Standards for Continuing Registration (SNR) comparison table Words and phrases in bold indicate changes in terminology or where changes in wording have occurred between the AQTF and the SNRs Standards for Continuing Registration (SNR15-25) SNR includes both initial and continuing registration requirements and a continuous numbering system. The SNR is part of the VET Quality Framework, which includes additional legislative instruments setting out specific requirements AQTF Essential Conditions and Standards for Continuing Registration AQTF has separate conditions and standards (with each numbered separately) for initial and continuing registration. Notes for users of the Standards for Continuing Registration(SNR) The Standards are a component of the VET Quality Framework (VQF). The VQF is one of the conditions of registration for NVR registered training organisations under the National VET Regulator Act 2011. VET Quality Framework means the following: a) the Standards for NVR Registered Training Organisations b) the Australian Qualifications Framework c) the Fit and Proper Person Requirements d) the Financial Viability Risk Assessment Requirements e) the Data Provision Requirements. www.asqa.gov.au

SNR 18 The NVR registered training organisation has governance arrangements in place as follows: 18.1 The NVR registered training organisation s Chief Executive must ensure that the NVR registered training organisation complies with the VET Quality Framework. This applies to all of the operations within the NVR registered training organisation s scope of registration, as listed on the National Register. 18.2 The NVR registered training organisation must also explicitly demonstrate how it ensures the decision making of senior management is informed by the experiences of its trainers and assessors. AQTF COR 1 Governance The RTO s Chief Executive must ensure that the RTO complies with the AQTF Essential Conditions and Standards for Continuing Registration and any national guidelines approved by the National Quality Council or its successors. This applies to all of the operations within the RTO s scope of registration, as listed on the National Training Information Service. The RTO s senior officers and directors or substantial shareholders who are in a position to influence the management of the organisation must satisfy fit and proper person requirements unless these requirements have already been met through other legislative provisions. The RTO must also explicitly demonstrate how it ensures the decision making of senior management is informed by the experiences of its trainers and assessors. Although the fit and proper person requirements have been removed from SNR 18 the RTO will have to refer to the Fit and Proper Person Requirements 2011 (FPPR) and the obligation to meet the criteria for assessment of persons subject to the FPPR for NVR registered training organisations. The FPPR is a legislative instrument and is a condition of registration. SNR 19 Interactions with the National VET Regulator 19.1 The NVR registered training organisation must co-operate with the National VET Regulator: a) in the conduct of audits and the monitoring of its operations b) by providing accurate and timely data relevant to measures of its performance c) by providing information about significant changes to its operations d) by providing information about significant changes to its ownership e) in the retention, archiving, retrieval and transfer of records consistent with the National VET Regulator's requirements. AQTF COR 2 Interactions with the Registering Body The RTO s Chief Executive must ensure that the RTO cooperates with its registering body: in the conduct of audits and the monitoring of its operations by providing accurate and timely data relevant to measures of its performance by providing information about significant changes to its operations by providing information about significant changes to its ownership in the retention, archiving, retrieval and transfer of records consistent with its registering body s requirements by providing a statement demonstrating its financial viability and/or its annual financial statements and/or a business plan on request of the registering body. (s21) NVR Registered training organisations must comply with the conditions of registration set out in the NVR Act 2011 (ss 21-28) and comply with any conditions imposed on the organisation s registration under subsection 29(1). The conditions of registration include: (s22) compliance with the VET Quality Framework (s23) satisfying the fit and proper person requirements (s24) satisfying the financial viability risk assessment requirements (s25) notifying the NVR of material changes (s26) other information must be provided as requested in writing by the NVR (s27) cooperation with the NVR (s28) compliance with directions by the NVR (s29) other conditions the NVR may impose on the

registration of a NVR RTO The RTO will have to refer to FVRAR (Financial Viability Risk Assessment Requirements 2011) and the obligation to satisfy the FVRAR. The Financial Viability Risk Assessment Requirements 2011 is a legislative instrument and is a condition of registration. SNR 20 Compliance with legislation 20.1 The NVR registered training organisation must comply with relevant Commonwealth, State or Territory legislation and regulatory requirements relevant to its operations and its scope of registration. 20.2 The NVR registered training organisation must ensure that its staff and clients are fully informed of legislative and regulatory requirements that affect their duties or participation in vocational education and training. SNR 21 Insurance 21.1 The NVR registered training organisation must hold public liability insurance throughout its registration period. AQTF COR 3 Compliance with Legislation The RTO must comply with relevant Commonwealth, State or Territory legislation and regulatory requirements that are relevant to its operations and its scope of registration. It ensures that its staff and clients are fully informed of these requirements that affect their duties or participation in vocational education and training. AQTF COR 4 Insurance The RTO must hold insurance for public liability throughout its registration period.
