2 County ADULT LITERACY 1992 Survey Mean Literacy Proficiency Percent at Level 1 Percent at Level 1 or 2 St. Louis City St. Louis County St. Charles Jefferson Franklin Madison St. Clair Monroe Notes: The National Adult Literacy Survey was conducted in 1992 by the Educational Testing Service for the U.S. Department of Education. 13,600 adults were interviewed in their homes and asked to complete a booklet of literacy tasks. The results were represented in three scales, each from 0-500: prose, document and quantitative. Each scale was then subdivided into 5 levels:level 1(the lowest) was 0-225, Level , Level etc. A new survey is now being conducted. The National Institute for Literacy commissioned Portland State Univ. to develop a model for estimating proficiencies in geographic areas like the counties above not adequately sampled by the 1992 survey. The values above all fall within the 95% confidence intervals.
