The results were represented in three scales, each from 0-500: prose, document and quantitative. Each scale was then subdivided into 5 levels:level 1(the lowest) was 0-225, Level 2 226-275, Level 3 276-325 etc. A new survey is now being conducted. The National Institute for Literacy commissioned Portland State Univ. to develop a model for estimating proficiencies in geographic areas like the counties above not adequately sampled by the 1992 survey. The values above all fall within the 95% confidence intervals.
