IRISH FUNDS The objective of the Irish Funds Industry Association (Irish Funds) is to support, complement and develop the funds industry in Ireland. Representing the industry in discussions with Government, its departments/agencies and the Central Bank of Ireland to ensure that the environment and infrastructure available can support the continued development and growth of the industry. Through the development of industry policy, guidance papers, technical briefings and the output of our working groups, we assist in the defining of practice across a range of complex areas such as compliance, valuation, accounting, share dealing and registration. The partnership between members ensures that a full range of perspectives and insights are represented in the formulation of guidance papers. In doing so, we provide a valuable service in generating and disseminating information in an effective and complete way. SUMMIT FINUAS NETWORK The Summit Finuas Network is part of the Finuas Networks Programme. The Summit Finuas Network programme is dedicated to specialised training within the international financial services sector. Managed by Skillnets Ltd on behalf of the Department of Education and Skills, the Network aims to support the sector in maintaining Ireland s position as a top international financial services centre through investment in the specialist skills and expertise of its workforce. The Network is led by a steering group which includes member companies and the leading financial services industry associations: Financial Services Ireland (FSI); Irish Funds Industry Association (Irish Funds); Federation of International Banks in Ireland (FIBI); Dublin International Management and Insurance Association (DIMA); and the Irish Association of Investment Managers (IAIM). Introduction There are now over 13,000 funds with j3.8 trillion of assets being serviced by the funds industry in Ireland. Supporting such a dynamic sector requires an education programme that continually evolves to reflect the current market developments and practice. I am delighted to introduce this brochure for the Professional Certificate in Investment Fund Services. For nearly 20 years the Institute has been providing programmes to support and encourage the development of those working in the funds industry. The industry has changed enormously in recent years and Ireland has become one of a select number of key locations in the world where fund promoters establish, launch and service investment funds. In this respect I am pleased to note that the programme for 2015/2016 has been significantly refocused, updated and enhanced to reflect the many recent industry developments. Designed and delivered by the industry, the Professional Certificate in Investment Fund Services is the acknowledged benchmark qualification for the funds servicing sector. With over 5,000 graduates to date achieving the qualification which is awarded by University College Dublin, the programme has been a resounding success. About the programme WHO IS THIS PROGRAMME FOR? A unique and specific programme, the Professional Certificate in Investment Fund Services is designed to support the industry's day to day activities. It provides a broad view of the structure, purpose and operation of an investment fund throughout its life-cycle. It considers the working of the investment fund industry generally and in Ireland specifically. The programme will appeal to those working and those seeking to work in the investment funds industry and newly practising professionals working in the asset management and investment funds areas in the (legal and auditing) professional advisory firms. PROGRAMME DEVELOPMENTS 2015 - WHAT'S NEW? Through industry engagement, direction and feedback, the Professional Certificate in Investment Fund Services for 2015 has been updated and enhanced. The programme reflects current industry developments and practice including: - The reorganisation and refocus of the content to flow from an introduction and contextualisation of the fund as an investment product, the portfolio instruments used and relevant market considerations. - Development and reprioritisation of the transfer agency section to reflect current activities including AML regulation and FATCA. - The Fund Accounting and Valuation module includes multishare classes, derivatives, advanced instruments, alternative investment strategies, equalisation and controls. BENEFITS FOR YOU AND YOUR ORGANISATION The overall aim of the programme is to describe the various functions and parties to an investment fund, their role and to detail the servicing areas in the administration of investment funds and how each area interacts with each other. It will: - Describe the various functions and parties to an investment fund, their roles and how they inter-relate to each other - Discuss the major fund manufacturing jurisdictions and the role of outsourcing and specialist servicing jurisdictions in the international funds industry - Describe the legal and regulatory framework in which the funds industry administers investment funds including different fund structures, portfolio instruments and strategies - Calculate the Net Asset Value (NAV) for single and multi-share class funds and develop a thorough understanding of the importance of an accurate NAV and the controls surrounding its calculation - Identify the accounting entries required to record all fund activity on an investment fund including those arising from derivative or alternative investments. - Enhance your understanding of what financial statements are and the various International Accounting Standards that may be followed on investment funds - Describe the role and responsibilities of the custodian in the global investment funds industry - Explain the main custody services including cash management, dealing and settlements - Explain the main shareholder services including registration, investor trade processing and investor-level fee calculations - Consider and develop a strong awareness of Anti-Money Laundering regulation, FATCA and other major international industry initiatives and developments. Curriculum 01 LEGAL AND REGULATORY ASPECTS OF INVESTMENT FUNDS (NFQ Level 7, 5 ECTS) This overview and platform module introduces and contextualises the fund as an investment product, the life-cycle of the fund and the various involvements and interjections through that life-cycle. The module looks at the portfolio instruments and market considerations right through to the workings of the international funds industry. It includes its features and the role of international jurisdictions. It examines the legal and regulatory framework within which the funds industry manages and administers investment funds. It also presents the different fund structures, legal concepts, investment markets and strategies. The module concludes with exploring the role of regulation and fund listing as well as the relevant taxation and compliance requirements in the main fund jurisdictions. CURRICULUM The Professional Certificate in Investment Fund Services comprises of three modules as follows: 01 Legal and Regulatory Aspects of Investment Funds 02 Fund Accounting and Valuation 03 Custody and Registration 02 FUND ACCOUNTING AND VALUATION (NFQ Level 7, 5 ECTS) Starting with the fundamental principles of accounting and their application to investment funds, this module outlines the accounting and valuation aspects specific to and as they relate to investment funds. It considers the accounting statements for funds, the calculation of the Net Asset Value ( NAV ) and the importance of controls around ensuring an accurate NAV. It also looks at the valuation of both a single and multi-share class fund structure and considers the role of out-sourcing within the funds industry. 03 CUSTODY AND REGISTRATION (NFQ Level 7, 5 ECTS) This module examines the operation of the custody and transfer agency functions and processes for international investment funds, including respective roles and responsibilities. From a custody perspective it examines trade instructions, dealing, the settlements/payments processes, safekeeping of assets, securities lending and cash management. The transfer agency element explores shareholder dealing, registration, transaction/performance fees and anti-money laundering regulation. It also describes current issues and developments e.g. FATCA relevant to and for multi jurisdictional distributed investment funds. Further Information Having recently moved into the industry, I felt that undertaking the Professional Certificate in Investment Fund Services would greatly enhance my knowledge and provide valuable insight into the funds industry. The lecturer was enthusiastic and made it easy and interesting to understand how the day to day operations work. The learning supports provided were excellent, the manuals were very well constructed and the past papers provided an excellent way to prepare and revise for the exams. Overall I felt that the programme was very worthwhile and a rewarding learning experience.
