Kindergarten to College Family Engagement and Outreach RFP Deadline to Apply: Friday, February 7 th, 2014 Grant Period: Monday, March 3 rd, 2014- Monday, March 2 nd, 2015 Introduction: The San Francisco Office of Financial Empowerment is accepting applications from organizations and collaboratives interested in providing family engagement and outreach services to promote the Kindergarten to College program to participating families in elementary schools in San Francisco Unified School District. Program Overview: The San Francisco Kindergarten to College (K2C) program is the first universal and automatic college savings program in the United States. All kindergarten students entering SFUSD at kindergarten now automatically receive a college savings account designed to build college aspirations with an initial $50 deposit from the City and County of San Francisco. Students who complete a consent form and qualify for free or reduced lunch will receive an additional $50 from the City. Currently, the program has raised private funds to incentivize family savings: $1 for $1 match for up to the first $100 of family contributions as well as $100 for making monthly $10 deposits for 6 months. K2C is an initiative of the San Francisco Mayor s Office, the Office of the Treasurer, the Department of Children, Youth, & Their Families and the San Francisco Unified School District, with support from CFED, EARN, the San Francisco Foundation and the New America Foundation. Accounts are held at Citibank. Program Goals: The K2C program is designed to reach four main goals: 1. Increase likelihood of college attendance. A child with a college savings account in any amount is seven times more likely to attend college than one without, regardless of income, race or academic achievement. K2C will increase academic aspirations for every child by making college a reality from the first day of school. 2. Reduce financial exclusion. Low-income and minority families are overwhelmingly excluded from mainstream financial products that build wealth. K2C helps parents begin saving by simplifying the process for opening a college savings account and incentivizing deposits. 3. Increase Financial Literacy. With K2C, our schools can create a culture of savings, improve financial literacy, increase assets, and bring more children and families into the financial mainstream. 4. Leverage private investment in San Francisco families. K2C will leverage private funds for savings matches, create behavioral incentives, and help families earn money for college at significantly higher rates than they can earn by saving on their own. Program Status: Currently over 13,000 students throughout all 74 SFUSD public elementary schools have a K2C account. As of fall 2013, all kindergarten and first grade students attending SFUSD have K2C accounts. Certain schools were part of our initial pilot years and at these select schools, students in second and third grade also have K2C accounts. Description of Opportunity: K2C is seeking partner organizations to participate in the K2C Family Engagement and Outreach Initiative to support the outreach efforts of the program to reach and inform families in the SFUSD who have children with existing K2C accounts about the benefits of saving with K2C. The goal of the K2C Family Engagement and Outreach Initiative is to: Educate parents about the K2C program, how the accounts work, program benefits and savings incentives. Increase family s active participation in the program, defined as families actively making deposits into their K2C accounts on an ongoing basis. Increase take-up in target communities, including: Spanish and Cantonese speaking communities, neighborhoods/schools where K2C has a lower percentages of savers, and neighborhoods/schools where a high percentage of students qualify for the Federal School Lunch program. The K2C program is seeking to identify and support partner organizations to serve as the main point of contact for K2C outreach in target neighborhoods/schools or in reaching priority communities, engaging in any or all of the activities below: Serve as the main K2C outreach contact in a subset of SFUSD elementary schools. This includes leading K2C presentations/workshops in the preferred language for families (primarily Spanish and/or Cantonese), providing accurate information about K2C to school staff and families, and partnering with community agencies to increase K2C outreach. Develop and implement classroom based activities in SFUSD schools that educate students about their K2C accounts and the importance of saving. Provide an innovative approach to K2C outreach geared to increasing the number of families participating in the K2C program. This could include strategies such as the engagement of parent or youth ambassadors, creative outreach approaches (text alerts, school based competitions, classroom promotional materials etc). Grantee recipients will receive training and materials on the K2C program as well as ongoing/as needed TA support from the K2C Outreach Coordinator. The K2C overview training will take place in the first two months of the grant period start date. The San Francisco OFE will provide grantee recipients with up to $5,000 over a twelve month period to support K2C outreach. Eligibility to Apply: Applicants must have 501(c)(3) status, have strong existing connections/partnerships with schools in the SFUSD, and have a proven track record of working with families.
