1 I. General Request for Proposal (RFP) # RFP # WEB MASTER for TUSKEGEE AIRMEN, INC. TUSKEGEE AIRMEN, INC. P. O. Box TUSKEGEE, ALABAMA You are invited to submit your statements of qualifications and cost proposal for RFP # Web Master for Tuskegee Airmen, Inc. Your statements of qualifications and cost proposal must be received via United States Postal Service at the office of Tuskegee Airmen, Inc., P. O. Box Tuskegee, AL prior to January 6, 2014 at 5:00 P.M. CST. The full cost of this proposal shall be borne by the submitting company. Vendors must submit a statement of qualifications and cost proposal as requested in this request for proposal (RFP #13-001) Web Master for Tuskegee Airmen, Inc. B. The owner, (Tuskegee Airmen, Inc.), reserves the right, once the statements of qualifications and proposal have been submitted, to not move the forward with the selection of a vendor. C. The work included in this request for proposal consists of ensuring crossplatform functionality, navigability, usability and accessibility of the TAI website; troubleshooting technical problems with the TAI website; maintaining and reporting web usage and statistics; creating, gaining approval for, and maintaining guidelines for the look and feel of the TAI website; assuring that interactive web applications work correctly; working with a TAI representative to translate content to TAI web standards; renewing content of the website as needed, ensuring accuracy and timeliness of information presented; creating links and new web pages as required to promote TAI events (for TAI National and TAI Regional Chapters); staying current with web developments and changes in web publishing techniques, and with emerging technologies in web-based applications and file standards; reviewing and testing new software applications for potential use on TAI website; creating departmental forms in multiple formats for customer web download and TAI department use; acting as a liaison between your company and TAI for issues related to the website. 2 and all such interpretations and all supplemental instructions will be in the form of written Addenda to the RFP which, if issued, will be faxed or ed to all prospective vendors (at the respective addresses furnished) prior to the questions dead line submittal date. Failure of a vendors to receive or acknowledge an Addendum shall not relieve them of any obligation under the RFP. All Addenda shall become part of the RFP. E. Any prospective vendor who wishes to submit a cost proposal and qualifications for this RFP # Web Master for Tuskegee Airmen Inc. is required to submit data representing your firm s experience as it relates to the questions or comments in this RFP (including all instructions and forms) regardless of whether the vendor has previously worked with or for the Tuskegee Airmen Inc. in the past. RFP data received by the Tuskegee Airmen Inc. that is incomplete will be rejected. The Tuskegee Airmen Inc. reserves the right to accept or reject any or all proposals, to waive irregularities, informalities, and technicalities, award the contract in the best interest of the Tuskegee Airmen Inc., or to request re-proposal. The Tuskegee Airmen Inc. reserves the right to accept all or any part of the proposal and/ or reduced requirements requested by Tuskegee Airmen Inc. Tuskegee Airmen Inc. also reserves the right to cancel the agreement with the successful submitter. In no way will the Tuskegee Airmen Inc. be obligated to award contracts based solely on price or low proposal. F. SUBMITTAL INSTRUCTIONS: The vendor must include responses to all information requested. The vendor shall address required documentation in the order identified below in Items IV and V, indexed and clearly identified. The submittal shall be formatted to print on standard 8-1/2 x 11 letter size paper with text on one side, using 12- point font. No limitation has been established for the vendor s submission of data, but non-pertinent materials are discouraged. One complete submittal and supporting documentation in PDF format shall be submitted on a CD with the outermost envelope or packaging clearly marked stating the company name, address, telephone number, the RFP number and title. Submittals are due no later than January 6, G. Documentation provided must be specific and the data given must be cleared and comprehensive. The documentation provided must pertain specifically to the data referenced. 2 P age

3 II. Qualifications Determination A. Vendors may not be deemed qualified if: 1. The vendor that fails to submit responsive data requested, including failing to provide any required documentation; 2. The vendor fails to meet all the Technical Experience Requirements; 3. The vendor fails to meet all the Corporate Experience Requirements; 4. The vendor, or any of its affiliated companies, is a party to more than one vendor; 5. Reasonable grounds exist that the vendor is involved in collusion among other vendors; or 6. The Applicant fails to execute the Disclosure Affidavit. B. Final determination of the vendor s status for this RFP rests solely with the Tuskegee Airmen Inc. 3 P age

4 III. Qualification Criteria A. Technical Experience Requirements 1. Certification in Web Development & Design and seven (7) years professional experience in a web development design field. 2. Demonstrated knowledge of web development and site management applications including Front Page, Dreamweaver, or other similar HTML editing program. 3. Working knowledge of FTP protocol for uploading/downloading files. 4. Working knowledge of, and the ability to troubleshoot JavaScript. 5. Working knowledge of CSS style sheet use. 6. Knowledge of HTML coding. 7. Rudimentary troubleshooting of PHP code. 8. A basic knowledge of MySQL databases. 9. Demonstrated understanding of effective design techniques and standards including user interface design, graphics creation, production, Cloud Formation and optimization for the web. 10. Ability to work in, graphics programs such as Photoshop, Illustrator, Paint Shop Pro, Fireworks, CorelDraw, etc. 11. Completed at least seven (7) website designs for nationally recognized non profit organizations or nationally recognized historical organizations. 12. The vendor must have equipment and staff with seven (7) years of experience. Please provide resumes showing experience. B. Corporate Experience Requirements 1. The vendor must have operated under the last current corporate name for the last seven (7) years. 2. The vendor must have adequate equipment to maintain websites. 3. The vendor must not have defaulted on a web master / web development project within the last ten years. 4. The vendor must not have filed Bankruptcy nor been judged bankrupt at any time over the last ten years. 5. The vendor must have a history of completing web site designs and maintain professional web/mastering contracts on time and within the original budgeted amount. Please provide at least seven (7) references. 6. The vendor must not have abandoned a project (even temporarily) during a dispute. 7. The vendor must not have a history of being involved in litigation or filing claims against any Historical Societies or Non- Profit Organizations. 4 P age

The vendor must have available web development /web master personnel with at least seven (7) years experiences on website design and maintenance with the technical characteristics listed under Technical Experience of this RFP. 9. The vendor, nor any of its affiliated companies, may be currently involved in a dispute, formal claim or litigation. 10. The vendor must provide proof that it is a Licensed Business in the State in which it resides. C. The vendor must fully execute and submit the Disclosure Affidavit. 5 P age
