Tisséo the public transport management authority for Toulouse,, is tackling this issue head on with great success. Location Tisséo is a government funded organisation which owns and manages the public transport network in s fourth largest city, Toulouse. By expanding and improving the public transport network, working with businesses and introducing a smart ticketing process, Tisséo has increased the number of public transport journeys by 80% from 2006 to 2013. Tisséo works directly with over 135 businesses in the Toulouse area, supporting them to identify their staff travel habits and support them to encourage positive behaviour change. Over seven years the number of people travelling on Tisséo public transport has increased from 500,000 to 700,000 people per day. Increasing public transport use has resulted in an estimated saving of over 22,000 tonnes of CO 2 compared to 2006 levels. Engaging the public through affordable ticket options, multi-modal integrated services at gateway hubs and the integration of local artwork. A smart ticketing process, Carte Pastel, can be used on the entire public transport network, including bike hire, park and ride and the Citiz car club. Partnership working demonstrates that when businesses and public transport providers work together, they can significantly influence employee travel behaviours. Background In 2006 there were 67 million journeys made by public transport in the Toulouse area. Commuter travel poses a challenge to all large towns and cities how do you get your residents to their place of work in a reliable, sustainable and affordable manner. By using joined up thinking and innovative technology, Tisséo has been very successful in changing behaviours in Toulouse. The name Tisséo, has no direct meaning, it was developed using the concept of weaving (tisser meaning to weave) and represents the multi-modal aspect of the network that they manage. Tisséo uses an integrated approach to managing and promoting public transport use in and around Toulouse. Tisséo works with 99 municipalities in the Toulouse area, with a total population of 950,000 inhabitants. Through integrated transport planning, creative promotion and partnership working, Tisséo has increased this number to 121 million journeys made by public transport in 2013. Buses and cyclists all share the same traffic space in Toulouse. The organisation Tisséo-SMTC is the local authority organisation that owns and manages the public transport network of Toulouse in. Is it responsible for the public transport and travel planning for central Toulouse and the surrounding 99 municipalities, which covers an area of approximately 900 km2. The City of Toulouse makes up half of this area. All the inhabitants are direct and indirect beneficiaries of their work. Tisséo manages the public transport and ticketing process, and owns the public transport infrastructure and vehicles. Tisséo manages 120km of public transport infrastructure. Although, they do not manage the road network, although they work very closely with the department that does. Tisséo are also working with businesses in the area to promote and encourage green travel planning. Key Tisséo initiatives Tisséo manages a large number of initiatives designed to encourage a shift to more sustainable modes of travel. Three of these initiatives are explained below: Integrated multi-modal travel Tisséo manages the public transport network, which consists of a metro (underground trains), a tramway, busses and separate bus-only routes, bike hire, storage and cycle lanes, Citiz a car club, Covoiturage (car sharing) and Park Relais (park and ride areas). Tisséo has a strong focus on increasing the car sharing activities within their area. Public transport is not viable across the whole area due to low population densities in the semi-rural areas. The car sharing programme is integrated into the public transport network through the use of car parking places designated for car sharing at public transport hubs. This further encourages multi-modal travel. Many people use more than mode of transport to get around the city.

By integrating all the different modes of travel, users can complete their journeys in the most sustainable way possible. Just because a user can t get a bus all the way to their place of work, doesn t mean that they have to drive the whole way. Tisséo recommend they only drive, cycle or walk to their local network hub and then take public transport from that point onwards. Carte Pastel In 2007, Tisséo introduced a smart ticketing process called the Carte Pastel. Users can pre-load their cards with money at a ticket office or at an automatic ticket vending machine), then the card is swiped each time they use any of the public transport within the Tisséo area. This card can be used for all the modes of transport, including the Citiz car club, the bike storage facilities (VélôToulouse) and the airport shuttle service. Additionally, it can also be used for some of the local mainline coach and train services. By making the public transport system operate seamlessly with one smart ticket, it improves the affordability and user experience. Ticketing data can be tracked to monitor usage and assist with planning. Having one card that works on all modes makes travelling around easier. Business Travel Advice Tisséo is currently working in partnership with 135 organisations in the Toulouse area including large organisations such as Airbus, Thales and Motorola. They collectively have 172,000 employees. Some businesses work directly with Tisséo on a one-to-one basis whereas others will form a cluster of businesses and create a travel plan for their area or business estate. Tisséo help businesses to develop their Plans de Déplacements d Enterprises (PDE) which are Green Travel Plans. Businesses that are taking part in the travel planning programme are able to see each other s PDE information on the web platform. This helps them to learn from each other and share best practice. Tisséo use their Stand de la Mobilité (Sustainable Travel Fair) service to promote the use of non-car travel and public transport for businesses. An example of this advice service is their relationship with Airbus. Following an assessment of Airbus employee travel, Tisséo identified a need for an additional bus service. It has now introduced a public bus service to the area which will cater for the Airbus employee needs. Additionally, Tisséo also run an Awards programme called Trophées Tisséo Écomobilité (Tisséo Mobility Management Award), which identifies and rewards businesses that show best practice in their PDE programme. Achievements The services that Tisséo provides help people in their everyday lives, making their travel to and from work quicker, cheaper and more pleasant. One of the new buses.

From 2006 to 2013 there was an 80% increase in the number of public transport journeys made. This represents a significant amount of behaviour change as the population only increased by 1-2% each year in this period. Over the last six years the number of people that travel on Tisséo public transport has increased from 500,000 people per day to 700,000 people per day. In 2006, Toulouse was the seventh highest urban area for public transport journeys. Following the work that has been carried out by Tisséo they are now the third highest in with only Paris and Lyon having more journeys made on public transport. Tisséo covers the second largest area in (in terms of public transport management authorities) and Toulouse is the fourth largest urban area. There are 6,000 people registered on Tisséo s Covoiturage (car sharing) website, with 3,000 people actively using it. By using this service, 700 people per day car share, resulting in 120,000 km per month travelled by car sharing. Environmental benefits There was an 80% increase in the number of public transport journeys over the last 6 years resulting in a considerable environmental benefit from the work of Tisséo. Although, definitive environmental savings are difficult to quantify due to the complex nature of the public transport system for a large city, the environmental benefits are a reduction in CO2 emissions, improved air quality and a reduction in congestion. Using the assumption that a typical public transport journey is approximately 5 km in length, and that the alternative mode would have been single-occupancy car use, it is estimated that the work of Tisséo has resulted in a saving of over 22,000 tonnes of CO2 compared to 2006 levels. The new tramways have been designed wiht more green space in mind. By assuming that there are only two people in each car share relationship, Tisséo calculate the savings through car sharing in 2012 to have been approximately 22.6 tonnes of CO2. Social and Economic benefits The Maison de la Mobilité in Basso-Cambo works in disadvantaged areas with high unemployment rates, and helps unemployed people learn how to use the public transport system. Another Maison de la Mobilité exists in Labège, South-West of Toulouse, and provides public transport and inter-modal travel information to the general public. Additionally, residents of Toulouse that are registered as unemployed can use the Tisséo public transport system free of charge.

Tisséo has installed a series of public artwork at Metro stations and along the tramway route. They make use of the artwork as a means to promote the public transport services, making it a desirable method of travel. Information is provided about all the artwork, encouraging the public to interact with the artistic culture of the city. How is the programme funded? All businesses in with over ten employees pay a Mobility Tax (Versement Transport), based on a percentage of the total salaries paid by the business. The percentage is determined by the public transport facilities available in that area; in Toulouse it is set at 2%, which is the highest they are allowed to take. Tisséo receive this tax, which results in an annual income of approximately 300 million per year. This makes up just under half of the Tisséo finance, the remainder comes from ticket sales, loans from banks and other government funding. The Mobility Tax creates a substantial and secure income for Tisséo, and it encourages the businesses to work more closely with Tisséo. Large businesses feel that they are paying for the public transport service and therefore expect a level of performance and infrastructure to meet this. Additionally, all businesses in are required to pay 50% of their employees travel to work costs when using public transport. This is a strong incentive for employees to use public transport. This is very much taken for granted within the French culture and is not considered an incentive but the norm. The future The Plan de Déplacements Urbains (Sustainable Urban Travel Plan) is the Sustainable Travel Management Department s plan for their current and future actions. This includes the expansion of the public transport system to include additional Metro and bus routes within the existing area, as well as expansion to outlying areas through the development of new lines. There is a cable car planned for the area to the south of the city to link two areas of high employment. One new road will be created as part of this plan, with 60,000 people expected to use it. The development of some additional new roads will also take place but these will be for buses only. They will also be creating new urban and commercial areas around the public transport network. Tisséo and the local authority of Toulouse are planning an integrated public transport approach that is central to the spatial planning of the city, rather than an afterthought. Tisséo provide best practice examples of smart ticketing and multi-modal integration. Large cities in Belgium and the UK could also adopt these programmes to improve their own services. Tisséo s target is for the area to achieve 163 million annual journeys by public transport by 2020. New roads will be created solely for buses.

Supporting information Tisséo working with businesses Thalès Alénia Space designs and manufactures components for satellites, and has 2,500 employees on the Toulouse site, although there tend to be at least 3200 visitors to the site each day. Tisséo worked with Thales to assess their employees travel behaviour and to study where people live and how they travel to and from work. This has allowed them to make changes to the site. The study showed that many employees would drive to work so that they could have access to a car at lunchtime. They have now installed a canteen and have several mobile services coming to their sites throughout the week. This has reduced the need for employees to bring their car to work, and according to Thales has helped to reduce single car occupancy. Rush hour in Toulouse. Another result of assessing their employee travel has been the identification of a new bus route by Tisséo. 800 staff could potentially benefit from this new service. Thales has a Transport Committee, which is made up of employees from all sections of the business. They work with Tisséo to communicate their programme to their staff. They use their communications materials, web-based materials and pop-up banners. They have found their relationship with Tisséo very useful when it comes to communicating with the external transport providers. All new staff are given information about travel planning and Thales funds the joining fee for the Tisséo car sharing service for all of their staff. There are special parking spaces (nearest to the building) for car sharing as well as designated places (L auto Stop) for people trying to hitchhike to the local stations. Since working with Tisséo, Thales has been able to increase their percentage of employees car sharing from 2.9% in 2001 to 5.6% in 2012. Single car travel has also decreased from 88% to 76% in the same period Thales Alénia Space was the Gold Winner of the Trophées Tisséo Écomobilité (Tisséo Mobility Management Award) in 2012.
