The new Ecodesign regulation for heaters: what does it mean for heat pumps? Michel Roffe-Vidal AIRWELL
citat: there are persistent sales of lowefficiency heaters, because end-user base their purchase decision on the purchase cost rather than life cycle cost Commission Delegated Regulation p. 2 1. General Context. 2
Space Heater and Combi Heater DG ENER unites both Directive 2009/125/EC Ecodesign Requirements and Directive 2010/30/EC Energy Labelling in one ECODESIGN heater power output 400 kw Energy Labelling heater power output 70 kw promotes ErP heaters with better Energy Efficiency and renewable energy recognises that from all heating technologies, the Heat Pump deserves the highest Energy Class 3
ErP Lot 1 Heater Energy rating Seasonal space heating energy efficiency % η s (eta s ) defines the Ernergy Class 4
η s Seasonal Space Heating Energy Efficiency in % (Primary Efficiency %) η s in % is the ratio SCOP _ contribution user temperature control % CC SCOP is the ratio reference annual heat demand divided by the reference annual energy consumption User temperature Control contribution 1 to 5% CC Conversion Coefficient= 2,5 (efficiency EU electricity production and distribution 40% ) 5

Actors for the Energy Labelling The supplier Manufacturer or distributor who sales to dealer The dealer Installer or retailer who sales to end-user 21
Responsability of the supplier 2 years after Regulation enters in force (2015) 1. Heater Label 2. Heater Fiche 3. Heater Technical Documentation The supplier advertizes the Energy Class in every website, price list, technical & promotional and printed material at the point of offer & sale to end-user, the dealer must ensure that the supplier provides the Heater with the Energy Label and the Fiche clearly visible and ligible. 22

We, EHPA, believe in ONE European harmonized Certificate, tested by a third party and issued by an accredited institute 36
Today, of all voluntary and National Quality Labels, the EHPA Label serves best the ECODESIGN Standards and as such, it is predestined to become the harmonized European Quality Label 37
EHPA position: Having implemented a comprehensive, accurate and fair Calculation method and a performance Scale for the end-user to compare easily heater s efficiencies the Commission should encourage Member States to establish an incentive scheme to promote A+, A++ and A+++ and accelerate the market take-up of heaters which, like the HP, capture renewable ambient and waste heat, with significant energy saving. 38
