Federal ESAR-VHP Credentialing Levels MSAR is part of a national preparedness program called the Emergency System for Advance Registration of Volunteer Health Care Professionals (ESAR-VHP). ESAR- VHP falls within the Department of Health and Human Services, under the Assistant Secretary of Preparedness and Response (ASPR). All 50 states have been tasked with creating their own secure database of volunteer health professionals who are interested in responding during an emergency. In order to facilitate the potential sharing of resources across state lines, it is essential that each state collect the same information and keep to specific guidance in terms of credentialing volunteers. For this reason MSAR categorizes volunteers into Levels by occupation which are consistent with the national guidance. Please click on the professions listed below to see the list of specific credentials or qualifications that need verification prior to assigning volunteers to a credential level.* If a profession is not listed below that means that the federal ESAR-VHP program has not provided DPH with guidance regarding credential levels for this occupation and you will remain at a level 4, until further guidance is released.
