Riverview Cemetery Municipal Code Sec. 8-31. Decoration of lots and columbariums. (a) (b) Live flowers may be planted and cultivated on any grave at any time; however, all plantings shall be within ten (10) inches of the front and sides of the monument or in an approved vase and must have a minimum of a six-inch border or mow strip. In the areas where there is a main memorial and a secondary flush memorial, there is to be no planting and no vases in front of the secondary flush memorial. 2
Municipal Code (continued) (c) Artificial or fresh cut flowers may be placed in a vase at any grave site or around the base of any columbarium any time. However, they will be discarded when dead, faded, broken or disfigured. The permanently installed vase must be set in concrete with a minimum six-inch border and within six (6) inches of the monument or be an actual part of the monument. Permanent vases around the base of a columbarium shall be constructed by the city. 4
(d) Municipal Code (continued) Sprays and wreaths made from fresh cut flowers will be allowed on grave sites, but they will be removed within two (2) weeks, or if in the opinion of the city administrator or his designated representative, when they become unsightly or detrimental. Artificial sprays and wreaths will be allowed on grave sites only from May twentieth through June fifteenth and from December first through February first. The city administrator or his designated representative shall direct the removal of all artificial sprays and wreaths when they become unsightly, blown off the graves or interfere with routine mowing and maintenance procedures.
Municipal Code (continued) (e) Christmas blankets and wreaths will be allowed on grave sites only from December first through February first. (f) No sprays or wreaths of fresh or artificial flowers or greenery will be allowed on or around columbariums except for up to seven (7) days immediately following funeral services.
Municipal Code (continued) (g) Bushes or trees of any kind including but not limited to juniper, pfitzer and similar evergreens, are not allowed unless written permission from the city administrator or his designated representative has first been obtained. Rose bushes or peonies bushes will be allowed on grave sites however, these must be planted within ten (10) inches of the front and sides of the monument as stated in paragraph (a). Permission to plant bushes, trees and/or flowers in the veterans' section will not be granted by the city administrator or his designated representative. Municipal Code (continued) (h) The placing of boxes, shells, stones, boulders, toys, metal designs, ornaments, chairs, settees, vases, glass, urns, fences, wood or metal cases, temporary grave markers and similar articles upon lots, or on or near columbariums is not permitted. (i) The city shall not be liable for lost, misplaced or broken vases, or for damage by the elements, thieves, vandals or by causes beyond its control. The city reserves the right to regulate the method of decorating lots and columbariums and will remove any decoration that detracts from the uniform beauty of the cemetery. (Ord. Comparative Summary Rock Springs: Article 4-4 Cemetery, 4-407, (f) Ornaments, Floral Designs on Lots Restricted. No person with the exception of the duly authorized personnel, shall place upon any burial space, lot or grave anything other than flowers, wreaths, flags or temporary decorations, and such receptacles therefore as may be required. All floral designs and pieces will be removed as soon as they become unsightly. The Sexton of the cemetery will not return such floral designs to the owners of the lots, unless previous arrangements have been made. 7

Rock Springs: All floral designs and pieces will be removed as soon as they become unsightly. Evanston: Live, fresh cut or artificial flowers, sprays and wreaths may be placed on any gravesite one week prior to Memorial Day and will be removed one week after Memorial Day each year.
