1. Work force for Project & Operations stages The following manpower is expected to be required for the work to be performed on the SDAG industrial onshore and offshore sites in Russia: - During the construction stage: about 8 000 workers (*) - During the operations stage: from 3000 to 4000 workers (*) * : The above figures include SDAG personnel as well as SDAG Service Contractors personnel involved during the peak periods Some of the SDAG Operations personnel will have to be recruited in an early stage (beginning of the EPC phase), in order to attend the Operator Training Program (OTP) 3
2. Personnel who will attend the OTP Russian graduates will be recruited and trained in order to occupy the following positions: Control room panel operator Plant site operator Maintenance technician (Electrical, Mechanical, Instrument.) Plant integrity inspector Safety supervisor, safety technician Work permit controller Field Process engineer Globally, about 400 Russian graduates will attend the OTP 4
3. OTP main objectives The Operators Training Program shall ensure that all Shtokman plant operators have reached a sound technical knowledge as well as the practical experience required to operate efficiently and safely the Shtokman offshore and onshore facilities A permanent competency assessment system will be put in place, from the beginning of the OTP, up to the plant start-up stage 5
4. OTP stages The Operators Training Program will be carried-out according to the following 3 stages: Stage 1: Academic training Stage 2: OJT (On Job Training) Stage 3: Commissioning Duration 18 months Duration between 9 to 18 months Duration between 9 to 12 months The total duration of the OTP will be between 36 to 48 months The OTP content and duration will depend on the job position as well as the complexity of the facilities (longer for FPU & LNG than for GTU) 6
4.1 OTP stage 1 description The stage 1 concerns the academic training program which will be made of different modules, implemented as per the following chronological order: Intensive English Language Course duration: 4 months Gas & LNG Technology Course duration: 6 months On the Job Orientation duration: 1 month (followed by one month mid-term break) Shtokman Specific Training Course duration: 6 months 7

4.2 OTP stage 2 description The stage 2 is also called OJT (On The Job training) This training will take place on live facilities, as far as possible, on onshore and offshore plants similar to the Shtokman facilities The trainees will have the opportunity to put into practice what they have learned during the OTP stage 1, while integrating the safety constraints & rules related to gas and LNG live plants During the OJT, the trainees will be effectively integrated within the Production and Maintenance teams of the live plant 9
4.3 OTP stage 3 description The stage 3 concerns the commissioning period The trainees shall participate in the pre-commissioning and commissioning activities of the Shtokman facilities, in order to: Get familiar with the plant facilities they will operate Witness the key pre-commissioning and commissioning activities (equipment certifications, performance tests, etc.) Be trained by the Vendors (equipment suppliers) Prepare the plant start-up activities 10
5. 6. OTP stage 1 logistic requirements -The total accommodation capacity required during the stage 1, for the trainees and instructors, should be of about 330 beds (in order to manage the peak stage which will occur in 2013) - 15 classrooms of about 20 seats each will be necessary - One training workshop will be necessary for the practical training (hall of about 700 m2 needed) 12
7. Technical instructor personnel requirements The technical instructors will be recruited on individual basis. The technical instructors shall have a minimum of 15 years experience in the International Gas Offshore and LNG Industry, as either Engineer or Supervisor Training experience will be also required Selection criteria will include: Motivation to transmit know-how Commitment to the project (up to 4 years for some instructors) Level of competence, including experience in gas & LNG operations Fluency in English Russian will be a plus Flexibility and versatility Up to about 40 technical instructors will be required during the peak stage (OTP stage 1) 13
8. Russian content - The stage 1 training sessions will be performed in Russia (location still to be defined) - As far as possible, the stage 2 sessions will be also organized in Russia. However, some training will probably have to be organized in foreign countries (for training on offshore & LNG facilities) - Stage 3 training sessions (commissioning) should be mainly performed on SDAG sites (i.e. in Russia) 14
9. Competency assessment A Competence Assessment System (CAS) will be implemented along each OTP stage, in order to ensure that each trainee has reached the minimum required knowledge and/or experience prior to move to the next stage During the stages II and III, a specific Gas (offshore) & LNG Plant operator CAS will be implemented (for instance, the OPERCAP methodology & tool developed by TOTAL, or an equivalent proven CAS) 15
10. Services expected from external parties During the OTP stage 1: - Supply of support facilities (accommodation, catering, training classrooms & workshop) - Supply of technical instructors (40) and English teachers (8) During the OTP stage 2: - Supply of technical instructors (30) During the OTP stage 3: - Supply of technical instructors (20) - Training assistance by EPC vendors (equipment suppliers) 16
