2 GREENVILLE-SPARTANBURG INTERNATIONAL AIRPORT REQUEST FOR Proposals I. INTRODUCTION PART I - INSTRUCTIONS TO BIDDERS The Greenville-Spartanburg International Airport District (District) is seeking competitive Proposals (Proposals) from qualified bidders (Bidders) which are interested in providing for the procurement and supporting the installation of a web filter solution at the Greenville-Spartanburg International Airport (Airport) in Greer, SC. The procurement, installation, and configuration, which is the subject of this solicitation, shall be provided and installed in accordance with the Description, Standards and Scope of Work (Specifications) contained in this Request for Proposals (RFP). II. INSTRUCTIONS TO BIDDERS A. Notice to Bidders Each Bidder shall carefully examine the RFP documents and any supplemental or clarifying instructions and information submitted as addenda (Addenda) to this RFP and shall thoroughly familiarize itself with the detailed requirements of this RFP prior to submitting a Proposal. Should a Bidder find discrepancies or ambiguities in, or omission from this RFP document or Addenda, or should it be in doubt as to their meaning, or should a Bidder have a question concerning the same, it shall at once, and in any event no later than 2:00pm EST (UTC-5) May 31, 2013 notify the District s Representative regarding the nature of the problem or question. This notification must be in writing and may be sent by . The District s Representative, where necessary or appropriate, in his/her sole discretion, will issue written Addenda to this RFP document. Bidders shall not seek nor be entitled to rely upon oral instructions, statements or interpretations by representatives of the District. All Addenda sent to Bidders or posted on the GSP website prior to the Proposal opening shall become a part of the RFP documents. Modifications of or clarifications to the RFP issued as Addenda resulting from any prior written inquiry will be posted on the GSP website under the Business Opportunities section and made available by to all Bidders of record which have requested RFP documents directly from the District. All Bidders that download the RFP from the website assume the Request for Proposals Page 2

3 responsibility to check the website for appropriate Addenda that may be issued prior to the Proposal opening date. A Bidder's failure to acknowledge receipt of all Addenda may cause its Proposal to be rejected. Submission of Proposals Proposals will be received by or certified mail to the District s Representative until 2:00 pm EST (UTC-5) on June 7, The or certified letter should be clearly denoted with subject: "PROPOSAL Web Filter Solution. After such delivery, neither the Proposal nor any other submission required under the RFP may be changed, amended or modified. It shall be the Bidder's sole responsibility to timely deliver its Proposal and all other submissions required by the RFP. Late delivery of the Proposal or any required submission for any reason shall disqualify the Proposal. C. Withdrawal of Proposal A Bidder may withdraw its Proposal prior to the time specified for the opening of Proposals, if a written withdrawal request is received by the District s Representative or his/her designee prior to such specified time. In addition, the District may allow a Bidder to withdraw its Proposal after the Proposal opening because of a mistake, if the Bidder submits credible written evidence to the District that the mistake was clerical or mathematical in nature, as opposed to a judgment error, and if the District determines that the Proposal was submitted in good faith and that the mistake was actually due to an unintentional, material, and substantial error. A request to withdraw a Proposal must be made in writing and received by the District no later than seventy-two (72) hours after the opening of the Proposals. In making its determination, the District shall not be required to hold a hearing or to make any written findings of fact or conclusions of law. Request for Proposals Page 3

4 D. Reading of Proposals Proposals must be received by District within the time and date specified above. Proposals received after said time and date will not be considered. The time and date of receipt of each Proposal shall be recorded based on the timestamp contained within the metadata of the to which the Bidder s documents are attached or upon physical delivery by carrier. Each and every Proposal received prior to the scheduled closing time for the receipt of Proposals will be publicly opened and read aloud at the time and place specified. At the opening of the Proposals, only the names of the Bidders and the total Proposal amount will be read. E. Proposals Retained Once opened, a Proposal will become the property of the District and will not be returned. F. Preparation of Proposals Proposals must be unconditional and made in strict conformity with this RFP and all Addenda (if any) hereto. G. Disqualification for Submitting More Than One Proposal A Bidder shall be disqualified for submitting more than one Proposal, excepting that a Proposal which has been withdrawn as permitted in Part I Section D shall not preclude the submission of another Proposal prior to the time specified for the opening of the Proposals. H. Final Award The award shall not be final or effective, nor shall the District be legally bound, until the fully executed Contract or written Notice to Proceed is tendered by the District to the successful Bidder. I. Right to Modify Proposal Documents The District reserves the absolute right, in its sole discretion, to modify and amend any provision of any of the documents referred to in this RFP (including, without limitation, the Contract) at any time prior to the deadline for the Request for Proposals Page 4

5 submission of Proposals. Modifications and amendments shall be made by written Addenda to this RFP document and posted on the GSP website under Business Opportunities / Advertisements for Proposals, RFPs, and RFQs: L. Right to Reject Any or All Proposals The District reserves the absolute right, in its sole discretion, to reject any or all Proposals and to waive minor irregularities and informalities in a Proposal and award a Contract notwithstanding such minor irregularities or informalities, except that the District will not waive the requirement that a Proposal be received prior to the deadline for submission of Proposals. The District also reserves the right to re-advertise or to proceed with or to provide the service that is the subject of this solicitation in a manner other than by awarding the Contract under this RFP. M. Right to Cancel Award of Contract The District reserves the absolute right to cancel the proposed award of the Contract to the successful Bidder at any time before an Agreement with such Bidder has been fully executed by the District and returned by the District to the Bidder. Any such cancellation by the District shall be without any liability to such successful Bidder except for the return of the Proposal Security. N. Proposal at Bidder s Expense No Bidder shall be entitled to any reimbursement or payment for any cost or expense incurred with respect to the submission of a Proposal, the consideration of its Proposal by District or any of its representatives, or any other matters relative to the Proposal process, the consideration of the Proposal, or the award of the Contract. O. Disadvantaged Business Enterprises (DBE) 1. The District hereby notifies all potential Bidders that Disadvantaged Business Enterprises will be afforded full opportunity to submit a Proposal. No Bidder will be discriminated against on the grounds of age, sex, race, religion, color, national origin or disability in the consideration for an award. Request for Proposals Page 5

The District encourages Proposals from companies that have been certified as DBEs by the State of South Carolina Department of Transportation (SCDOT) under the Unified Certification Program (UCP). To qualify as a DBE firm in consideration towards the DBE participation goal, the firm(s) must be certified by the State of South Carolina Department of Transportation under the Unified Certification Program prior to the Proposal due date and be included in the SCDOT UCP certification registry. 7 GREENVILLE-SPARTANBURG INTERNATIONAL AIRPORT REQUEST FOR PROPOSALS PART II SPECIFICATIONS The District seeks a Web Filter Appliance for the purpose of blocking and filtering web traffic based on traffic type, protocol, and origin/destination. This Proposal package includes the purchase, delivery, and labor required to install and configure a web filter appliance. Current Operational Environment The District s Network utilizes a 50Mb synchronous data line with Border Gateway Protocol across dual Internet Service Providers. The two major zones of Internet accessible devices are the Airport s internal production network and a separate logical network providing public WiFi to the Airport s passengers through the Terminal and Concourses. However, multiple subnets exist across the production network. The proposed solution must be capable of servicing the needs of all network segments. Appliance Requirements Bidder s solution must meet all of the following criteria in order to be considered: Compatible and interoperable with Cisco firewall, switching, and routing products Support a minimum of 500 individual IP addresses/users Support multiple IP subnets with individual policies/permissions applied to each subnet Operate transparently to the end device. No configuration changes, software installations, login scripts, browser plugins, or authentication page requirements for any computer or device are allowed Support a variety of web browsers including Internet Explorer, Firefox, Chrome, and Safari to include mobile versions of said browsers Vendors are encouraged to provide a range of optional features; however, URL blocking/filtering, HTTP and SSL blocking, web proxy blocking, file sharing, and peer-to-peer blocking are key requirements for the proposed solution Introduce minimal and negligent latency to normal Internet access Provide malware protection Support active directory integration Request for Proposals Page 7

8 Appliance Requirements (Continued) Provide detailed reporting Must be a physical appliance (Virtual appliances will not be considered) Onsite Services Training Bidder shall provide an onsite technician who is experienced in web filter deployments and troubleshooting. Bidder shall demonstrate in the Proposal that the technician is competent and credible in such an installation. The Proposal shall include all expenses including, but not limited to, travel and per diem and shall be quoted as not-to-exceed. Bidder shall train GSP IT staff on the configuration and operation of the appliance. Bidder shall propose the necessary onsite window based on the experience of the Bidder s technician and shall quantify the amount of hours dedicated to training. Additional Services Bidder s Proposal shall include an hourly rate for any services that may be requested by the District outside the scope of this RFP. Vendor Support Agreements/Renewals Ownership Initial purchase shall include ongoing support and software upgrades and definition/security updates for a minimum of 1 year. Bidder s Proposal shall state the manufacturer s part number and annual cost of the renewal of this support after the initial term has concluded. All hardware/software shall be purchased in the name of. The District shall be direct and sole owner of all items, and must be listed as the owner with the OEM provider(s). Sales Tax and Freight All charges for sales tax and freight shall be included in the Proposal. Sales tax is calculated at six percent (6%). END OF SECTION Request for Proposals Page 8
