Landtag elections of Mecklenburg-Vorpommern (D) Spectrum observation in Schwerin 04.09.2011 / 15:00 21:00 Uhr Introduction In October 2008, DKE WG 731.0.8 presented a detailed description of the use of spectrum within the scope of election campaigns for the first time. In the presentation, entitled UHF frequency usage by PMSE during the Landtag elections in Hannover, Munich, Wiesbaden and the state election in Hamburg, we created an application-related illustration of the representable use of spectrum. 2011 was another election year and offered us the opportunity to observe this type of event for a second time. We were thus able to further develop the methodology of DKE. Assessment of the variable spectrum allocation The depiction at both measurement locations differs in terms of their location and different views of the election production. It is clear that the spectrum allocation follows the election events. At around 20:15, after the ARD news report, both locations have a similar slowly falling trend in spectrum allocation. According to our observations, over 100 wireless connections (without TV or LTE) were used to watch the reports and organisation of the productions, which all needed to find their place in the spectrum. Observation of the disruption situation in VHF television range (Band III) The focus of this year s spectrum observation focused on the UHF-TV bands IV and V. Furthermore; we also observed the TV band III to gain an impression of the respective local disruption situation: VHF measurement antenna The measurement technology available does not, however, enable any parallel observation of VHF and UHF during the entire election event. The data is therefore only valid to a limited extent. 10

Summary Through its spectrum observation at the Schwerin location, DKE WG 731.1.8 was able to provide evidence that, during this election event, there was intensive usage of the UHF frequency which followed an interdependent time, location and event process. The events of this spectrum recording should be included in a study of this event type over the course of several years.
