Region VIII Veterans Business Outreach Center (VBOC) Project Manager Big Sky Economic Development Billings, Montana Status: Full-Time/Salaried Target Salary Range: $47,000 - $51,500 Reporting Responsibility: This position reports directly to the VBOC Director. Summary of Essential Role and Responsibilities The Region VIII Veterans Business Outreach Center (VBOC) Project Manager, Business Counselor and Trainer works in Big Sky Economic Development s (BSED) Veterans Business Outreach Center. The Project Manager s work is performed under the direction of the Region VIII VBOC Director. The Region VIII VBOC Project Manager serves veterans, military servicemen and women and their spouses in a sixstate region (MT, ND, SD, WY, UT, CO) by providing business development counseling and training to help them start, grow or expand a small business. This is done with the assistance of our critical resource partners which include the U.S. Small Business Administration and their District Offices in each State, the Small Business Development Center s network of professionals throughout each State, SCORE, PTAC, Women s Business Outreach Centers and BSED s team of top-performing experts. The Project Manager performs 1) Client Engagement and 2) Training and Collaboration. Duties include establishing a robust network of professionals in lending institutions, the educational arms of military installations, VFWs, American Legions, colleges and universities, local economic development agencies, city, county, state governments and federal agencies. The Project Manager will market SBA and Boots to Business products and services, perform business planning, financial spreading, market research and analysis for clients in one-on-one face-to-face sessions, traditional classroom settings, and via Skype and Webinars. Client Engagement Specific Duties and Responsibilities 1. Answers fundamental and complex business-related questions for Veteran small business clients at all stages including pre-venture, startup, existing and growth. 2. Provides small business counseling services to Veteran clients, refers to appropriate resource partners and is efficient at spreading financial information and analyzing a business plan and concept. (Six months to obtain certification of Accredited Small Business Consultant.) 3. Performs business planning, financial spreading, market research and analysis for clients. 4. Acts as the front line and launch pad for all client services available to Veterans and works with the client to refer them to the best agencies to meet their needs and take advantage of all programs and resources available. 5. Performs high-level research and analysis for clients and program initiatives. 6. Performs in-depth client intake to determine a needs assessment and action plan for their individualized one-on-one counseling. 7. Training & Collaboration 1. Develops and maintains a wide network of resource partners to increase the height at which the VBOC Launchpad operates. Develops relationships across the region to encapsulate efficiency within communication channels for clients needing to interface with multiple agencies. 2. Plans, sets up and delivers training courses across the six-state region. (Boots to Business Program, Boots to Business Reboot and pre-venture courses.) 3. Advocates for the program, the SBA and Big Sky Economic Development at all times. 4. Works to deepen the credibility and awareness of the services available to Veterans. Required Knowledge, Skills and Abilities 1. Knowledge of military culture (a veteran is preferred). 2. Must be detail-oriented, organized, able to multitask, and manage several projects at one time. 3. Must be flexible and adaptable. 4. Ability to teach both self-prepared curricula and the SBA s and Syracuse University s standardized Boots to Business training modules (www.boots2business.org) in classroom and online formats. Minimum Qualifications 1. Bachelor s Degree from an accredited institution in Business Administration, Finance, Banking, Accounting, or related field of study is required with a minimum of five years experience in related work or business ownership. 2. Veteran is preferred. 3. Working knowledge of Internet-based communication alternatives is needed (e.g., Skype, Webinars, GoToMeeting and so on). 4. Proficiency with Microsoft Office applications (Excel, PowerPoint, Word, Outlook and Access) and Adobe is required. 5. Business planning experience is preferred including business advising, consulting and training. 6. Demonstrated ability to teach and train adult learners is preferred. Work hours will generally be 8:00 A.M. to 5:00 P.M., Monday through Friday; however, due to the time difference with our resource partners and the VBOC HQ in DC, the Director may adjust the schedule as needed. The position serves a six-state region and will provide support for our resource partners in those areas. Travel throughout the six-state region is required and pre-planned in accordance to the processes and procedures set forth in SBA s Boots to Business Planning Guides.
