ULUDAĞ UNIVERSITY DIRECTIVE ON ADMISSION OF FOREIGN STUDENTS PART ONE Aim, Scope, and Legal Basis Aim Article 1- The aim of this directive is to set procedures and principles regarding the admission of students from abroad to two-year degree and undergraduate degree programs. Scope Article 2- This directive covers principles, quotas, application requirements, exams, and other relevant issues regarding the admission of students from abroad to two-year degree and undergraduate degree programs at Uludağ University. Legal Basis Article 3- This directive was prepared based on Article 6 and Article 7 of Higher Education Act numbered 2547 and the decision of the General Board of Higher Education Board dated 21.01.2010. Definitions Article 4- (1) The concepts and terms used in this directive are defined as follows: a) University: Uludağ University, b) Senate: The Senate of Uludağ University, c) Rectorate: The Rectorate of Uludağ University, ç) Program: An academic activity covering two-year degree and undergraduate education activities, d) Unit: Faculty / School of Higher Education / Conservatory / Higher Vocational School affiliated to Uludağ University, e) Student: A student accepted to the units affiliated with Uludağ University in accordance with the principles of this directive, f) Residence Permit: A document proving that foreign students are permitted to settle in our country for a specific period of time. PART TWO Setting Quotas and Its Announcement Setting Quotas Article 5- (1) The unit board determines whether there will be quota for two-year degree and undergraduate degree programs willing to accept foreign students or not by taking the recommendation of the board of the relevant department/program regarding the number of students to be accepted into consideration, which is then resolved by the Senate and submitted to the approval of Higher Education Board. (2) There is no quota for programs within the scope of METEB Project (Vocational and Technical Training Area). (3) The quotas are set not to exceed 50 percent of the previous year s quotas for the programs announced in ÖSYS (Student Selection and Placement Exam) Guidebook for Higher Education Programs and Quotas. For the programs to accept students for the first time in the relevant year, quotas may be set both for ÖSYS and for admission of foreign students. However, the programs to accept students for the first time within the scope of OSYS Additional placement are not allowed to set quotas for the admission of the students from abroad.

(4) Provided that there is no application for a program with quotas or the quotas for a program are filled, these quotas can be transferred to other departments/programs based on the decision of the Senate on the condition that the quotas to be transferred will not exceed the quota limit stated in the Provision 3 of this article. However, the quotas in the Faculty of Medicine and the Faculty of Law can only be transferred by the Executive Board s decision of the Higher Education Board. PART THREE Application, Announcement, Admission, Final Registration, and Re-registration Applicants Eligible to Apply Article 6- On the condition that they are in final year or graduate of high school. a) Have Foreign Nationality, b) Are Turkish citizens from birth and received the permission for withdrawal from citizenship from the Turkish Ministry of Internal Affairs and those who are able to certify that their children who are recorded in their parents document of permission for withdrawal from citizenship and have not reached at a lawful age and have the document concerning the exercise of the given rights in accordance with the Turkish Citizenship Law, (Article 7 of the Turkish Citizenship Law (5901) states that (1) A child born to a Turkish mother or through a Turkish father within the unity of marriage either in Turkey or abroad is a Turkish citizen. The applicants are strongly advised to read the Turkish Citizenship Law before submitting their applications). c) Have foreign nationalities from birth and later acquired Turkish citizenship / have such dual citizenships ç) 1) Students who have Turkish Citizenship and continued their last three years of secondary (high school) education abroad except Turkish Republic of Northern Cyprus before 01/02/2013 (including those who have completed their High School Education abroad, except Turkish Republic of Northern Cyprus, in Turkish schools accredited by Ministry of Education) can apply for foreign student admission quotas, 2) Applicants who have started their secondary education after 01/02/2013 and completed their secondary (high school) education in a foreign country except Turkish Republic of Northern Cyprus (including those who have completed their High School Education abroad, except Turkish Republic of Northern Cyprus, in Turkish schools accredited by Ministry of Education) can apply for foreign student admission quotas, d) Have Northern Cyprus citizenship and reside in Northern Cyprus and those who have completed their secondary (high school) education in Northern Cyprus and have GCE AL exam results and enrolled in colleges and high schools in other countries between 2005 and 2010 and have or will have GCE AL exam results Those Not Eligible to Apply Article 7- a) Are Turkish citizens and have completed all of their secondary (high school) education in Turkey and TRNC b) Are Northern Cyprus citizens (except those who have completed their whole secondary (high school) education in TRNC and have GCE AL results and enrolled in colleges and high schools in other countries between 2005-2010 and have or will have GCE AL exam results) c) Have dual citizenship and the first one is Turkish which is given by birth as defined in Clause b of Article 6 (except conditions which are defined in Clause ç of Article 6) ç) Have dual citizenship and one of which is TRNC citizenship (except those who have completed their whole secondary (high school) education in the high schools of TRNC and have GCE AL results and enrolled in colleges and high schools in other countries between 2005-2010 and have or will have GCE AL exam results) d) Have Turkish citizenship or dual citizenship first of which is Turkish given by birth as defined in Clause b of Article 6 and study at schools which are affiliated with the embassies of Turkey and foreign high schools in Turkey

Article 8- Application Procedures a) Quotas, special conditions, application requirements and dates are determined by the University Senate and announced on the website of the University. b) The Commission for the Admission of Foreign Students will determine whether the departments and/or programs from which the applicants graduated are suitable, equivalent or close to the Department/Program to be applied. c) Deadlines and conditions of quotas for departments or programs based on Special Talent Exam are announced by relevant unit. ç) Special conditions, explanations, terms of application, and minimum scores for the quotas are determined by the University Senate following the annual recommendation of the executive board of the relevant unit. Article 9- Accepted Exams and Validation a) Exams conducted for the completion of high school and university entrance for foreign student selection are defined by the Senate. There is no limitation as regards to the validation of exams for the completion of high school. However exams for university entrance or equivalences are valid for two years. b) The test types defined by the University Senate are announced on the university website (www.uludag.edu.tr). Article 10- Other Provisions related to UÜYÖS: a) UÜYÖS is conducted to foreign students for university admission each year. b) Students who get the minimum score defined by the Senate from Basic Learning Skills Test are ranged beginning from the maximum score and in accordance with the quota of the concerning department. c) The Senate can specify the minimum scores of UÜYÖS for the programs that accept foreign students considering the specifications of these programs. ç) The method and content of this exam is defined by the The Commission for the Admission of Foreign Students and approved by the Senate. Article 11- Selection Procedures a) The equivalences of the exams for the application are defined by the Senate. The grade point averages of secondary education or the scores students get from the other exams are converted to a hundred system, a hundred being the maximum score. b) In the event of an equity in placement scores, Grade Point Averages of Secondary Education, Turkish Language Level and the age of the candidates- junior students being initial- are taken into account respectively. c) During the selection procedures, the list of students who are entitled to enroll is announced on Uludağ University website. There is no list for substitution. ç) The application charges of those who withdraw their application, who are not accepted or enrolled shall not be refunded. Article 12- Placement Procedures a) Foreign Student Unit is responsible for conducting the Application and Evaluation Procedures of Foreign Students, preparing brochures and leaflets as well as attending the international education fairs, carrying out the evaluation and placement procedures and the assessment of objections of the foreign students.the unit is chaired by vise rector who is responsible for the registrar s office and that is composed of 5 (five) lecturers and the head of registrar s office.

b) The placement procedures of departments or programs accepting students based on Special Talent Exam of the university are conducted by the commissions of relevant units. c) An acceptance letter is sent to the addresses of the students who are entitled to enroll. Candidates can use this document to get visa from the foreign representatives of Turkey in their countries. Those who are in Turkey can use it to get a student visa from Provincial Security Directorates. ç) Candidates who apply for the department or program accepting students based on Special Talent Exam, also required to be successful in Special Talent Exam done by the Faculty / Conservatory in addition to have the admission conditions. d) Candidates who have not enrolled during the specified period lose their right to enroll. e) Available quota after the registration is completed can be filled in accordance with the selection principles stated in this Directive. However the additional placement for the available quotas is conducted for the candidates who are not placed to any Faculty/ School/Conservatory/Vocational School. f) If the quota is not fille deven after the additional placement, the students applying with their grade point averages of high school and who are successful in the interview conducted by commissions of the related Faculty/School/Vocational School are enrolled except for the units accepting students based on the talent exam. Whether to carry out additional placement or not depends on the administration. g) Candidates who are determined not to have the application conditions are not evaluated. ğ) The University reserves the right to fill the announced quota or not. Having the required conditions for application doesn t mean to be enrolled. h) The right to enroll is finalized with the decision of the The Commission for the Admission of Foreign Students and upon the approval of related Faculty/School Executive Board. In case of being not approved, the students don t have the right to enroll. Article 13 Required Documents The required documents for the application are determined by the Uludağ University Senate each year. Article 14- Turkish Language Level a) Candidates who are eligible for entrance to the university have to be successful in Turkish Language Exam of Uludağ University or Turkish Language Placement Test conducted by the Turkish Language Teaching Centers of Turkish Universities or the other specified exams by the Senate. b) Those who get minimum B2 from Turkish Language Exam of Uludağ University and Turkish Language Teaching Centers of the universities or from the other specified exams by the Senate start their education. The Senate is liable for the equivalence of documents showing Turkish proficiency apart from the ones identified in this clause. c) The students whose level of Turkish is A1, A2, B1 are registered and granted leave of absence to learn Turkish by board decision. The students whose level of Turkish is not sufficient and have education through their own means are given one extra year if they can t be sufficient in the meantime. On condition that the students certify that they have learned the required level of Turkish as per (a) and (b) clauses of this article in one year, they are allowed to start their education. Otherwise they are disenrolled.

Language Proficiency Levels - Common European Framework Document (CEFR) provisions are set out below UÜYÖS/UÜ Turkish Language Course UDAM TURKISH LANGUAGE PROFICIENCY SCORE RANGES LANGUAGE PROFICIENCY LEVEL EXPLANATION 96-100 C2 Proficiency Proficient 85-95 C1 Advanced Advanced 70-84 B2 Upper Intermediate Independent 60-69 B1 Intermediate Intermediate 31-59 A2 Elementary Basic 0-30 A1 Beginner Beginner ç) Those who have not submitted a document showing their Turkish Proficiency Level during the final registration are rendered A1 level and their procedures are conducted accordingly. d) The candidates who are liable to improve their level of Turkish or whose language level is insufficient can attend Turkish Language Course opened by Uludağ University. e) The students who have completed their whole high school education in a Turkish High School abroad or in a high school in Turkey are not required a certificate of Turkish Proficiency. Article 15 Foreign Language Preparatory Class The provisions of the Foreign Language Education at Higher Education Institutions and Regulation on the Principles for Foreign Language Teaching and Uludağ University School of Foreign Languages Regulation on Foreign Language Preparatory Class Education and Exam are applied for the students who are entitled to enroll into the departments/programs that have Foreign Language Preparatory Classes. Article 16- Tuition Fees and Financial Assurance a) Tuition fees for foreign students are determined by the Executive Board of our university in line with the decision of Council of Ministers and submitted to Council of Higher Education for the final decision. b) The amount of financial opportunities of foreign students to continue their education in our university and required documents to prove this is determined by the Senate. The adequacy of financial situations of students are taken into account during the placement procedures. Article 17- Health Expenditures Health expenditures of foreign students are covered by the health insurance that the students buy themselves.

Article 18- Additional Provisions a) The students who fail to meet the application requirements after the registration are dismissed from the university. b) For other issues upon no provisions are given but within the scope of this directive, related Rules, Regulations, decisions of General Board of Higher Education and Uludağ University Senate shall be put into effect. PART FOUR Enforcement and Implementation Article 19 Repealed Provisions Directive on the Principles of U.Ü. Foreign Student Admission accepted at the Senate meeting on 02/05/2013 is annulled with the enforcement of this Directive. Enforcement Article 20- This Directive shall come into force upon the decision number 6 of the meeting on 04 June 2015 of Uludağ University Senate. Application Article 21- The Rector of Uludağ University shall put the provisions of this directive into effect. 03.16
