9 General remarks on LOT LOT 1 and LOT 15: label will not be on the market at the same time disadvantage for Biomass boilers LOT 1 and LOT 11: time schedule not sychronised especially for integrated circulators Commission Communication very late only little of time for preparation Commission Communication differs from existing standards many open questions regarding the correct use, since the energy label is quite new for the heating sector 9

14 Verification ErP conformity Use of B1 boilers open flue Non condensing gas boilers with the exception of B1* boilers * Exception rule: for open flue boilers (type B1) connected to a shared chimney in existing multi family houses 10 kw system boiler, 30 kw combi boiler how can be ensured, that B1 boilers will not be installed in other installarion than shared chimneys in existing multi family houses? How to understand the limit for compliance of 8% tolerance? Detailed information and training to installers and local authorities is needed to ensure the correct use of B1 boilers 14

Obligation to use the label on B2B fairs? Obligation to declare the efficiency class in energy related information - what is the definition of energy related? obligation also to comunicate the label in B2B price lists? where to find precise information about the climatic zones (Heat Pump, Solar)? etc. The Implementing Guideline should clarify open the questions to avoid misuse and mistakes

21 Recommendations for the market surveillance Strengthen the legal status of the Commission Communication as base for test and calulation scope extension of the BED (3rd party verification) would simplify the market surveillance (medium term) after final methods are defined, manufacturers could support the authorities with product related reference lists clarification of practical questions of labelling in the Implementing Guideline (FAQ list of EHI available) collaboration with national installer associations and local authorities, especially with regard to the implementation of the package label and the correct use of B1 boilers 21
