2 Problem 34 independent Local Authorities Lots of people looking to get their hands on LA datasets with the aim of integrating these into National views for presentation and analysis purposes Not all LA s create and store the same spatial datasets, in accordance with the same schemas, to the same quality standards, in the same formats
3 LA Spatial Data Management Data creation and management practices traditionally geared to satisfying local requirements Local solutions or local implementations of common solutions Data stored in combination of flat files and Spatial RDBMS Lack of standards between LA s: Schema s Quality Formats Metadata
4 Overview of Local Authority Spatial Datasets Approximately 80 spatial datasets created by LA s though this varies and number continues to grow * Approximately can be described as Core Some required under Legislation (Development Plans, Road Schedule, etc.) 50% created by less than 10 LA s * Over 80% created by 4 main sections * Planning (40%) Roads (15%) Water and Sanitary Services (15%) Environment (15%) * GIS Spatial Information Business Case for Shared Services Network

10 Some Specific s LA s GIS Officers spend on average 13 days a year dealing with external data requests (total cost = 440 days per annum) * MyPlan Over 80% of time spent on project to date was in relation to data gathering and processing Heritage Viewer In 2013 Local Authority data collation, management and metadata linkage accounted for 42% of total project work effort to date. 11 So.. What is a Spatial Data Infrastructure? The term encompasses a series of agreements on data sources, systems, network linkages, standards and institutional arrangements involved in delivering spatially-related information from many different sources to the widest possible group of potential users * More than a data warehouse it is a framework ofgeographic data, metadata, users and tools Enables data to be discovered, accessed, and used in an efficient manner Provides consumer with confidence A means to an end and not an end in itself * BUILDING A SPATIAL DATA INFRASTRUCTURE - David J.
