbers or coordination numbers in the system. Other participants in the project can be presented under the heading Presentation of research group in the application form. Summary and popular science description: The popular science description must be written in Swedish and be easy to understand, even by those without detailed knowledge of the subject. The description must show: What is to be done. How the research is to be performed. In what way the new knowledge is relevant to Stockholm County Council. If the project is granted funding, it must be possible to use the popular science description for informational purposes.
6 2.2 Fill in the application form Download an application form from the registration form as a Word document. Keep the file name (SLL2016xxxx.doc), which must be unchanged when the application is uploaded to the system. Do not exceed the stated maximum number of pages. The application form includes a number of headings. Project title The project title must indicate what the project is about. Description of research project The project description must be a brief but complete description of the research project, including references, of a maximum 5 pages. Scientific summary: A summary of the scientific issues that the project includes. Write the summary in such a way that persons with different qualifications can also understand the information. Background/area overview: Describe your own/the group s and also others research into the relevant issues, as well as previous results in this area. Give key references that are relevant to the research project. Purpose, objective and effects: Describe the overall purpose of the project. Describe the questions that are to be answered or the hypothesis or hypotheses to be tested. Method and schedule: Describe the project s design, choice of method, implementation and project organisation. Describe the overall schedule. Preliminary results: Present any preliminary work and results in the area. It must be made clear whether the project is based on previously completed projects and if so how they are connected. Relevance: Describe the project s relevance to the County Council. Ethical review: State whether an ethical review is needed and whether one already exists or will be applied for. Presentation of research group and description of qualifications Describe the qualifications of the entire research group by stating name, profession, title, workplace and position held. Describe the persons functions in the project and planned research time. Resources for implementation Project budget: Briefly explain the budget regarding: salary costs and direct costs (e.g. equipment, systems and other) as well as overhead calculated on the whole amount applied for, which must not exceed 35 per
7 cent. If the actual overhead is higher than 35%, the excess amount may be taken up as cofinancing. Similarly, explain cofinancing from Stockholm University, which may be in kind. Note that costs for personnel employed by the County Council do not need to be cofinanced by Stockholm University. Other sources of finance: Describe what other sources of finance there may be for implementing the project. Funding that has been applied for but not yet granted must also be stated. Commercial interests: If there are commercial interests connected with the project, information must be given regarding patents held, patent applications registered/submitted, shareholdings or other commercial interests. CVs of project manager and co-applicants: Provide brief information about you as project manager and co-applicants in CV form. Contact person State name and contact information When the application form is filled in and ready When you have filled in the application form, convert it into a PDF file with the original file name (SLL2016xxxx.pdf) and upload it to the application system. 3 General rules If your application is incomplete it will not be considered. No additional documentation will be accepted after the deadline. Check therefore that all the information requested has been given. Only one application per project manager. Write your application in either Swedish or English. The popular science description in the registration form must always be written in Swedish, however. Do not exceed the maximum number of pages stated in the application form. References to websites are not included in the number of pages. Confidentiality and disqualification rules The application is a general document that is public, unless it is covered by confidentiality in accordance with the Publication and Secrecy Act (2009:400). If the applicant considers that confidentiality applies, a request should be sent to the R&D secretariat, which checks that confidentiality testing occurs when anyone requests to obtain the documents. 8 Disqualification rules in accordance with the provisions of the Local Government Act (1991:900) are applied in the case of investigation and prioritising work, so as to guarantee impartial treatment. The project manager is responsible for planning and performing the project in accordance with good research practice and current legislation. Agreements are created and finalised after an award decision. You are welcome to apply!
