Bullying and Hate Incident reporting guidance, using SIMS This document provides details on what information needs to be reported to the Local Authority regarding Hate incidents and bullying using SIMS. General Introduction All schools, academies, including educational settings, have a duty to record and monitor all hate incidents and bullying and to report this information to the local authority using the electronic SIMS Behaviour Management system. The data should be for both perpetrator and target with separate reports for both. Please note: Paper based racist incident reporting forms must no longer to be used. The SIMS Behaviour Management system has replaced this. Further information and guidance can be found on the NCC website: Professional s page http://www.northamptonshire.gov.uk/bullying All schools and academies will need to provide incident data, on the last Friday of each month, or on the last Friday before a holiday. Any issues arising please contact Capita s helpdesk on 0844 892 2406. Reporting of incidents is to be through the SIMS Behaviour Management system. If your school currently does not use SIMS Behaviour Management to record Behaviour Incidents please refer to the Bullying and Hate Incident reporting not using SIMS guidance where a template is also provided if you do not use SINFO. All Northamptonshire LA schools are required to provide this information on a monthly basis (last Friday of each month). Please note that this report does not contain any personal data which can identify any students. The following is an example of the file that is created when the report is run. 3

SIMS Behaviour Management Behaviour Management in SIMS is used to help record, monitor and manage the behaviour within your school. It is separated into four areas: 1. Behaviour 2. Achievements 3. Detentions 4. Report Card Many schools in the authority use SIMS Behaviour management to record positive achievements like merits and incidences of behaviour i.e. bullying, verbal abuse, and graffiti. How to Setup Behaviour Types How to setup the latest Codes Before being able to record any bullying incidents in Behaviour Management you need to ensure that some of the settings are correct. a) The route for setting up Behaviour Types can be found via Tools Setups. a) Select Tools Setups Behaviour Type to display the Maintain Behaviour Type browser. As the Behaviour Type Bullying is setup this needs to be marked as Inactive as we will need to add a number of new Behaviour Types relating to Bullying. Select the Behaviour Type BULL and click Open on the right hand side. Remove the tick out of the Active box then click OK. b) A number of new Behaviour Types need to be added to you system. Click New to open a new Behaviour Type configuration box. Add the following information in Code, Description and put a tick in Bullying Type, as below: Then click OK 5
This process needs repeating for all the following Behaviour Types: Code BCY BPH BVE BIS BDA BGR BIN BPR Description Cyberbullying Physical Bullying Verbal Bullying Isolation Bullying Damage to Personal Property Graffiti Bullying Intimidation Propaganda Click OK to close this box. On the main screen the Bullying Type column will now show Yes for the new codes entered. c) Click the Save button to save the changes that have been made. 6
How to Setup Bullying Types Bullying Incidents need to be defined correctly; NCC requires you to report all bullying incidents on a number of different categories. These new categories are added via Tools Lookups Maintain. 2. Select Tools Lookups Maintain to display the Find Lookup Type browser. a) Enter Type of Bullying in the Description then click Search. b) Ensure that Type of Bullying is highlighted then click the Open button. c) A list of pre-defined types of bullying will be displayed. We need to add a few new entries, so, please click New. d) Add the following information in Code, Description and put a tick in Active, as below: e) Then click OK f) Click Save to save your new entry. This process needs repeating for all the following Bullying Types: Code RAC REL SOR SEN GEN OTH Description Racist Religion/Belief Sexual Orientation Disability/SEN Gender/Gender Identity Other 7
You will need to repeat the above processes to ensure your list in SIMS matches these requirements. g) Once all the categories have been entered highlight each one in turn and use the Move Up button to move the 5 entries to the top of the list. This will make selecting them easier in the future. h) Once completed, click Save. Once any Lookups have been changed they will not be visible until SIMS is re-started. Please log out then back into SIMS for these Lookups to be active. 8
How to Record a Behaviour Incident There are two methods for recording behaviour. The first method enables you to record the incident; from the Take Register screen (this document does not detail this method). The second method enables you to add a behaviour incident and link the relevant individuals to it. 3. Select Focus Behaviour Management Maintain Behaviour Incidents to display the Find Behaviour Incidents browser. a) Click New to create a new behaviour incident. b) A new Behaviour Incident will be opened, Please ensure that all the fields outlined below are completed. i. Enter relevant Behaviour Type Enter relevant Bullying Type ii. Enter relevant information in this free text box Enter appropriate status iii. To select the required students click New Search for relevant students involved in the incident that is the Target and Aggressor Select all individuals involved in the incident who are the Target and Aggressor Click OK to continue 9

How to Run the Behaviour Report using SINFO This process MUST be run on the SIMS server on the last Friday of each month. Please refer to this document each month to ensure all steps are completed. The report will be generated using SINFO. If your school does not have SINFO or you experience any issues generating the report please contact Capita.ict Helpdesk on 0844 892 2406. Step 1 On the SIMS Server pleas go to Start Run. In the open box type, SINFO then click OK, this will initiate the utility. A number of modifications have been made to the SINFO utility. This is now available for download. Click on Help Check for Update Internet explorer will open and a File Download screen will be displayed, click Save You will be asked where you want to save the file to, navigate to your SIMS folder: S:\SIMS for network schools C:\SIMS for standalone schools You may receive a message stating that the file already exists. If so select YES to this message. The file will download. When prompted select Open and the new version of SINFO will be displayed. Step 2 Running the SIMS Report using SINFO This process needs to be completed by all schools every month, even if no bullying or hate incidents have been logged as a file will be generated regardless, allowing NCC to track that every school has made a return. This process MUST be run on the SIMS Server. Open SINFO on the SIMS server by going to Start Run. In the open box type, SINFO then click OK. 11
Select route Tools Behaviour Report The following window will be displayed, by default 1 month is selected, (the system will check back for one month s worth of data) this can be edited if required (this is only necessary when directed by NCC or Capita.ict). Leave the default to 1 and click OK when ready. The following screen will be displayed while SINFO produces the report. The report may take a few moments to run. Once completed the following message will be displayed. Step 3 Sending the Report via AVCO Once the report has been generated, all you need to do is run AVCO Pupil to send the file. This process needs to be completed on a computer with AVCO installed. 12
