STRATEGIE STRATEGY HAUT FOR ET BROADBAND TRES HAUT & DEBIT HIGH BROADBAND Mesure 3 - Connect all industrial areas, Small enterprises of more than 15 permanent employees, to at least one optical fiber itinerary. Mesure 57 - Encourage different Chambers (Commerce, industry, agriculture, crafts,...) to create a referential of equipment and best digital practices in concert with advisors in digital field from companies present in the support networks to provide the appropriate training. Mesure 60 - Lead a pedagogical and awareness campaign of the use of ICT in Small & very small enterprises on the strengths and preventive safety measures related to the Internet.

Trade Register National Centre (CNRC) - All online transactions related to inscription in the trade register and legal publicity; - Authentication of trade registers; - Various other benefits. 10
Uses & Infrastructures The historical operator Algeria Telecom is in charge of all Telecom aspects : LS, FTTx and xdsl, connecting different actors Many organizations deployed their PKI, used in the first place for internal purposes (email, data exchange, website)
Legislative & Regulatory situation 1- Law No. 05-10 of 20 June 2005 amending and supplementing Ordinance No. 75-58 of 26 September 1975, amended and supplemented, on the Civil Code; 2- Executive Decree n 09-410 of 10 December 2009 fixing safety rules applicable to activities involving sensitive equipments; 3- Executive Decree n 07-162 of 30 May 2007 relative to the exploitation regime applicable to all types of networks, including radio-electric ones; 4- Law 04-08 relative to the conditions of exercise of commercial activities amended and supplemented (22 May 2013); 5- Decree No. 05-468 setting the conditions and modalities of establishment of invoices, transfer slips, delivery orders and summary invoices; 6- Executive Decree No. 08-44 of 3 February 2008 modifying executive decree n 06-306 fixing the essential elements of contracts between economic agents and consumers and provisions considered as unfair; 7- Decree No. 09-03 on the Protection of Consumption and Fraud Control. 12

Efforts required for the establishment of a framework for a cross-border electronic exchanges - Establish a trusted digital environment; '- Implement the necessary elements for the digital identity; '- Define the framework for exchange of information related to the interoperability of systems (standards, certification policies,...); '- Ensure the protection of personal data; '- Take charge of issues related to consumer protection; '- Collaborate and develop the tools to fight against cyber criminality; '- Exchanging information and experiences of each country in the area. 21
