2 Editorial The WAPES Strategic Action Plan 2007-2009, approved at the Managing Board meeting in Mexico (Nov 2006) and by the Executive Committee (Feb 2007), allowed the creation of a specific Support Group to develop a coherent communication/networking strategy for the Association. The Support Group, composed of experts from Belgium (Hans Maenhout & Koen Van Beversluys, VDAB), France (Erwan Quintin, Pôle Emploi) and the UK (Julian Anderson, Jobcentre Plus) developed WAPES first Communication Strategy, which was thereafter approved by the Managing Board in Tokyo (Nov 2007). A key part of this strategy was to define the correct use of WAPES graphical elements in all the Association s communication tools. Harmonising these elements would help the organisation to stand out from the crowd, enhance WAPES personality and the Association s mission and objectives. Developing a new Communication Strategy did not of course mean that we had to change everything. The consensus was that a certain level of continuity was a good thing for the Association. Our long established WAPES logo thus underwent a facelift rather than a complete modification. Precise guidelines were listed, detailing the correct size, typography and colour palette for logo usage to ensure it no longer remained a total mystery for the Association s members. These present Corporate Identity Guidelines also highlight most of WAPES communication tools, whether paper or electronic, whether already in use or in process of being refurbished. Members can now find guidance to ensure that new products are correctly developed within the agreed guidelines. Without the fruitful support, dedication and critical eye of the voluntary team of communication experts, this present document would not have seen the light. 4 Introduction These guidelines are intended for anyone producing WAPES-communication material, and outlines different elements that make up our corporate identity. They provide the information and tools you need for using the WAPES logo and its applications in a correct way and to ensure that we are consistent in the way we communicate and present ourselves. The logo artwork and publication templates that accompany these guidelines contain all the information that designers and printers need in order to create documents in line with WAPES-identity. They should not be altered. Although some of the rules in this manual are fixed, the guidelines are not intended to be limiting, and there is plenty of scope for some creative expression. Therefore, the strict and consistent application of these guidelines will strenghten our organisation and present each time WAPES logo properly. Incorrect or improper use decreases WAPES corporate identity and the value produced by each document.

5 What is WAPES? WAPES, the World Association of Public Employment Services, is an international non-profit organisation, which is technical in nature and freely unites national public institutions or government departments responsible for the implementation of labour market policies or for manpower management. Only official PES (Public Employment Services) can become member of WAPES. The three official working languages of WAPES are French, English and Spanish. Activities WAPES organises a wide variety of activities for its members including Regional and Interregional Workshops, Study Visits, Thematic Days and a tri-annual World Congress. A quarterly Newsletter and a website allow both inter- and intra-regional information to circulate smoothly. WAPES facilitates also Technical Corporation between its members and develops links with international partners such as the International Labour Organisation and the European Commission. Objectives Promote the exchange of information on the activities and experiences of the member organisations; Encourage contacts between members and stimulate their mutual co-operation, especially between the more developed and the less developed ones; Provide services of common interest such as surveys, studies, data bank management, training and retraining; Organise congresses, conferences, meetings, workshops and seminars dealing with themes of common interest to the majority or to a defined group of members.

6 Organisation WAPES is headed by a President. There is one Vice-President for each of WAPES regions (Africa, America, Asia & Pacific, Europe, and Middle East & Arab Countries). He/she is responsible for the development of the activities within his/her Region. The General Assembly, which regroups all members, is the highest decision-making body of WAPES. The Managing Board, consisting of the President and 16 Managing Board members, approves the annual Action Plan. The Executive Secretariat gives the President and Vice-Presidents support and acts as the co-ordinating unit in the Association. The President sets the Global Strategy Plan and pilots the management of the Association. The Vice-Presidents propose annual activity plans for their region, implement activities approved by the Managing Board and develop WAPES membership within their region. The Treasurer is in charge of preparing, implementing and controlling the budget. The Executive Secretariat, in it s supporting role to the Association, assists the President and Vice-Presidents within the approved WAPES annual Action Plan. All WAPES bodies are mandated for 3 years.

13 Typography The typeface used for the logo is : To remain consistent, the font Verdana is prefered for printed and electronic communication: statonary, leaflets, reports, Newsletter and website.
