The Reorganization Meeting of the Board of Supervisors of South Strabane Township took place on the above date in the Mae C. Reynolds Meeting Room of the Municipal Building, 550 Washington Road, Washington, PA 15301-9622 at 6:30 P.M. Present were: Mr. Daniel Piatt, Mr. John Keisling, Mr. Edward Mazur and Ms. Laynee Zipko, Supervisors; Mr. Thomas Lonich, Solicitor and Mr. John Stickle, Manager. Mr. Robert Koman, Supervisor was absent. A Visitor s List is on file. There was approximately one (1) person in the audience. Mr. Piatt called the meeting to order and led the group in the Pledge of Allegiance. PUBLIC COMMENTS: PUBLIC COMMENTS: None REORGANIZATION FOR 2015 REORGANIZATION FOR 2015: Mr. Piatt asked for a nomination for Temporary Chairman. Mr. Mazur made a motion, seconded by Mr. Piatt, to appoint Mr. Keisling as Temporary Chairman. Mr. Piatt then asked for any other nominations and there were none. Mr. Mazur made a motion, seconded by Ms. Zipko, that the nominations for Temporary Chairman be closed. Motion carried Mr.Piatt asked for a vote on the appointment of Mr. Keisling as Temporary Chairman. Mr. Keisling then asked for a nomination for Chairman for 2015. Mr. Mazur made a motion, seconded by Mr. Keisling to appoint Mr. Keisling as Chairman. Mr. Keisling then asked for any other nominations and there were none. Mr. Mazur made a motion, seconded by Mr. Piatt, that the nominations for Chairman be closed. Mr. Keisling then asked for a vote on the appointment of Mr. Keisling as Chairman. Motion carried with Mr. Piatt voting no. Mr. Keisling then assumed the position of Chairman. Mr. Keisling asked for nominations for Vice-Chairman for 2015. Ms. Zipko made a motion, seconded by Mr. Mazur to appoint Mr. Piatt as Vice- Chairman. Mr. Keisling then asked for any other nominations and there were none. Mr. Mazur made a motion, seconded by Mr. Piatt, that the nominations for Vice-Chairman be closed. Mr. Keisling then asked for a vote on the appointment of Mr. Piatt as Vice-Chairman. Motion carried Mr. Mazur made a motion, seconded by Mr. Piatt, to appoint Mr. Stickle as Chief Administrative Officer of the South Strabane Police Pension Plan, the South Strabane Employees Pension Plan and the South Strabane Fire Fighters Pension Plan. Mr. Mazur made a motion, seconded by Mr. Piatt, to appoint Mr. Stickle as Secretary/Treasurer. Page 1

Mr. Piatt made a motion, seconded by Mr. Mazur, to appoint Ms. Zipko as Assistant Secretary/Treasurer. Mr. Piatt made a motion, seconded by Ms. Zipko, to appoint Mr. Lonich as Solicitor. Mr. Mazur made a motion to appoint KLH Engineers as Township Engineer. Motion died due to a lack of a second. Mr. Piatt made a motion, seconded by Mr. Mazur, to appoint Widmer Engineering as Township Engineer. Mr. Piatt made a motion, seconded by Mr. Mazur to appoint KLH Engineers as Alternate Township Engineer. Mr. Piatt made a motion, seconded by Ms. Zipko, to appoint Keystone as the Earned Income Tax Collector, the Local Services Tax Collector and the Delinquent Tax Collector for Earned Income Tax and Local Services Tax. Mr. Piatt made a motion, seconded by Ms. Zipko to appoint Laura Keisling as Mercantile Tax Collector and Per Capita Tax Collector. Motion carried with Mr. Keisling abstaining from voting. Mr. Piatt made a motion, seconded by Ms. Zipko, to appoint Debbie Bardella as Real Estate Transfer Tax Collector. Mr. Piatt made a motion, seconded by Ms. Zipko to appoint Mr. Stickle as Zoning Officer. Motion carried with Mr. Mazur voting no. Mr. Mazur made a motion, seconded by Mr. Piatt to appoint James Barnes as Assistant Zoning Officer and Building Official but not Public Safety Director. Discussion then took place regarding Mr. Mazur s motion. Mr. Lonich noted that the Township is in negotiations with the Fire fighters at this time and Mr. Barnes is a member of the bargaining unit. After further discussion, Mr. Keisling asked for a vote on Mr. Mazur s motion. Motion did not carry with Mr. Keisling, Mr. Piatt and Ms. Zipko voting no. Mr. Piatt made a motion, seconded by Ms. Zipko, to appoint James Barnes as Assistant Zoning Officer, Building Official and Public Safety Director. Motion carried with Mr. Mazur voting no. Mr. Piatt made a motion, seconded by Mr. Mazur, to set the Treasurer s Bond Limit at $250,000. Mr. Piatt made a motion, seconded by Ms. Zipko, to appoint Russell Grego as Public Works Director. Ms. Zipko made a motion, seconded by Mr. Mazur, to appoint Donald Zofchak as Police Chief. Discussion took place regarding the Fire Chief position. Mr. Mazur expressed concern about reappointing Scott Reese as Fire Chief. He contended that it would be better if the Fire Chief was not a member of the Fire fighters bargaining unit. After further discussion, Mr. Piatt made a motion, seconded by Ms. Zipko to appoint Mr. Reese as Fire Chief. Motion carried with Mr. Mazur voting no. Page 2

Ms. Zipko made a motion, seconded by Mr. Piatt, to appoint Kym Secreet as Animal Control Officer. Mr. Piatt made a motion, seconded by Ms. Zipko, to set the Supervisors meeting date and time for the second and fourth Tuesday of each month at 6:30 p.m. After some discussion, Mr. Piatt made a motion, seconded by Ms. Zipko, to certify all Supervisors, the Manager and the Public Works Director as PSATS Convention Delegates. Mr. Piatt made a motion, seconded by Mr. Mazur, to appoint Mr. Keisling as Voting Delegate to the PSATS Convention. Motion carried with Mr. Keisling voting no. Mr. Piatt made a motion, seconded by Mr. Mazur, to appoint Ms. Zipko as Alternate Voting Delegate to the PSATS Convention. Mr. Piatt made a motion, seconded by Mr. Mazur, to appoint Huntington Bank and Slovenian Savings and Loan as Depository of Funds. Mr. Piatt made a motion, seconding by Ms. Zipko, to appoint Mr. Koman as Washington County Sewage Council Representative. Mr. Piatt made a motion, seconded by Ms. Zipko, to appoint Mr. Stickle as Washington County Sewage Council Alternate Representative. Mr. Piatt made a motion, seconded by Mr. Mazur, to appoint Joseph Trifaro to the Sanitary Authority for a five (5) year term. Motion carried. Mr. Piatt made a motion, seconded by Ms. Zipko, to appoint Donald Lambert and Andrew Rembert to the Zoning Hearing Board for three (3) year terms. Mr. Piatt made a motion, seconded by Mr. Mazur, to reappoint Paula Phillis to the Planning Commission for a five (5) year term. Motion carried. Ms. Zipko made a motion, seconded by Mr. Mazur, to appoint Joan Olinger to the Park-Recreation Council for a five (5) year term. Mr. Piatt made a motion, seconded by Ms. Zipko, to reappoint Ronald Carolla and Donald Fincham to the Building Code Appeals Board for three (3) year terms. Mr. Mazur made a motion, seconded by Mr. Piatt, to reappoint Paula Phillis to the Vacancy Board for a one (1) year term. Mr. Piatt made a motion, seconded by Mr. Mazur, to reappoint John Cambest as Zoning Hearing Board Solicitor. Mr. Piatt made a motion, seconded by Ms. Zipko, to reappoint all current Township Employees (see attached list). Mr. Piatt made a motion, seconded by Ms. Zipko, to reappoint Chris Barton as Emergency Management Coordinator. Page 3

Mr. Piatt made a motion, seconded by Ms. Zipko, to appoint Mr. Keisling as Washington County Tax Collection Committee Representative. Mr. Piatt made a motion, seconded by Mr. Mazur, to appoint Mr. Stickle as Washington County Tax Collection Committee Alternate Representative. NEW BUSINESS: RESOLUTION 1-15 SETTING MANAGER S SALARY FOR 2015 APPOINTMENT TO FILL PARK-REC VACANCY The one item under new Business was the adoption of Resolution 1-15 setting the Manager s Salary for 2015. Mr. Piatt made a motion, seconded by Ms. Zipko to adopt Resolution 1-15 setting the Manager s Salary for 2015. Mr. Mazur reported that a letter and resume have been received from Susan DeLost, requesting that she be considered to fill a vacancy on the Park-Recreation Council. Mr. Stickle reported that Ms. DeLost had been previously interviewed by the Board, when the Board was filling prior vacancies. After further discussion, Ms. Zipko made a motion, seconded by Mr. Mazur to appoint Susan DeLost to the Park- Recreation Council to fill an unexpired term to expire December 31, 2017. Motion carried with Mr. Piatt voting no. There being no further business to come before the Board, Mr. Piatt made a motion, seconded by Mr. Mazur and carried, to adjourn the meeting at 7:20 P.M.
