Rhône-Alpes is the second economic region of France and accounts for 10% of France s economy and activity. It is, moreover, a major centre for higher education in France with: 236 000 students 9 universities (3 centres, 65% of students) : Lyon/ Saint-Etienne; Grenoble; Chambery/ Annecy (Savoie). More than 30 grandes écoles (institutions of higher education specialized in engineering, business, Arts etc.) 15% of France s engineers are trained in Rhône-Alpes Higher Education is not a competence of Regions, but Rhône-Alpes defined its own policy for higher education and research, providing about 120 million euros to universities, research agencies, grandes écoles. 2

International priorities Our Region has been dynamic for several years in the area of international mobility for students and researchers, and wants to : - develop the international attractivity of Rhône-Alpes, and partnerships among universities, particularly by combining education and research actions, in the frame of a knowledge-based economy. In this context, cooperation is based on training, research and partnerships between industries and factories. The aim is to develop sustainable partnerships based on fair exchange. - supporting the outgoing and incoming mobility 3

EXPLORA SUP Nearly 10% of students in Rhône-Alpes complete a part of their studies abroad. This kind of experience is very positive (studies, professional and personal skills). The EXPLORA SUP program consists of grants for training periods in universities or interships. The mobility must set up as part of the studies leading to a degree officially certified in France (from Bachelor 2nd year to Master 2nd year). All destinations abroad. In 2009, more than 11 000 students received a grant for their international mobility. UK, Canada, Spain, USA, Germany, China, Sweden 5

Academic mobility (from 8 to 36 weeks) or an internship (from 4 to 20 weeks) abroad. 95 per week and a special aid of 530 if the student benefits from a grant (social criteria) from a European State or is disabled. Forms available in Higher Education institutions Quotas of grants given each year to the Higher Education institutions NB: EXPLO RA initial: grants for vocational/technician students/apprentices (interships), 95 per week outside France (3 to 16 weeks). More than 2000 grants each year. 6

CMIRA General call for proposals every year (January-March). The projects must take place in an existing partnership (need of an agreement, memorandum of understanding ) between the two partners. This program also provides for co-degrees or joint teaching systems with foreign schools and the support to the creation of European Masters, but priority goes to projects combining education and research. Priority is also given to our partner Regions, but we remain open to the rest of the world. 7

ACCUEIL Sup Foreign students coming in RA for a Master s degree (M2), M1 if double or joint degree, in Universities or «Grandes Ecoles». 600 / month, for a period from 4 to 9 months EXPLO RA Doc / EXPLO RA Pro Students preparing a PHD/doctorate in Rhône-Alpes. International mobility for 6 months. Grant: 4 260 Professors/Researchers/Post Doctorates, from 5 to 10 months in a RA s University, 2 130 per month. 9

ACCUEIL Doc/ACCUEIL Pro Students preparing a PHD/doctorate abroad. For 6 months in Rhône- Alpes. Grant: 4 260 Professors/Researchers/Post Doctorates, from 3 to 10 months in a RA s University, 2 900 per month. For the «Pro», priority is given to projects combining education and research. Open to Universities, Grandes Ecoles, Research clusters. 10

COOPERA to foster strong long lasting partnerships between institutions for education and research, double degrees, joint programs Open to Universities, Grandes Ecoles and public research organizations in RA. 11
