3 In Denmark DNV is registered as a Danish company, Det Norske Veritas, Danmark A/S which employs approximately 100 people. The Wind Turbine Certification activity is part of business area Certification. The DNV Wind Turbine Certification unit is operated in technical co-operation with RISØ National Laboratory. RISØ has through a long term engagement in research and development projects obtained a leading role in the global wind turbine community. The objective of this technical co-operation is to match the requests from the fast growing wind turbine industry for efficient and high quality certification services. The unit will through its foundation in the DNV and RISØ organisations and on basis of their experienced and highly qualified staffs cover all technological areas necessary for design verification of wind turbines. DNV and RISØ have research centres with staffs having high knowledge within areas where special attention is needed. These research centres cover e.g. topics such as: Aerodynamics and Aeroelasticity Meteorology Testing and measuring methods Structural and Foundation design Machinery including Gear technology Material technology including Composite materials Offshore technology Probabilistic design Inspection methods Quality system DNV is accredited for Type Approval of Wind Turbines according to the IEC WT 01 scheme, the Dutch Type Approval Scheme as well as the Danish Type Approval Scheme, and for Component Approval according to the IEC WT 01 and Danish schemes. DNV is authorised by the Danish Energy Agency to issue type approvals as well as product certificates within the Danish Type Approval Scheme. Access to apply for Type Approval of Wind Turbines All suppliers of Wind Turbines have access to apply for Type Approval of Wind Turbines. Upon accept of the quotation, an agreement will be made stating scope of work and cost rate. 1. Verification of the Client s Quality System In case the client s Quality Management System is not certified by an accredited Certification Body to ISO 9001:1994 (until ) or ISO 9001:2000 with scope including design, DNV will perform an audit for verification of compliance with ISO The Quality Management System will be subject to regular audits - unless the client maintains an accredited Quality Management System Certificate according to ISO March 2003, rev. 9 Page 3 of 7

5 2. Verification of the design, including manuals and instructions The design verification is carried out as a review of the design documentation received from a client. For areas where there are no recognised and well-established calculation methods available and when the performance of the turbine is to be evaluated, type testing is required. The information acquired in the course of the type testing will, when relevant, form a basis for the review of the design documentation. Type testing is required for the following items: Power production Control and safety system and normally also required for: Noise emission Response due to external loads Response due to functional loads, e.g. mechanical braking Static and fatigue strength of the rotor blades For areas where the design documentation includes, e.g. FEM analyses of highly utilised components, an independent analysis may be carried out in order to verify the design documentation. Response calculations are normally carried out in addition to the review of the verified documentation through measurements as well as independent analyses. The extent of the verification depends on size and concept of the wind turbine. 3. On site surveys of a prototype The wind turbine subject to certification will be inspected for compliance with design drawings and specifications. The extent of the inspections is dependent on the applicable design code/standard and of the client s Quality Management System. March 2003, rev. 9 Page 4 of 7

6 4. Type testing During the type testing DNV will witness the following tests: Power production. Functional testing. Test of control and safety system. Noise emission The noise emission and power production tests may alternatively be carried out by an institute/company that is accredited for measurements of wind turbine noise and power production respectively according to applicable standards. 5. Issue of the Type Approval Certificate or Conformity Statement When the wind turbine subject to certification is found to comply with the applicable code/ standards/requirements a final verification report and a Type Approval Certificate/Conformity Statement will be issued. 6. Maintenance of the Type Approval Certificate The validity period of a wind turbine Type Approval Certificate is normally 5 years, unless otherwise specified by codes/authorities. The client shall take appropriate actions according to the certified ISO 9001 system with respect to complaints and any deficiencies that affect compliance with the requirements for the Type Approval. The client shall keep records of all complaints relating to the compliance for the wind turbine with the standards and requirements used for the type approval. These records as well as documentation for actions taken shall be available to DNV and to the certification body which have certified the ISO 9001 system. Reporting of these records as well as minor modifications must be submitted to DNV according to the requirements of applicable certification standard. Major modifications to the design, procedures, specifications etc. must be reported without delay together with all documentation affected by the modification for the Type Approval Certificate to be maintained/extended. Annual surveys of randomly chosen specimens of each type of turbine are carried out during the validity period of the Type Approval Certificate for the purpose of verification of the manufacturer's design procedures, their maintenance and implementations in relation to the design procedures and design parameters initially approved by DNV. The client must provide access to the turbine chosen for inspection. The client shall, immediately upon knowledge of any safety related accident/failure of the installed Type Approved Turbines, report this to DNV. 7 for corrective actions to be taken by the client in order to maintain the Type Approval Certificate. Based on an evaluation of the accident/failure and if relevant an evaluation of the corrective actions, DNV will decide if the Type Approval shall be suspended until a satisfactory corrective action is implemented. A suspension means that turbines may not be advertised, sold, manufactured or installed with reference to the suspended Type Approval. The Type Approval may be suspended up to maximum one year provided that a plan for Corrective Action is agreed with DNV. If no satisfactory corrective action is taken, the Type Approval Certificate in question will be withdrawn and the accreditation authority, under whose authority the Type Approval was issued, will be informed accordingly. Certification documents issued by DNV shall upon withdrawal or suspension be returned as requested by DNV. Modifications to a wind turbine for which a Type Approval Certificate has been issued are permitted only if they do not change or affect the principle characteristics at all, or to the extent described in the applicable design code/standard. As an example the principle characteristics for Dutch Type Approvals are defined as follows: a change in rotor diameter and rotor rotational speed by more than 2%; a different design of safety system; a different way of limiting the power input; modified blade profiles; modifications which lead to a significant increase in the load spectrum; increase of the power output by more than 5%. If modifications outside the limitations have been carried out this means that a different type of wind turbine has been produced, and a separate Type Approval Certificate for this type should be applied for. Re-certification may be required if additional requirements for maintenance of the Type Approval Certificate are set by the national authorities or the applicable design code/standard during the validity period of the certificate. Upon failure to conform to the conditions of the Type Approval Certificate, the Certificate Holder is requested to correct the non-conforming situation within a specified time frame. If no satisfactory corrective action is taken, the Type Approval Certificate in question will be withdrawn and the accreditation authority, under whose authority the Type Approval was issued, will be informed accordingly. Certification documents issued by DNV shall upon withdrawal or suspension be returned as requested by DNV. March 2003, rev. 9 Page 6 of 7

8 Rules for the use of the Certification The Type Approval Certificate must not be used in such a manner as to bring DNV into disrepute. Furthermore, misleading or unauthorised statements regarding the Type Approval are not allowed. The certification mark, as shown in appendix 1, may only be used on or with a reference to the Type Approved Product. The certification mark should not be used in such a way that it can mislead or give the impression that other products than the type approved are covered by the Type Approval. When used in brochures, letters and other printed material, a distinct reference to the Type Approved Products must be stated. Any claims regarding the Type Approval must be with reference to a specific item in the scope for certification. The Type Approval Certificate holder's agreement with the "certifying body for the ISO 9001 certification" shall describe the obligations of the "certifying body for the ISO 9001 certification" according to "Teknisk Grundlag" with respect to valid type approvals.
