Construction & Demolition Recycling Charrette Small Group Session Friday, January 27 th 8:30 am 10:00 am
What is C&D? As defined by NC DENR, C&D solid waste is solid waste generated solely from the construction, remodeling, repair, or demolition operations on pavement and buildings or structures. C&D waste does not include municipal and industrial wastes that may be generated by the on going operations at buildings or structures. (15A NCAC 13B.0532 (8)) Examples of C&D waste include: Untreated and treated wood Shingles Sheetrock (gypsum/drywall) Plant mixed asphalt Brick Concrete

Approaches for Increasing C&D Diversion i Emphasis on deconstruction Requiring generators to recycle Requiring haulers to recycle Focusing on processing facilities
Case Studies Orange County, NC Regulated Recyclable Material Ordinance (RRMO) Established 2002 03; Requires the recycling of certain C&D materials: corrugated cardboard clean wood scrap metal Construction and demolition projects must have a waste management plan in place Waste haulers must be licensed The volume of C&D waste fell almost 50% following implementation of the RRMO; due to rigorous waste regulations and higher tipping fees, waste moved out of County to licensed and inspected waste sorting facilities that picked out what the County required wood, metal and cardboard. Case Studies San Jose, CA Generator Requirements Generators required to demonstrate recycling as a condition of a building or demolition permit Fresno County, CA C&D Ban at County Landfills Large loads of C&D banned from County Landfills
Case Studies Lee County, FL Generator Requirements (C&D Ordinance) Permit applicants must divert 50% of debris generated Must submit itmt Materials il Management tplan prior to permit issuance: Estimate amount of debris Estimate amount that can be divertedd Designate vendors for diversion/disposal Divert materials during project Must be sent to County approved recycling facility Other diversion methods must be approved Submit documentation to avoid diversion fees Submit documentation to avoid diversion fees
Discussion Strategies Recycling/Diversion requirements (mandates) Economic incentives fee or deposit required during permitting, deposit is refunded if recycling goal is met Waste Management Plans with ihconstruction or Demolition Permit Application Disposal restrictions at County landfill
Advantages and Disadvantages Generator Requirements Advantages Ensures all projects are included Diversion tonnages can be tracked efficiently Creates opportunities for private sector recyclers Disadvantages Requires additional County staff and contractor resources to effectively monitor compliance Creates new requirements and reporting process for builders Group Discussion p
Advantages and Disadvantages C&D Disposal Restrictions i at County Landfill Advantages Relatively easy to implement and enforce Would increase diversion Incentive for the private sector to invest in mixed C&D processing capacity Would not adversely impact the building industry with additional permit requirements or delays May incentivize private facilities to adopt similar practices Disadvantages May drive C&D disposal out of County or to private landfills Potential revenue loss to County Solid Waste Could result in illegal dumping Group Discussion
Feedback from Opening Session Planned Deconstruction Selective dismantling or removal of materials from buildings for reuse or recycling One activity under the LEED system Larger commercial structures have greater potential impact on waste stream Can encourage C&D waste minimization activities in commercial building LEED Program Certification Can involve all aspects of design and construction
Group Discussion Recap Key Ideas Landfill bans Make sure there are adequate markets before bf mandatory Cost Implications: Case studies for financial incentives Raise tipping fees it's too cheap here there is no incentive to divert the material
Group Discussion Recap Consensus Conclusions Landfill ban is not the way to go for the County would have to be implemented by the State Deconstruction is a good idea find the right level of responsibility (liability issues for local government) Focus on the generator & define the generator properly County & Private Landfills want to recycle (save airspace capacity) but there needs to be a market and/or financialincentives incentives
