January 5, 2011 TULARE COUNTY MHSA CAPITAL FACILITIES AND TECHNOLOGY PLAN AVAILABLE FOR PUBLIC REVIEW The Tulare County HHSA, Department of Mental Health, as required under the Mental Health Services Act (MHSA), is opening a public review and comment period for the MHSA Capital Facilities and Technology Technology Component Plan. The 30-day public review and comment period will begin January 5, 2011, and expires February 5, 2011. A Public Hearing will be held on March 1, 2011 at Tulare County Government Plaza, Pine North and South Rooms, 5957 South Mooney Boulevard, Visalia, CA 93722. The document under review will be posted on the web site at http://www.tularehhsa.org/index.cfm/mental-health/mental-health-services-act-homepage/. Any member of the public may request a hard copy of the document by contacting the Tulare County HHSA MHSA unit at (559) 624-7458. Appendix A: Summary of Proposed MHSA Technology Needs Projects Project Name Project Description Components Project #1: Electronic Health Record Project Upgrade the current Practice Management and Electronic Medical Record Systems with the Avatar suite of products. Staff augmentation within the Mental Health Department to support the implementation project and to provide training, support and optimization on an ongoing basis after implementation. Implementation planning consultation, including workflow analysis, implementation strategic planning, implementation support and project oversight Software licensing, vendor implementation and training costs, conversion and interface costs, maintenance fees, hosting fees Hardware and Infrastructure Upgrades Project #2: Personal Health Record Project #3: Basic Computer Software Training for Consumers Purchase and implement the Personal Health Record that integrates with the EHR Provide basic computer training to consumers to support efforts to provider education and research, job and housing searches and locating other important mental health resources.
