It has been providing specialist support to local authorities for benefits administration and collection of Council Tax and NNDR for over 15 years. A recent trend towards deeper, more strategic relationships has presented new opportunities as has entry into new markets. The team is consistently kept up to date in training, legislation and best practice ensuring the very best service is provided to clients whether through specific on site service provision or its range of networked shared services facilities. Capita has recently secured a new partnership with a leading London Local Authority which takes this trend to new levels. It is a partnership which will deliver services across the authority including the provision of a full HR service. Job Description HR Services Director Reports to Operations Director Client Local Government, London The role holder will be responsible for the delivery of an outsourced HR service to a local government client together with approximately 100 schools clients. They will play a strategic role in shaping the clients HR policy and strategy, a leadership role in the transformation of outsourced service delivery and will be responsible for client management and line management of the outsourced service delivery team. The scope of outsourced services includes: - HR strategy and policy development; - HR Advice and Guidance; - Business partnering; - Payroll; - Recruitment; - HR and remuneration administration. Key responsibilities - To undertake the lead role with the client in developing the HR Strategy for the organisation and developing and implementing effective processes, procedures and policies to assist with the delivery of that strategy; - To provide leadership to the HR function in relation to; Employee relations, recruitment, HR and remuneration administration, industrial relations and payroll; - Lead transition of the HR service from the client organisation to Capita and deliver the transformation of the service into the future operating model; - Embed a culture of customer service and professional excellence in the HR service delivery teams; - To undertake the lead role in developing effective processes and practices for communicating, consulting and negotiating with trades unions, employee representatives and employees with the aim of maintaining good industrial relations; - To ensure the provision of regular and timely HR related management information to all internal and external stakeholders; - To keep up to date with new developments in the field of HR, including legislative changes and new case law to anticipate the client s needs and provide appropriate responses; - To ensure the quality of HR staff capability is maintained and enhanced through effective management and development; - Ensure service delivery meets all contractual Service Level Agreements and that all commitments to the client are met; - To provide a similarly broad range of HR services to local schools contracted through the client organisation; - Other responsibilities as required. Once the service has been successfully transitioned and transformed into the future service delivery model, there will be opportunities for the role holder to broaden their remit significantly within Capita. Attributes - Personally credible, experienced HR professional up to date knowledge of legislation and case law; - Ability to influence senior internal and external stakeholders; - Experience in embedding a continuous improvement culture in the HR service delivery organisation, particularly in shared services and ideally in an outsourced environment; - Commercially aware with experience in the effective management of change; - Personally resilient and experience of working in a unionised environment; - Ideally, experience managing a P&L and a good understanding of delivery to service level agreements; - Experience delivering in a HR Business Partnering model; - Comfortable with matrix management structures; - Public sector experience; - Has led organisational change initiatives and managed service transitions.
