3 ASQA is the national regulator for Australia s vocational education and training sector. ASQA regulates courses and training providers to ensure nationally approved quality standards are met. Functions: registering training providers as RTOs registering organisations as CRICOS providers accrediting VET courses ensuring that providers comply with the requirements of registration, including by conducting compliance audits 2

4 ASQA activity to date over 780 VET course accreditation applications over 4,000 compliance activities almost 3,000 complaints over 19,000 provider applications ASQA over 102,000 calls over 34,000 s (Info Line) *all figures are approximate 3

5 What is the problem? Are VET trainers themselves competent? Trainers and assessors lack the skills and expertise to conduct valid assessments (NCVER 2013 Halliday Wynes & Misko) Approximately 52% of RTOs are compliant with SNR 15.4 at the time of audit Approximately 80% are compliant following rectification 4

6 Standards for National Registration (SNR 15.4) Trainers and assessors: have the necessary training and assessment competencies as determined by the NSSC have the relevant vocational competencies at least to the level being delivered or assessed can demonstrate current industry skills directly relevant to the training/assessment being undertaken continue to develop their vocational education and training (VET) knowledge and skills as well as their industry currency and trainer/assessor competence. 5

7 NSSC Determination for trainer and assessor competencies Trainers: hold the TAE40110 as a minimum qualification or be able to demonstrate equivalence of competencies be able to demonstrate vocational competencies at least to the level being delivered and assessed be able to demonstrate how they are continuing to develop their VET knowledge and skills as well as maintaining their industry currency and trainer/ assessor competence. 6

8 Let s unpack those requirements VET competencies have the necessary training and assessment competencies as determined by the NSSC hold the TAE40110 as a minimum qualification or be able to demonstrate equivalence of competencies simple hold the TAE40110 not so simple demonstrate equivalence of competencies, noting that competencies in this context does not mean units of competence o o o TAA40104 is equivalent to TAE40110 mapping of other studies completed (eg degree) may be appropriate there is no prescription as to evidence required or the form it takes 7

10 Let s unpack those requirements Currency continue to develop their vocational education and training (VET) knowledge and skills as well as their industry currency and trainer/assessor competence be able to demonstrate how they are continuing to develop their VET knowledge and skills as well as maintaining their industry currency and trainer/ assessor competence this is an area where RTOs particularly struggle to provide evidence simply providing training is not evidence of developing VET knowledge and skills on its own there is no prescription as to evidence required or the form it takes 9
