SPRINKLER RULES & STANDARDS IN EUROPE CEA 4001 & EN 12845 DAEGU: 20 th August 2010 Karim KARZAZI 1

Development of sprinkler rules & standards in Europe. Overview of past, existing and future situation

Development of sprinkler rules & standards in Europe. Overview of past, existing and future situation 4 The first sprinkler rules appeared in years 1898 and were mainly based on manufacturer design approach. 4 Until the years 1970 s, the most updated specifications were developed by insurers (APSAD in France, VdS in Germany, LPC in UK ). 4 From 1970 s most of national standardisation bodies copied the sprinkler installation rules developed by insurers, but insurance rules were more up to date and were very commonly used. 3

Development of sprinkler rules & standards in Europe. Overview of past, existing and future situation 4 Until the years 1990 s: As many standards and rules (insurance rules) as countries in Europe: 4 Even if insurers and certification bodies started to work together on draft for common European standards and rules. 4

Development of sprinkler rules & standards in Europe. Overview of past, existing and future situation Why we have both insurance sprinkler rules and sprinkler standards at the same time? 4 Standard : Public document. Usually linked to regulation for fire protection (shopping centre, high rise building ) 4 Insurance rule : Private rules. Usually linked to insurer recommendation (industry, warehouses ). Scope and content are similar, but insurance rule more up to date with some additional specifications. Insurers wish to manage their own specifications. 5

12845: 2004 + Amendment N 2 edition 2009 Fixed firefighting systems. Automatic sprinkler systems. Design, installation and maintenance.

EN 12 845 : background 42004: first publication of a European sprinkler installation standard : EN 12 845 (EN = European Norm). 42009: Amendment A1 and Amendment A2. Mainly editorial modifications Amendment A1 Deletion of Annex ZA: no more kit. No more harmonised standard. Amendment A2 19 urgent technical modifications to make the standard more practical (applicable): New definitions, completed table 4 (storage height), modified table 14 (NPSH), important modification for classification of goods and activities (influence of plastics) 7

EN 12 845 : background 4This standard replace (compulsory) all the existing sprinkler installation standards in the 27 European countries + affiliated countries (Norway, Switzerland, Iceland). 4In each country the standard has the same numbering. BS EN 12845 in UK DIN EN 12845 in GERMANY NF EN 12845 in FRANCE UNE EN 12845 in SPAIN 8

EN 12 845 : technical content 4 Introduction reminds that the protection shall cover the entire building (or limited by fire resistant wall - 1h minimum) with only limited exceptions. 4 Standard to be used by competent contractors but no notion of certification. It is up to each country. 4 The sprinklers which can be used are those defined in EN 12259-1 (maxi K115 today) but the annex L opens the possibility to other technologies not yet covered by the standard. 4 The standard EN 12845 covers : Classification, Design, Water supply, Installation, Routines test, Maintenance, Extension Special hazards. 9

EN 12 845 : technical content 4Classification of occupancies and fire hazards 4The list of classification is given in the annex A for a direct reading. 4Many modifications (hardening) of classification with the amendment A2. Classifications get closer to NFPA 13. 10

EN 12 845 : technical content Classification of occupancies and fire hazards 11

EN 12 845 : technical content Classification of occupancies and fire hazards Storage - Methodology 12

EN 12 845 : technical content Classification of occupancies and fire hazards Example: Refrigerator on a plastic pallet. Pallet : 5 kg Fridge made of steel : total 35kg with 3kg of plastic. Volume 1,2m 3 Foam plastic insulation:0,2m 3 If plastic pallet HHS3, if wood pallet HHS2 13

EN 12 845 : technical content Hydraulic design criteria (A2) 15

EN 12 845 : technical content Type of water supplies 4 Single water supply: one pump + one tank 4 Single superior water supply: Two pumps and one tank 4 Duplicate water supply: Two pumps and two tanks. But no guideline to choose the type of water supply: up to each national regulation. 16

EN 12 845 : technical content Spacing and location of sprinklers 4 Area covered per sprinkler and similar spacing to the NFPA 13. 17

EN 12 845 : technical content Maintenance 4Spare parts: 6 / 24 / 36 spk like NFPA 13. 4Weekly routine tests: Levels of tanks, position of valves, Pressure Water motor alarm test Automatic pump starting test & run for 20 minutes. 4Monthly, quarterly, half-yearly and yearly routine test and control defined for each equipment: similar to NFPA 25. 18

EN 12 845 : technical content Annex G : Protection of special hazards 4 G2: aerosol: according to height and type: minimum 12,5 l/m 2 /min over 260m². 4 G3 clothes on hangers: 7,5 l/m 2 /min + intermediate protection. 4 G4: flammable liquids: according to height and flash point 10 l/m 2 /min, 12,5 l/m 2 /min or 25 l/m 2 /min, but important area of application 450 m 2. 19

12 259-1 to 12: sprinkler components standards

EN 12 259 : component standards 4 This series of standards covers the requirements and test methods for components used in sprinkler systems. Part 1 Sprinklers Part 2 Wet alarm valves Part 3 Dry alarm valves Part 4 Water Motor Alarms Part 5 Water Flow Detectors Part 6 Pipe Couplings Not yet published. Part 7 Pipe Hangers Not published. Basic requirement will be introduced into 12845. 21

EN 12 259 : component standards Part 8 Pressure Switches Not yet published. Part 9 Deluge Valves In process to be published Part 10 Multiple controls Withdrawn from the CEN list due to very limited applications. Part 11 Medium and High Velocity Watersprayers The Components Panel has asked for this document to be withdrawn from the CEN list due to a wide range of variables which are manufacturer specific. Part 12 - Sprinkler Pumps In process to be published 22

EN 12 259 : component standards 4 All the components shall be approved and CE marked. 23

CEA 4001 sprinkler systems: planning and installation

CEA 4001 : focus on some technical aspects CEA 4001 : background 4 In 1996, first publication of a European sprinkler installation rule: The CEA 4001 (CEA = Committee of European Insurers). 4 Step by step each country is modifying its national insurance sprinkler rule to stick tocea rule. 4 Includes specific insurance requirements and updated regularly (every 2-3 years). 4 Except some national specificities, all insurance rules are very similar. Download it for free at : http://www.cea.eu 25

CEA 4001 : focus on some technical aspects 4New annex K11: Protection of rubber tyres Based on full scale fire tests conducted at UL and CNPP. Solution with spray sprinklers 26

CEA 4001 : focus on some technical aspects 4New annex K11: Protection of rubber tyres Based on full scale fire tests conducted at UL (USA) and CNPP (France). Solution with ESFR sprinklers 27

CEA 4001 : focus on some technical aspects 4 Pre-calculated system: not allowed anymore for new systems. 4 Guideline to choose the type of water supply : according to category of risk and number of sprinklers installed: Duplicate water supply for large site. 4 Annex with specifications for ESFR system: similar design to NFPA 13. 28

CEA 4001 : focus on some technical aspects 4New concept for rack protection: In order to give more details about the in-rack protection and guidance for the protection of various type of racks especially multiple row racks, new definitions are proposed as well as important modifications of clauses 6.2.3.3 and 11.5. 29

Conclusion European rule and standard are on the way to be unified with less and less technical differences between each. Not perfect but pragmatic specifications. If we could avoid that, it would be good! 30
