WNC Health Network Mission and History The WNC Health Network (WNCHN) is a collaboration of hospitals and other health care providers that support the delivery of cost-effective, quality health services in Western North Carolina. The Network maintains a vision of community focus supported by collaboration, integrity and respect among its members. It provides the following primary functions for its members: group purchasing, a health information exchange (WNC Data Link), quality improvement activities, and wellness projects. The Network began in 1995 to identify, explore and implement cost-effective, collaborative opportunities among the hospitals and health care systems serving western North Carolina. In addition to the original 16 WNC hospitals that comprise the founding members, the Network now includes 40 affiliate members across the Carolinas, southern Virginia and eastern Tennessee. by Reducing Costs The Group Purchasing function identifies, negotiates and implements contracts with vendors to achieve the best price possible and reduce the cost of healthcare delivery. The standardization of suppliers and the aggregated volume in the Group Purchasing Program achieved better tier pricing and enhanced Premier contracts with combined savings of $13,338,039 and an ROI > $15:$1 for all WNC Health Network Members in 2009. Highlights: - Established re-seller agreement for Premier My-Spend and My-Spend Lite products to allow reduced access cost for all participating members - Established group buy opportunities for patient room furniture, beds, stretchers and defibrillators for membership - Conducted Pharmacy study for use of drug Xopenex vs. Albuterol yielding significant savings opportunities for members - Promoted Patient Audit Recovery Pharmacy Program through Amerisource - Coordinated and instituted Human Resource group buy opportunity for Life and Disability Insurance - Completed key CFO cost savings opportunity contracts with: - Dixon Hughes for Audit Services - Lancaster Pollard for Capital Financing Options - Accudoc Solutions for patient statement creation and mailing and for web payment portal development - ProClaim Medical for Medical Claims Audit. Savings History D O L L A R S Y E A R WNCHN Annual Forum The second annual WNCHN Forum Meeting was held in Winston-Salem in October 2009 Work groups included: Materials Management, Pharmacy, Lab, and Food Total attendance was 85 staff from over 40 member hospitals Over 60 vendors exhibited Forum included education, work group meetings, and networking with no conference or lodging fees for any member Attendees rated the forum as 4.5 out of 5 3

with Connectivity WNC Data Link is a regional health information exchange for the 16 hospitals serving western North Carolina. Electronic patient information from each hospital is exchanged efficiently and securely to coordinate patient care and avoid duplication of tests. by Enhancing Quality WNC REGIONAL QUALITY IMPROVEMENT Infection Rates Supported the reduction of infection rates by collecting data and sharing best practices Stroke Care WNCHN collaborated with the Mountain Area Health Education Center and others to develop a WNC Regional Stroke System of Care Emergency Department Care Supported the improvement of emergency department patient flow for several hospitals 6

to Improve Regional Health Status Mental Health - Task force fostered ongoing communication between Local Management Entities (LMEs) and hospitals, addressing coordination of inpatient care - Task Force met with Broughton Hospital to address opportunities for improvements in the admissions/referral process and improve communications - WNCHN Founding Member CEOs met with NC DHHS Secretary Lanier Cansler to raise issues about the lack of mental health services and the need for funded community beds Healthcare Workforce Development - WNCHN assisted Mountain Area Health Education Center and Mission Hospital in implementing the initial WNC medical school plan - WNCHN is supporting MAHEC and Mission Hospital in exploring options for a pharmacy school component in Western NC - WNCHN advocated that Western Carolina University continue the Lab/Med Tech program to expand the number of well-trained laboratory technicians in WNC Childhood Obesity - Developed and planned for a childhood obesity prevention project in the region (WNC Healthy Kids) 7
