Are there scale drawings available for both of the FIS areas so that we have a better sense of available space for the APC Kiosks? Answer: Scale is 1 inch= 30 feet. See Amendment Three. 2. Please provide an estimate of the passenger split between the IAB and Concourse C FIS for total passengers per facility; ESTA and Non-ESTA and any other relevant data? Answer: IAB 60% FIS 40% IAB U.S.Citizens 60% Visitors 40% FIS U.S.Citizens 60% Visitors 40% Visitors ESTA 50% Non-ESTA 50% Visitors ESTA 50% Non-ESTA 50% 3. Please specify the fifteen multilingual options for the APC Kiosks? Answer: Vendors must propose the languages included in the kiosks based on their research of the Airports Authority s needs. 4. We have a sub consultant on our team that is MBE certified in another state, should we include their MBE certification from that state with our Exhibit D1 Contract Participation Form? Answer: Yes. However, MBE participation for this Solicitation is voluntary, and is not a factor in the evaluation process.
5. Are references included in the 25 page limit? 6. Are resumes included in the 25 page limit? 7. Would MWAA consider the use of an alternate form of Agreement, tailored to an APC solution? Answer: In order to be considered responsive, offerors must submit all items required in Section X, Attachment 02: Evaluation Criteria 03 Proposal Submission Requirements. Offerors may submit alternative agreements as an attachment to their technical proposal (attachment not included in the 25-page limit), but they must assume that the contract will be awarded in its current form. 8. Section VII 2 paragraph 12. Can you provide some context of the circumstances that would require an investigation of Contractor personnel? Answer: Investigation can be requested at any time by the Contracting Officer at his/her discretion, regardless of circumstances. 9. Can MWAA please define passenger flow studies as referenced in the Statement of Work under Queue Management System Design & Layout Services? Answer: The Offeror shall provide in their submittal an analysis that shows passenger flow (studies) to support their placement of APCs in locations in the FIS and IAB. The studies shall be based on average passenger per day as found on www.cbp.gov. 10. Given that the required analysis for these services will take some time, will MWAA be flexible in its requirements for the seven calendar day after contract award submission of the final layout design options and the passenger flow studies? 11. Section V 05 OFFEROR S QUALIFICATIONS, B, states that prior to award vendor may be required to submit list of firms for which similar work has been performed in the past 5 years. Since APC technology has not been in place that long, will MWAA accept either self service kiosks in the US airport environment and/or automated border systems overseas? Answer: This specific requirement is reserved to the Contracting Officer s discretion and is not required at the time of submission. If requested, APC references are preferred when available. 12. Is the 30 days requirement for delivery of the kiosks in fact 30 Calendar days rather than business days? Answer: Yes. Page 2 of 5
13. Section: SOW, section C: Warranty, maintenance and Troubleshooting support services contractor shall provide electronic and hard copies of the O&M, letters of certifications and warranty. Is this required at time of submittal or at time of award? Answer: At the time of award. 14. Section: SOW, section C: Warranty, maintenance and Troubleshooting support service. Is it the intent of the Airport Authority to perform the day to day break/fix, preventative maintenance, cleaning and replacing consumables utilizing their existing local staff? Answer: The Airports Authority plans to perform the daily maintenance of APCs. The Offeror should provide their second level of support as needed during the time of APC non-resolution and escalation. 15. What is the anticipated timeframe after receipt of response until award notification? Answer: Approximately 30 days. 16. Please confirm that offers, financial certifications and technical response may be submitted electronically. Answer: All offers must be submitted in hard copies, in accordance with Attachment 02 Evaluation Criteria 03: Proposal Submission Requirements. Electronic submissions will not be accepted. 17. Will the airport offer storage and staging locations? If so where are these located in relation to each FIS? Answer: Yes, the Airports Authority will offer storage and staging; and in most cases, these areas will be in the vicinity of each FIS location. 18. Can Wi-FI access points be made available in the FIS areas for the APC Kiosk network? Answer: A hardwire solution is preferred. However, if the offeror wishes to use Wi- Fi, it is incumbent upon the offeror to provide the installation infrastructure for Wi- Fi access and dedication points (including costs). 19. Will both FIS areas be networked together, to allow for the same VLAN, IP range and internet routing to be used? Answer: Yes, both FIS areas will be networked together. 20. Will CBP allow booths to be removed or remodeled? Answer: This is undetermined at this time. However, if CBP and the Airports Authority agree with the proposed solution, we are prepared to perform the appropriate work. Page 3 of 5
21. If CBP podiums are added, will existing booths be removed or placed in front of the booths? Answer: See answer to question 20. 22. Please confirm each FIS area downtime window and times allowed for installations. Answer: IAB has downtime between 0001 0600, with some flexibility. FIS has downtime between 2100 0500, with some flexibility. 23. Can we have the traveler performance data for each individual FIS? Answer: Data is available on www.cbp.gov. Offeror will need to determine breakout(s) based on information provided in the SOW, questions and CBP website. 24. How many ambassador staff are there in both FIS areas? Answer: The Airports Authority currently provides customer service representatives to assist passengers. We are reassessing our requirements based on the installation of APCs. If a vendor deems the requirement of staff, a proposed staffing plan should be provided with the offer. 25. The APC kiosks shall have a multilingual application for the addition of up to 15 languages. Can MWAA confirm what 15 languages they require for ESTA and Non- ESTA support? Answer: See answer to question 3. 26. Is Dulles only interested in a hosted solution? Answer: Yes 27. What percentage of Lawful Permanent Residences do you have? Answer: 7.5% 28. Will the airport provide for the installation and or installation costs of the queue management system? Answer: Yes, the Airports Authority is prepared to revise its queue management systems based on the successful vendor s recommendation. 29. Is there flexibility on the delivery of the ESTA APCs, for example 60-75 days, due to manufacturing needs? Answer: At this time the Airports Authority is not prepared to extend the delivery date. 30. Will you be revising the Offer & Award form to reflect the new due dates or should we submit the original? Answer: The Solicitation stands as amended, and will not be reissued. Page 4 of 5
31. The RFP states Offers signed by agents shall be accompanied by evidence of that agents authority, unless that evidence has been previously furnished to the issuing office. What constitutes evidence of that agent s authority? What is acceptable authority? 32. The RFP Appendix A, Requirements Checklist, states: MUST BE RETURNED IN ENVELOPE 2: TECHNICAL PROPOSAL. Envelope 2 is actually the pricing proposal. Does this checklist go in Envelope 2 or Envelope 3 Technical Proposal? If the latter, which section of Envelope 3 does it belong in? 33. In functional and technical requirements 13, the requirement is that APC Kiosks be fully managed by the vendor and are uniform in design and UL listed as a complete unit. Please define fully managed? Answer: Fully managed means that vendor is responsible for support of the APC solution, including but not limited to, software upgrades and future upgrades. 34. For technical proposal page limits, 25 pages is referenced several times; however, 15 25 is also referenced. Is the limit 25 pages? 35. In the Industry Experience and Past Performance Section, there are two evaluation criteria that are similar. Is there a distinction or can these be combined? Answer: Yes. Both are part of criterion 1 and can be combined. 36. In the requirements checklist number 5, able to support installation, program and test Kiosks no later than 5 days post installation. MWAA wants delivery no later than 30 calendar days. Does this mean the installation and test program can be performed on calendar days 31-35? Answer: We anticipate that testing and configuration will be completed within the 30 day time frame. 37. Are references only accepted for APC deployments? Answer: References for APC deployments are preferred. If the Offeror has not performed any APC installations, please indicate that on the reference section; then, the Offeror may include references of a similar nature of work. 38. Will any of the installers require to be badged, or will they be escorted during the install? Answer: The Airports Authority plans to provide escorted access for the vendor; however, the vendor may be required to have some badged individuals. Page 5 of 5
