We have produced it in house as an accessible communication aid to support year round understanding of council finances, as well as providing background to our budget reductions consultations. I hope you find it illuminating and dare I say entertaining. www.brighton-hove.gov.uk/budgetvideo It is produced by our in-house graphic design and print business, and if you would like to know more about that service and what it might be able to produce for you at reasonable cost and top quality, we would be delighted to hear from you. Mark Mark Streater Chief Executive and Monitoring Officer From: Gooch Sent: 16 December 2013 12:02 To: Mark Streater Cc: Katy Bourne; John Eagles; Graham Kane; Clarissa Hawthorne Hi Mark, Thanks for this. I have spoken to B&HCC s Production Dept to find out more. In brief, the cost to produce a 1.5 minute (recommended length) animation is around 1,800. I am told this is very reasonable but it sounds like quite a lot to me so I have asked Proworx to provide a comparative quote. We d be looking at approx. a six week lead time to turn the scrip, storyboard and subsequent animation around. Suggest Katy could narrate. Looking at timings, we will need to be clear on what the refreshed Police & Crime Plan will look like, key priorities etc. by mid-feb latest so I can write the script and then get the animation produced by April. I agree this would be a good medium through which to distil the Police & Crime Plan for residents in an entertaining and illustrative way. We can encourage viral distribution through our own online and social media channels (Twitter/Facebook/YouTube), and through local online media. John, I believe we have provision in the Comms budget to support this activity. Please can you confirm? Thanks
Gooch Communications Manager From: Mark Streater Sent: 16 December 2013 12:21 To: Gooch Thanks I think (subject to a better offer from Proworx) we should proceed. Graham now has draft narrative for the revised PCP we are looking for working group to approve early Jan with sign off at PCP at end of Jan and then publish around March once art work has been incorporated so this would fit in with timescales for an animated video. It will also ensure that the look and feel is in the same style and consistent to current brand. Costs wise, we should be able to run to the same budget of 1400.00. I guess we need to get together and work out exactly what we need and start to build a story board to work from. Please can you send me some credentials and examples of previous video animations from your contractor? Our Chief Exec is very impressed with the B&HCC offering so we will need to demonstrate a significant cost saving and/or creative benefit in order to keep this project in-house. Appreciate this would help preserve brand integrity but to a large extent this is something we could still control with an external supplier i.e. by providing brand/style guidelines. I ve Cc d Clarissa as she will be leading on this project. Thanks Gooch Communications Manager From: Gooch Sent: 19 December 2013 11:33 To: Mark Streater Cc: Clarissa Hawthorne Hi Mark, John has confirmed there is money in our Comms budget to support this activity. I have discussed our requirements with Proworx and they can produce a video animation for us for 1,200, which represents a 600 reduction on the B&HCC cost. I would like to recommend that Proworx deliver this project. By keeping it in-house we will ensure the finished product is consistent with our brand (as opposed to an OSPCC/B&HCC hybrid). Proworx also designed the current Police & Crime Plan so are already very familiar with the content and graphics, which will ease the production process. Please can you let me know if you are happy to proceed on this basis. For info, Clarissa will be leading on this project as the OSPCC Comms lead for the Police & Crime Plan.
Thanks Gooch Communications Manager From: Mark Streater Sent: 19 December 2013 11:52 To: Gooch Very happy for you to go with this presumably they have a sample to show they can deliver ie not doing freeze frame with fuzzy felt characters!
