MODERN LIFEBOATS Development through standards and experience. 8
Veslefrikk 21. June 2005: During a test of a free fall lifeboat, the front hatch opened under water and the aft hatch was damaged. Conclusion the boat was not as strong and safe as anticipated. 9
The result. Extreme attention and focus from various parties. Svekket Tillit 10
Years with a lot of initiatives. Cooperation between various stake holders Lifeboat projects i.e. various studies Working with the rules and regulation. Revision of NORSOK R-002, 2012 Development of a new standard for free fall lifeboats DNV-OS-E406, 2010 Davit Launched Lifeboat Project, initiated in Dec. 2009 and finalised in June 2011. Modification of exciting lifeboat systems New rules have been discussed for years now. 11
Now we are at a cross road and decisions must be taken. The 25. June the Norwegian Petroleum Safety Authorities (PSA) issued a request to the Ministry of Labour and Social Affairs to get acceptance to change the regulation regarding the design of means of evacuation and launching arrangements. The PSA expect the rules to be implemented by 1. Jan. 2016. Ministry of Labour and Social Affairs will use the autumn to work with the rules and inform the various parties. 12
What does the new rules mean? The availability should be known and proven Manufacturer must prove that lifeboats can be launched in a 100- year storm. New-builds have to comply in full with the standards. Existing old installations and rigs, the methods and principles described in the standards are to be used when assessing if the evacuation solution is robust enough This is done by: 1. Complying with NORSOK R-002 for davit, winch, and hooks 2. Fulfilling relevant parts of DNV-OS-E406 for lifeboats and adapt recommendations from DLLBP project by the Norwegian Oil & Gas Association 3. Perform risk analysis proving absolute level of safety for the COMPLETE SYSTEM 4. Based on results from risk analysis: perform availability and reliability analysis proving that lifeboats can be launched in a 100- year storm 13

Important takeaways Unfortunate incidents can lead to development and improvements. Important that various stake holders join forces and work together in situation like this. The regulations and standards are in place. Systems are on the marked, which can fulfill the rules and regulations. It is a fact that there are evacuations systems which are not safe enough. Now it is time for a decision. 36
