Keystone: Single Window WCO defines SW according to REC n. 33 UN\CEFACT: a form of facilitation that allows... to lodge information and documents at one single point of entry, to meet the regulatory requirements prescribed for import/export/transit Reg. n. 648/2005 of the European Parliament and the Council: it has introduced the principle of the unicity of a customs operation and of the ensuing coordination of the controls performed by different authorities. The preparatory phase has been completed and the next stage is the deployment of the model. In Italy the legal framework for Single-Window already in: 2004 Financial Law (art. 4 c. 57 and 58, L. 350/2003) Decree of the Prime Minister having regulatory nature (DPCM n. 242/2010)

Customs at the Cutting Edge Sharing standardized IT processes to favour wider knowledge of rules (sharp reduction in trading costs linked to procedural uncertainties ) and of new opportunities, while fostering investments in innovation. The Union Customs Code and mostly its implementing provisions shall respect the ecustoms political mandate: to achieve the fully automated management of procedures and to implement Single Window. 6

Real-Time Controls on each Operation RED = Physical Inspection All Customs declarations are screened by the system ORANGE = Scanner Control and addressed to 4 control channels (green, yellow, orange, red) according to their matching precise risk YELLOW = Documentary profiles developed by combining some of the data in Control the declarations (origin, provenance, type of goods..) GREEN = Computerized Control Risk profiles can be modified in real-time Subjective profiles (WHITE/BLACK LIST) can decrease or increase the risk level. Through a voluntary AUDIT procedure, enterprises can obtain the certification of their reliability rate (AEO model - AUTHORIZED ECONOMIC OPERATOR), which is linked to a customized control level 8

The Italian Customs Single Window The Customs Single Window has been developed in the framework of the Lisbon Agenda and of Decision 2004/387/EC of the European Parliament and the Council (design egov services to increase the competitiveness of enterprises, thus making the organization of controls more effective) Implementation of a connection mechanism enabling the dialogue between the administrations and bodies that participate in customs operations by granting authorizations, permits, licences or carrying out controls The different Administrations integrate the processes within their competence (of which they are holders), thus offering a common interface to citizens and enterprises Moving from the data collected in the customs declaration an ICT process is triggered to check the documents supporting the declaration and to perform controls

DPCM 242/2010: the legal basis for SW in Italy The Decree of the President of the Council of Ministers n. 242 of 4 November 2010 (published in the Official Journal n. 10 of 4 January 2011) implements in Italy the mechanism of the "Single Window" introduced by article 4, par. 57 of Law n. 350 of 24 December 2003. Contains the list of certificates required for import and export operations (annex A and B of DPCM) and maximum time limits for their issuing;

DPCM 242/2010 : urges OGA to cooperate on the web the request and the control of certification/authorization are done electronically to the customs agency (single window) controls by customs and other public administrations are unified (one stop shop); conferencing services promoted by the regional customs directorates identify solutions to harmonize opening hours and to facilitate and standardize the implementation of controls.

Previous situation: OGA s check + customs check 1 check: A supporting document is requested by another Government Agency. The goods must be available for the inspection. Only when the supporting document is issued by the competent authority, the economic operator can send the customs declaration stating the number of the certificate in box 44 of the SAD. 2 check: customs authority, on the basis of its risk analysis, can perform another physical inspection of the goods.
