Overview 1. Introduction to the center of expertise 2. Main Objectives 3. Spatial Monitoring System Approach Current Status Major Obstacles

Introduction to the center of expertise??? Center of expertise for spatial planning and housing: consortia composed of research groups from several Flemish universities that would carry out integrated research projects with a high relevance and applicability for policy makers Catholic University of Leuven Gent University University college of Ghent University of Antwerp VITO (Flemish Institute for Technological Research)

Introduction to the center of expertise Spatial monitoring system Land use forecast model Stock Supply & Demand SPACE Translation HOUSING Needs Transformations Countryside Urbanisation Economic Synthesis Tourism Recreation Pre-study Social Housing Research Project Local policy

Main Objectives Data Indicators Data Research Space-Atlas Scenario s Spatial Monitoring System Public Administration+ Policy Land Use Forecast Model Society

Mission Statement acquire insight in the spatially structuring processes that are the spatial translation of the causal mechanisms or driving forces beneath. Gathering, analysing and providing access to data Scientific research in the context of current policy issues Providing scientific services: -knowledge transfer -training -providing advice,

Spatial Monitoring System: from a SDI to a SII Analysis of the current state, spatial trends and driving forces is based on the use of indicators allowing to measure a certain spatial phenomenon or transformation as accurate and reliable as possible Legal Framework Gathering reference and core thematic data Metadata Regional SII Access to the indicators through catalogue and geoservices Use of applicable standards (ISO/OGC/W3C) => Identify, Share and Provide access to spatial information

Approach Welk personeel met welke competenties is beschikbaar? Welke data zijn beschikbaar? Welke moeten we verzamelen? Welke juridische beperkingen zitten op de data verwerving? Welke financiële middelen zijn er om data te verwerven? Development path: Ontwikkelronde 1 Ideaaltype HRM horde Barrières Ideaaltype Specific and realistic Data - horde Juridische horde Iterative!!! Evaluatie Financiële horde Gerealiseerd Split up in different subprojects verandering Nieuwe ruimte: extra personeel of efficiëntiewinsten Nieuwe databronnen? Beter data? Wetgevende initiatief? Evoluerende wetgeving? Nieuwe ruimte: extra middelen, herallocatie, efficiëntie winst Ontwikkelronde 2 Ideaaltype HRM horde Data - horde Barrières Ideaaltype MATURE SYSTEM Gerealiseerd Juridische horde Financiële horde Gerealiseerd

Spatial Monitor Portal

Eg Ribbon development

Thick Client Users (Desktop)

Major Obstacles Technical Quality Comparability of data (harmonisation) from different stakeholders Lack of metadata Use of Open Source software Organisational / Legal related to legal and other constraints to give access to the data Privacy the willingness to cooperate and share data/information (setting up webservices) Quid Pro Quo

Conclusions and future development Success/Value of spatial monitoring system is highly dependent on the availability of spatial data Data sources are too scattered => lack of direction/coordination Data are very sensible to reformations within government Iterative approach is key towards data gathering and development of our spatial monitoring system Future point of interests: Time series: aspect of evolution => Feasibility Synthesis and Transversal indicators
