January 2016 4 Fee-For-Service Medicaid Enrollment All groups and providers must be enrolled as NY Medicaid fee-for-service providers in order to register for the EHR incentive program. The group enrollment process may be done simultaneously to enrolling the individual providers. Visit www.emedny.org/info/providerenrollment for enrollment forms and information. To find out if you are properly enrolled, contact NY Medicaid EHR Incentive Program Support at (877) 646-5410 Option 1

January 2016 12 EHR Certification ID To be eligible for the EHR Incentive Programs, providers must have a complete EHR system certified to 2014 ONC standards. Providers demonstrate that they have a complete certified EHR system by providing a CMS EHR Certification ID for their specific EHR system or combination of modules The ONC Certified Health IT Product List (CHPL) will only generate a CMS EHR Certification ID for a complete system http://healthit.gov/chpl

January 2016 21 ETIN Certification Electronic Transmitter Identification Number (ETIN) An ETIN identifies an entity authorized to electronically submit data to NY Medicaid and also receive information on behalf of one or more providers. ETINs are issued to individuals as well as to groups and facilities.

January 2016 22 ETIN Certification Application Current Medicaid providers may already have an active ETIN on file OR they may choose to obtain a new one specifically for the MEIPASS attestation. To apply for a new ETIN, the provider must complete emedny forms #401101 & 490601. The process for generating a new ETIN can take up to 2 weeks.

January 2016 23 ETIN Certification Maintaining Certification ETINs must be certified every year to remain active. Recertification notices are sent to the provider 45 days and 30 days before expiration.

January 2016 24 ETIN Certification An ETIN is required to set up an epaces account. An epaces account is required to access the MEIPASS attestation. Multiple providers can be linked to the same ETIN and subsequently, to the same epaces account that will be used to access the MEIPASS attestation. Provider B Provider A Provider C ETIN

January 2016 36 Recap Prerequisites EPs must have these items in place in order to successfully attest in MEIPASS. CMS Registration ID EPs receive a 10-digit ID upon registering at https://ehrincentives.cms.gov/ ETIN Electronic Transmitter Identification Number (ETIN) links an EP to an epaces account. epaces The epaces user name and password are used to submit your attestation online through MEIPASS. EHR Certification ID Visit http://healthit.gov/chpl to obtain the certification ID for your EHR system.

January 2016 37 Details and Deadlines 2016 is the last year that an eligible professional can begin participation in the NY Medicaid EHR Incentive Program. Providers must use 2014 Edition CEHRT. Attestation deadline is 90 days after the given payment year, i.e. March 31. For payment year 2016, the attestation deadline for EPs is March 31, 2017. Providers can submit an Attestation Deadline Extension Request up to 30 days after the attestation deadline.
