Contract for Individual Consultant (other Specialists) Request for written proposal Net-Med youth Project in Jordan Date: 7 January 2015 1 Request to submit a written proposal for a work assignment with UNESCO UNESCO is inviting written proposals from Individual Consultants for the work as assignment described in attachment A. To enable you to prepare a proposal for this assignment, please find attached the following documents: (a) Terms of Reference (see attachment A); (b) UNESCO s contract for Individual Consultants; the contracting modality used for these assignments (attachment B); Your written proposal should comprise: 1) A Technical Proposal (maximum of 30 pages) should consist of: - An up-to-date curriculum vitae (according to the enclosed template, attachment C); - A description of a proposed approach and methodology for undertaking the assignment; - A description of the main deliverable and milestones related to the assignment; - A work plan with a detailed time frame; - Comments on the Terms of Reference if any (in brief); - Vendor Registration (enclosed template, attachment C)

2) A negotiable lump sum amount to be charged for the assignment, which should be quoted in United States Dollars or in Euros. Please show any travel costs separately if any. Note: For consultants who are non-residents of Jordan only, the estimated travel cost should include the cost of airline tickets and the applicable DSA for Jordan. Your proposal and any supporting documents must be in English. UNESCO places great emphasis on ensuring that the objectives of the work assignment, as described in the Terms of Reference, are met. Accordingly, in evaluating the proposals for the assignment, attention will focus first and foremost on the technical elements. From those proposals deemed suitable in terms of the criteria in the Terms of Reference, UNESCO shall select the proposal that offers the Organization best value for money. NB: UNESCO will evaluate the proposed fees against its standard international consultant rates for similar assignments. Your proposal should be submitted by e-mail no later than close of business (18:00) on January 23, 2016. E-mail proposals should not exceed 10MB. ATTACHMENT A 1. Background This civil society organizations and youth initiatives and networks will be established in in the framework of the Networks of Mediterranean Youth project (NET-MED Youth). The objective of this project, which is being implemented by UNESCO with funding from the European Union, is to contribute to the creation of an enabling environment for young women and men to develop their competencies, exercise their rights and meaningfully engage as active citizens, particularly in decision-making relating to political, social, economic, educational and cultural policy and planning processes. For youth to continue playing a central role in on-going social and political transformations, it will be critical to encourage mainstream media to become more supportive of their interests, to ensure a public space for youth voices to be heard, and to promote awareness of youth rights. Critical in this regard will be to ensure a fair and objective coverage of youth news, rights, achievements and perspectives in mainstream media (with attention paid to fostering a gender and disability sensitive approach), along with the positioning of youth vis-à-vis national policies and programmes particularly affecting them. In order to contribute of the above a National youth policy a review process is requested to support the National youth coalition for youth organizations and networks that will be established within the Net- Med youth project to enable youth organizations to make informative decisions about youth programming in Jordan, moreover; to have a clear vision on youth policy status in Jordan and identify priorities and steps to have a clear vision for youth involvement in the decision making process and to contribute to a comprehensive roadmap for a proper youth policy in Jordan. This assignment falls under the national expected result A of NET-Med youth project Capacities are built in order to empower young men and women to participate in reviewing and revising national legislation on youth, to advocate the development of national youth strategies/policies and to lobby for the sound implementation of these strategies/policies. The required tasks of the contractor are; Desk review on youth policies or policies that relates to youth progress in Jordan over the past 3 years including a consolidated contextual and stakeholders analysis including identification of categories of socio, economic and cultural needs. Identification of current related youth policies in Jordan and its relation to youth priorities in Jordan. Identification and analysis of policy progress in Jordan consolidated recommendations and one year action plan for policy progress in Jordan in collaboration with the civil society organizations coalition members. 3

The contracted organization will work in close coordination with the NET-MED youth steering committee for possible consultations purpose. Conducting two capacity building activities for youth organizations in Jordan on advocacy actions that feeds in to the one year action plan prepared by the consultant in coordination with the civil society organizations coalition under NET-Med youth resulting in possible policy provisions. Conducting two capacity building activities for line ministries, public authorities and institutional partners based on the civil society needs and pre analysis work for youth policies priorities in Jordan. 2. Expected results of the assignment 2.1 Outcome of the assignment: Development of a clear understanding of the polices related to youth, youth priorities and national priorities among civil society organizations working with youth and key national stakeholders, aiming at better policy progress in Jordan and better involvement of youth in the decision making process with an end result of concrete advocacy actions for better youth policies. 2.2 Outputs of the assignment: Desk review and stakeholders analysis report. Youth organization s consultations report on youth policies understanding in Jordan report. Recommendations and action plan for one year to support the progress of youth policies in Jordan. Two capacity building activities aimed at civil society organizations. Two capacity building activities aimed at line ministries, public authorities and institutional partners. 3. Methodology The contractor is expected to include a detailed methodology and a time line for the assignment in its proposal, based on, but not limited to, the following expected activities: Present to UNESCO a detailed work plan; Work in close coordination with UNESCO Net-Med youth project steering committee for the development of the coalition meetings and activities. Tracking and gathering information of member organizations in the NET-MED youth associated coalition on regular monthly basis to update the website. Design specific outreach and communications activities for the website. 4

4. Time frame The assignment is expected to start not later than 10 February 2016 and be concluded not later than 31 July 2016. The contract will be issued in January 2016 and the preparations could start immediately after that. 5. Roles and responsibilities of UNESCO and the Contractor UNESCO Office in Amman will: UNESCO Amman Office will: Provide suggestions on approaches for fulfilling the assignment Regularly monitor the effective and timely implementation of the contract tasks; The contractor will: Implement the tasks according to the agreed methodology and an agreed work plan, in regular consultation and coordination with the UNESCO Amman Office; Ensure that assignment design, implementation and reporting requirements are met to the highest standards; Ensure that the expected outcome and outputs are delivered within deadline 6. Qualifications and experience of the contractor: Knowledge of the Jordanian polices and/or youth policies landscape; Strong network of national contacts in the youth programming field; record of similar assignments; The consultant for this assignment should within itself have excellent communication skills in Arabic and English as well as excellent writing and reporting skills in English; Previous working experience with UNESCO is an added value. 7. Reporting Consultant will provide monthly progress report. Consultant will provide qualitative youth organizations and other stakeholder s testimonies and reflections during the assignment implementation period, to be reflected in the monthly progress reports in a separate section. 5
