1. Mission Statement and General Information 1.1. The City of Dallas, Public Works Department, Facilities Architecture & Engineering Division is responsible for selecting and contracting professional services firms for design of new, renovations, major maintenance activities as well as special situations that could arise in the city that would require the services of a specialty consultant. The department manages these various services from bid solicitation, budget, through inception of a design solution that we would use to implement a fix for new and existing city facilities and their sites. 1.2. The City of Dallas (COD) requests firms qualifications for Architectural, Engineering and Specialty Consulting Professional Services in response to this Request for Qualifications (RFQ). This RFQ will allow the City of Dallas to select consultants, architects and engineers for specific professional architectural, engineering and specialty consulting services based on qualifications needed for any given specific project and by the qualifications necessary for a given project. 1.3. The scope of services will be performed for limited and full project design services of various degrees, technical studies, space analyses, reports, peer review, technical construction inspection, testing, and other various professional services related to city facilities and their sites for: Aviation Convention Center Fire/Rescue Library Office of Cultural Affairs Police and Courts Special Situations 2. Scope of Services 2.1. The attached page 2 list of categories has been developed to assist you in presenting the service your firm may provide. The scope of professional services may require, but may not be limited to building envelope issues analysis, feasibility studies, energy analysis, life cycle costing, site and existing conditions surveys, design, planning, interior design, repairs, maintenance, etc., associated with each of the following project type categories: Doc#BDPS-FRM-135 2

2.2. At times the individual contract may also require additional services such as: sustainable design, historic structure reports, building, scope development, construction management and inspections, and other professional and technical services. The selected firms may also be required to participate in peer review processes for other projects. 3. CONSULTANT SELECTION PROCESS 3.1. This RFQ is the first step in a two-step process for selecting firms for the project categories listed in Section II. In the first step, City of Dallas staff from Public Works will analyze and evaluate the Statements of Qualification (SOQ). Based on the evaluation criteria established for each project category, a shortlist of candidates for each project category will be developed. The RFQ provides information necessary to prepare and submit qualifications for consideration and ranking by the owner. In the second step, based on this ranking, the owner will select the appropriate number of top ranked firms to respond to a separate Request for Qualifications. 3.2. For services of $50k or less, consultants can be selected by the credential review of their submitted qualifications without the issuance of an RFP. 3.3. In the second step of the process, Request for Solicitations, (RFP) respondents will be asked to submit additional information for clarification and amplification of their Statement of Qualifications. The selection committee will then interview the respondents and will rank the firms in order of preference. The highest ranked firm will be asked to submit a fee solicitation to begin contract negotiations. 3.4. Request for solicitation for specific project will be dependent on availability of projects. Any amount of or value of work or work orders is not guaranteed nor implied. Awards will be made on an As Needed basis. 3.5. Acceptance of evaluation methodology: By submitting its Qualifications in response to this RFQ, respondent accepts the evaluation process as outlined in Section V and acknowledges and accepts that determination of the most qualified firm(s) may require subjective judgments by the owner. 3.6. Public information: All information, documentation, and other materials submitted in response to this solicitation are considered non-confidential and/or non-proprietary and are subject to public disclosure under the Texas Public information Act after the solicitation is completed and contract executed with selected firm. 3.7. Firms associating with other firms in order to bring specific expertise and experience to the project are encouraged. 4. REQUIREMENTS FOR STATEMENT OF QUALIFICATIONS 4.1. Respondents shall carefully read the information in the following evaluation criteria and submit a complete statement of qualifications to all questions in this section Doc#BDPS-FRM-135 4
formatted as directed in the section titled Format for Statement of Qualifications. Interested firms shall provide the following information: 4.1.1. Contact Sheet: Provide the following information: Legal name of Firm Date of firm formation Date of opening primary home office, and, if applicable, any branch and local offices Contact Person with phone number, fax number and e-mail address Alternate Contact Person with phone number, fax number and e-mail address Current address of office(s) Identify office that will be providing services Legal Business Description (Individual, Partnership, Corporation, Joint Venture, etc. If firm is not located in Dallas, describe means to achieve a Dallas presence. 5. EVALUATION OF THE STATEMENT OF QUALIFICATIONS SHALL BE BASED ON THE FOLLOWING: 5.1. Criteria One: Respondent s statement of qualifications and availability to undertake the project: (20 points) 5.1.1. Provide a statement on the availability and commitment of the firm, its principal(s) and assigned professionals to undertake the Project. 5.2. Criteria Two: Respondent s staffing capabilities: (15 points) 5.2.1. Principal(s) who will oversee project. 5.2.2. Organization chart for in-house personnel who are to work on this project. 5.2.3. Names and resumes of key personnel currently full time within the firm proposed who are to work on this project, including verifiable date of commencement of current tenure. Include summaries of duties and responsibilities for each individual and identify the phase or period of time for each individual s involvement in the project. 5.2.4. Include resumes for all key personnel and indicate any individuals who have had previous experience on similar projects. 5.2.5. Provide staffing size by areas of expertise 5.2.6. Provide current workload 5.2.7. Provide staff availability to perform services 5.3. Criteria Three: Respondent s project experience: (20 points) 5.3.1. Provide an overview history of the firm including previous (within 5 years) and current projects. Specifically identify and list all projects both on-going and completed that the firm has done for the City of Dallas or other governmental agencies. Doc#BDPS-FRM-135 5
5.3.2. Provide verifiable examples of experience with projects of similar type, complexity and scope that would illustrate the range of projects produced by the firm. 5.3.2.1. Criteria Four: Respondent s abilities to produce innovative solutions to resolve unique problems and issues (20 points) 5.4.1. Provide examples of projects that would represent the standard of quality that would form a base of expectations for innovation Explanation why project was selected as an example Provide a solution statement of the projects listed in this section Provide a project innovation statement Project Manager s and Project Designer s name and whether the manager and designer are still with the firm 5.4.2. Discuss design and/or philosophical approach that demonstrate respondent s abilities to embrace the concept of Green or Sustainable Architecture. State if project manager and the project designer are still employed with the firm. 5.5. Criteria Five: Complete project team organization for providing services requested for this project (10 points) 5.5.1. Prepare an organization chart showing the complete team proposed for this project including sub-consultants 5.5.2. For each firm prepare no more than a one page document explaining why this subconsultant was selected for this project. Information about in-house team included in Criteria Two does not need to be duplicated. 5.5.3. 5.5.4. Provide a listing of professional license held by team members which relate to the professional services to be provided. 5.6. Criteria Six: Respondent s past performance in compliance with Minority and Women Owned Business Enterprises goals: (15 points) 5.6.1. It is the policy of the City of Dallas to involve Minority and Women-Owned Business Enterprises (M/WBEs) to the greatest extent feasible on the City s construction, procurement and professional services contracts. The Business Inclusion and Development (BID) Plan shall apply to all contracts with special emphasis on subcontracting opportunities on contracts that are required by state law to be competitively bid and applies to the utilization of first tier subcontractors. 5.6.1.1. The following information shall be submitted with the proposal and shall include: Affirmative Action Plan or Policy 1 point Ethnic Workforce Composition Report (BDPS-FRM-204) 1 point RFCSP/RFQ Contractors Affidavit History of M/WBE Utilization Form (BDPS-FRM-205) documenting the history of M/WBE utilization on previous contracts 4 points RFCSP/RFQ Contractors Affidavit Type of Work by Prime and Subconsultant Form (BDPS-FRM-206) which includes a significant number of diverse M/WBE firms in meaningful roles 7 points i. The name, address and telephone number of each M/WBE ii. The description of the work to be performed by each M/WBE iii. The approximate dollar amount/percentage of the participation Business Inclusion and Development Affidavit (BDPS-FRM-203) which demonstrates the intent to comply with the policy and evidence of M/WBE inclusion to meet the BID goal for the project. The BID Affidavit exhibits evidence of acknowledgement of the City of Dallas BID Plan 2 points 5.6.2. Each proposer should submit all relevant, factual, and correct information for evaluation. The evaluation committee will evaluate each solicitation based on the data submitted. If additional information is submitted with the solicitation package, the proposer should clearly reference it separately from the requested solicitation documents. 5.6.3. Failure to provide requested solicitation documents may adversely affect your score. If the evaluation committee is unable to determine qualifications due to lack of documentation provided by the proposer, the proposer will receive few or no points for that evaluation criteria. The City may, at its option, require proposer to provide additional information after solicitation has been opened. Doc#BDPS-FRM-135 7
5.6.4. Qualifications shall be prepared simply and economically, providing a straightforward, concise description of the respondent s ability to meet the requirements of this RFQ. Emphasis shall be on quality, completeness, clarity of content, and responsiveness to the requirements. 5.7. Additional information to be included in statement of qualifications: 5.7.1. Insurance: The awarded vendor shall provide a certificate of insurance evidencing proof of insurance coverage listed in Attachment A Insurance Requirements. The city of Dallas will be provided a Waiver of Subrogation waiving Rights of Recovery against City of Dallas on the Workers Compensation/Employers Liability policy. The City will be shown as the certificate holder. This insurance shall stay in force for the duration of the contract 5.7.2. Identify firm s executives who have current claims or who have participated in litigation against the City of Dallas while with another firm. Firms currently under litigation with the City or whose executives have been in litigation with the City may not be considered for this project. 5.7.3. It will be incumbent on those persons or firms with persons, having potential conflicts of interest to identify and cure such conflict(s) prior to consideration of the work. Failure to identify such conflict may remove that person or firm from further consideration. 5.7.4. Provide any brochures or other marketing literature you wish to include in your submittal. 5.8. 6.2. SUSTAINABLE ARCHITECTURE City policy states that the City of Dallas tries to achieve Sustainable Architecture. To that end, the design of the architectural projects listed shall embrace the concept of Green or Sustainable Architecture" and will use the "LEED" rating system. The designer is encouraged to select environmentally friendly materials, consciously consider air quality control and energy efficient equipment and products. 7. DUE DATE & CONTACT Each respondent shall submit one (1) original Statement of Qualifications (clearly marked Original ), and one (1) electronic copy (CD or flash drive only) is required. These are to be typed, bound on 8.5x11 paper and tabbed denoting each section of the plan.
