2 Background to 2012 Calls How did JPND pick these particular areas for Calls for proposals? As part of the JPND Research Strategy, these areas have been identified as high priority for neurodegenerative disease research. They are part of a list of near-term activities that are being pursued to begin implementing the JPND Research Strategy. In determining these areas for funding, JPND has taken into account the interconnectivities between identified priorities, the degree of EU-wide added value, the level of innovation, the practicality for implementation through existing mechanisms, the scale of the initiatives and the level of investment required to achieve impact. We recommend viewing the JPND recorded presentation as a useful tool to understand the context of the 2012 JPND calls, in addition to an explanation of how JPND funding works: Budget I What budget should be applied for? The proposal budget should depend on the work plan, effort, duration, and on specific national regulations. Please check your individual country-specific information files (at the JPND website) and ask your national contact point (listed in the call text) in case of questions. Budget II Do different countries have different funding amounts available for the calls? Yes. National funding organisations determine their funding contribution (see country specific information) based on several factors including availability of budget, average funding amount and anticipated response from their respective scientific community. Budget III What can I charge to the project? This depends on the national regulations of the individual countries. Please see country-specific information files (at the JPND website) and ask your national contact point (listed in the call text) in case of questions. Consortia Size and Makeup I Is it a good strategy to build large consortia? The size of a consortium is not a review criteria, as long as formal criteria will be considered (see call texts). The number of groups in a consortium should, however, be justified. Consortia Size and Makeup II Are more than one research groups from one country allowed? Yes, in principle this is possible. However, please keep in mind that added value on a transnational level is an evaluation criteria for both calls. If the reviewers feel that one country may be dominating the consortium it is unlikely that such a consortium will be recommended for funding. Consortia Size and Makeup III Where in the application can I describe expertise of consortium members other than group leaders? Applicants must demonstrate clearly that their consortium contains the necessary breadth and depth of expertise for the development and delivery of the proposed project, including collaborations with organisations responsible for implementing or applying the findings. Such consortium members may include co-applicants who have a well-defined, critical and substantial role in the proposed research, and may receive project funding. Others may be key partners/collaborators who provide access to data or samples, or provide the link with a 1
3 practice or policy setting. It is expected that such key consortium members are named in the application form, within Sections (III.2), (III. 3), (III. 4), (III. 7) as appropriate. Decision Who decides which proposals receive funding? Evaluation of proposals for each call is undertaken by separate international expert committees composed of internationally-renowned scientists. Each panel produces: o a threshold above which projects will be fundable o a ranking list of proposals recommended for funding, based on scientific assessment Based on this ranking list the Joint Call Steering Committee* for each Call determines the projects to be funded, taking into account the national budgets available. Based on these recommendations, final decisions are made by the national funding agencies and are subject to budgetary considerations. * The CSC consists of representatives of the call partner organisations Documents and Resources Which documents do I need? At the very least, you need the following documents (provided on the JPND webpage Call text Proposal template Country specific information Electronic proposal submission via the electronic submission system is mandatory We recommend viewing the JPND recorded presentation as a useful tool to understand the context of the 2012 JPND calls, in addition to an explanation of how JPND funding works. Eligibility I Who may apply for a JPND funding initiative? The eligibility criteria are specific to each JPND initiative. Please refer to the relevant call text, and countryspecific information. Eligibility II What happens if one research group in a proposal is not eligible? If one research group is not eligible, and the remaining groups do not fulfil the formal criteria (minimum number of involved countries), the proposal will be rejected without further review. However, even if the formal criteria are fulfilled, we recommend checking the eligibility of all involved research groups very carefully. Only the very best and excellent proposals will be funded and if one research group cannot be funded due to eligibility issues, it is unlikely that such a proposal will be ranked in the funding range. European Commission (EC) Is this a call of the EC? No. JPND receives some EC funding itself. However, funding in JPND calls is organised by the national funding organisations of the participating countries and, therefore, national regulations are relevant instead of EC regulations. 2
4 Evaluation I How are submitted proposals evaluated for the 2012 JPND Calls? Specific evaluation criteria depend on the nature and objectives of each JPND funding initiative. Proposals for all JPND Calls are evaluated via international peer review. Agreed evaluation criteria for the 2012 Calls are contained in the respective Call texts. Evaluation II Who chooses the reviewers? The Joint Call Steering Committee (CSC)* for each Call selects the reviewers. Please refer to the relevant Call text for details of the review procedure. * The CSC consists of representatives of the call partner organisations. Evaluation III Since there is a limit on funds from each country, but prioritisation will be assessed internationally, is it possible for researchers not to be funded if they do not rank sufficiently high in the international assessment. Yes. Only the best proposals in the ranking list will be funded. Funding gaps What happens if one country is unable to fund their respective research group(s) but the other countries are able to fund their research group(s)? The Call Steering Committee (CSC)* will decide on the funding of proposals that are recommended for funding and will attempt to solve any funding problems arising (e.g. funding gaps) insofar as possible. Nevertheless, it is possible that the whole consortium will not be funded if one country cannot fund its research group. * The CSC consists of representatives of the call partner organisations. Funding duration How long does a JPND-funded research project last? The length of the research project varies depending on the funding initiative. For JPND Joint Transnational Calls, please refer to the relevant Call text for details of programme duration. For the 2012 Calls, funding of up to three years is possible according to national regulations. National contact point Shall we contact our national contact point? In many cases it is helpful to contact the national contact point personally. They can provide specific information about national regulations, specific characteristics and national budget. National contact points for each call are listed in the individual call texts and in the country-specific information. Overhead Does the maximum contribution of each national funding organisation per proposal include overheads? Yes, the maximum amount has to include overheads. The rate of overheads is dependent on the individual national funding organisation participating in the call. Please consult the country-specific information. Politics Are there any additional political review criteria (e.g. is it recommended to include specific countries to increase the likelihood of funding)? No, all review criteria are published in the Call text. No other review criteria will be discussed. However, the funding decision is dependent on the availability of national budgets. 3
5 Proposals I Is it permitted to submit more than one proposal? Yes, this is possible. However, it may not be a good idea to act as a coordinator in several proposals. Proposals II Is it possible to submit proposals in both current calls ( risk factors and heath care )? Yes, this is possible. Proposals III Which format is requested for proposals? The mandatory proposal template can be downloaded from the JPND website. Proposals not using the template or meeting the formal criteria of the template will be rejected without further review. Proposals IV Is it possible to attach the reference list to the proposal? No, the reference list is part of the work plan (15 pages maximum including references). No attachments are allowed to a proposal. Rules for non-jpnd country participation I May a JPND-funded research project be conducted outside of JPND countries? The research project must be conducted between at least three JPND-participating countries. Recipients of JPND funding investments, however, may actively collaborate with researchers worldwide, but are dependent on their countries specific requirements in this regard. Rules for non-jpnd country participation II Can a partner from a non-jpnd country apply for this call? Research groups from countries that are not partners in this JPND joint transnational call may participate in projects if they are able to secure their own funding. They must state clearly in the proposal if these funds are already secured or, if not, how they plan to obtain funding in advance of the project start. Funding of these groups by a JPND partner country is not possible. However, the majority of research groups in a consortium and the coordinator must be from countries of the Joint Transnational Call partner organisations. Submission I How to submit a proposal for a call? It is mandatory to use the electronic submission system at the JPND website for uploading a proposal. No other way of proposal submission is valid. Proposals which have not been uploaded via the electronic submission system will not be considered. Submission II Can I submit a proposal shortly after the deadline if this is well justified? No, no exceptions are possible. The electronic submission system will close at 23:59 C.E.T. on the day of the submission deadline. No proposal submission is possible thereafter. We recommend finalising your proposal well in advance of the deadline. 4
6 Submission III Is it possible to include attachments (e.g. letters of intent) in a proposal? No, attachments are not allowed and will be deleted automatically. All relevant material has to be included in the main proposal document. Submission IV Can I upload a ZIP- or a Word-file? Please upload only one PDF. It is not possible to upload other files (i.e. zip or word documents) or more than one file. The file size should be limited to under 6 MB. If your PDF exceeds 6 MB, please reduce the file size (i.e. by reducing the size and/or quality of figures). Similar proposals If proposals of similar focus are submitted, will this change the likelihood of funding for either proposal? This is possible. If two proposals of similar focus are submitted, funding may be restricted to only the best of these two proposals. This does not mean that, for example, only one proposal in the area of Alzheimer s disease can be funded. If the approach is different it may be possible to fund both proposals. Topics Are there preferred topics that JPND would like to fund? No, all proposals will be evaluated by the same review criteria, published in the Call text.
