Duval County Fair Auction General Rules The following are the general rules that govern the Duval County Fair Auction Association. All general rules will apply to all division with specific rules reserved for particular divisions and/or classifications. 1. FAIR DATE: be on The Fair date will the first Friday and Saturday of the month of March of every year. 2. EXHIBITOR QUALIFICATIONS: Fair participants as exhibitors must belong to one or more of the following organizations in Duval County, but can only exhibit in one county. High School Metal Fabrication Family & Consumer Sciences (FCCLA, Family Career Community Leaders of America) High School Vocational Agriculture (FFA) Jr. High School FFA Pee Wee FFA High School Industrial Arts High School Building Trades High School Art Classes High School Auto Mechanics 4-H Clubs 4-H Clubs (participation from 4-H clubs is restricted to students that have not graduated from high school) 3. VALIDATION: Exhibitors must validate all livestock projects by the deadline designated by the. Late validations will not be accepted except in extreme situations as deemed appropriate by the San Diego Rotary Club. The following validation dates will be strictly adhered: Second Saturday in October; 9:00 a.m. to 11:00 a.m., San Diego Rotary Club Pavilion Market Steers, Market Goats, Market Lambs and Breeding Animals (Bulls & Heifers only) First Saturday in December; 9:00 a.m. to 11:00 a.m., San Diego Rotary Club Pavilion Swine First Saturday in February; 9:00 a.m. to 11:00 a.m., San Diego Rotary Club Pavilion Market Rabbits, Market Poultry, Kiddie Show Animals (Swine, Goat, Calf) and Home Show Entries (Non-Livestock Entries) Limited Three (3) Market Animals. 4. ARRIVAL, CHECK-IN AND DISMISSAL: Entries must arrive on the Fairgrounds between 8:00 p.m. and 3:00 p.m. on the Friday of the Show. Exhibitors (not parent or guardian) must check-in with their respective division superintendents to pick up exhibitor packets. Livestock entries will not be allowed to leave the fairgrounds after 4:00 p.m. on Friday of the show. Entries will remain in 1

place until 5:00 p.m. on Saturday of the show or until such time is designated by the San Diego Rotary Club Board of Directors. 5. SIFT: Sifting judge will sift animals according to the existing rules using general sifting practices. All livestock entries will be presented to a qualified sift judge by exhibitor. Sifting will begin at 4:00 p.m. on Friday of the show. Livestock entries will be sifted in the following order: Steers, Lambs, Goats, and Swine. Rabbits and Poultry will be sifted separately beginning at 4:00 p.m. 6. SIFTED PROJECTS: Livestock entries will be subject to general sifting practices before being exhibited. The decision of the sifting judge will be final. Sifted entries will not be allowed to show or sale. Sifted projects must be removed from the fairgrounds by 9:00 P.M. on Friday of the show. 7. PROJECT HUSBANDRY: Exhibitors will be assigned pens or stall spaces by the San Diego Rotary Club. Exhibitors of livestock will be responsible for feeding, watering, and the comfort of the project throughout the duration of the show. Neatness and cleanliness of all holding areas and premises for the livestock will be the responsibility of the exhibitor. No tarps, covers, or canvases will be allowed on pens. No clean up of pens during auction sale. Non-compliance to Rule # 7 will result in monetary penalty to the exhibitor. 8. NON-LIVESTOCK EXHIBITS: Exhibitors on non-livestock entries will be responsible for the safekeeping of their projects. Organizations are encouraged to assign security for safekeeping of projects. 9. LATE PROJECTS: Livestock exhibitors will be responsible for immediate presentation of their project for sifting, judging and selling. Failure to present the project when called for SHALL BE grounds for disqualification or non consideration. There will be no deviation from this rule. 10. UNMANAGEABLE PROJECTS: All cattle must be properly halter trained for showing. Cattle that cannot be controlled by the exhibitor may be disqualified. Exhibitors must show their own project unless advance permission is acquired for those exhibitors who may be physically disabled. All other exhibitors will not be allowed assistance by another individual during the showing of the project. 11. DRUG TESTING: All livestock must meet State and Federal Animal Health Commission Regulations. No drug or foreign substance will be administered to any animal without the consent of the division superintendent. Due to Federal Regulations all projects shown at the Duval County Fair will be subject to FDA and USDA testing at slaughter plants. If the projects test positive, the exhibitor or producer of the animal will be held responsible for any violations. Funds will be withheld from any exhibitor by the San Diego Rotary Club for exhibitor and buyer re-sales on such violation. All livestock entries will be subject to drug testing at the discretion of the. 12. EXHIBITOR SUBSTITUTION: In case of conflicts in the schedule of the exhibitors due to school or 4-H - sponsored activities, with advance permission from the San Diego Rotary Club Board of Directors, an exhibitor maybe permitted to have someone from the school organization or the 4-H Club that is being represented to present his/her project. 2

13. JUDGES: The will be responsible for acquiring qualified judges for livestock and non-livestock projects. Judges will in NO WAY be affiliated with the schools, clubs, or the individual exhibitors. Past students of the schools of the county cannot be used as judges. Livestock judges shall be rotated every two years. 14. SHOW DIVISIONS: Divisions for exhibiting can be added or deleted for any given fair year. A majority vote of the San Diego Board of Directors will determine what divisions will be part of each fair. In the case that there is no organized San Diego Board of Directors, the Club Leaders/Sponsors of the different schools, 4-H Clubs will decide the rules that will govern the Fair for any particular fair year. 15. DISCLAIMER: The San Diego Rotary Club and participating clubs, assume no responsibility for theft, accident, loss of property or life. 16.** STUDENT ELIGIBILITY: The Duval County Fair abides by all legislative mandates on student eligibility as prescribed by House Bill 72 and Senate Bill 1. No ineligible student will be allowed to show or sell their animal or substitute another exhibitor to do so. The San Diego Rotary Club will submit a written list of the exhibitors to the school superintendents to determine eligibility priors to check-in. 17. VALIDATION COMMITTEE: All animal projects must be owned, placed on feed, and cared for by exhibitor for the duration of the feeding period. (Validation through show time). A validation committee appointed by the San Diego Rotary Club reserves the right to conduct unannounced project visits throughout the feeding period. 18. SHOW RING DRESS CODE: No tee shirts, sweatshirts, tank tops, head wear (hats or caps), sunglasses or sandals are to be worn in the show ring or auction ring. Suggested dress wear includes: Jeans, dress shirt or comparable clothing. Club jackets may be worn. Shirts must be tucked in and person must appear neatly dressed. No other decoration allowed. 19. HAIR CLIPPING: No hair clipping with electric clippers of all animals will be allowed on the fairgrounds. All animals must be properly clipped prior to arrival on the fairgrounds and presentation to the sift judge. 20. BUCKLES: Buckles will be awarded to the following: Grand Champion, Reserve Champion and Showmanship Market Steer, Market Swine, Market Rabbits, Market Poultry, Market Goats, and Market Lambs, Breading Beef bulls and Breeding Beef Heifers. Judge will choose two (2) exhibitors in each weight/age class to return to the ring to compete for showmanship in that division. 21. PLAQUES: Plaques will be awarded to the all 1 st and 2 nd place Class winners in Light, Medium and Heavy of Market Steers, Swine, Goats and Lambs. Breeding Junior and Senior Beef Bulls and Heifers will only be awarded 1 st place. 22. ENTRY FEES: The following entry fees will be paid on validation date (no exceptions): Market Steers $50.00 Non Livestock Entries $10.00 Market Lambs $40.00 Breeding Livestock $10.00 3

Market Poultry $30.00 Market Swine $40.00 Market Rabbits $30.00 Market Goats $40.00 Breeding Livestock $50.00 Kiddie Animals $30.00 LIVESTOCK AUCTION DIVISION DIVISION RULES 1. All general and special rules apply to each class as well as rules unique to that class. 2. Only validated show entries will be allowed to sell in the Duval County Fair Auction. 3. Fifteen (15) animals will be sold from each market division in the auction, excluding Market Steers which will sell ten (10). Kiddie Show Grand and Reserve Champion Swine, Beef, Lambs, and Goats will sell after the Market Grand and Reserve Champions sell. Alternate positions will be selected from each division to sell if an exhibitor withdraws from the sale order. Grand Champion Non-Livestock (Foods & Nutrition, Clothing & Textiles, Arts & Crafts, Art & Photography, Welding and Metal, and Carpentry & Woods) entries may sell at auction. 4. Entries in this division may be pure bred, grade or crossbred. No breed distinction. 5. Once the sale order has been printed, NO ANIMAL CAN BE WITHDRAWN FROM THE AUCTION SALE. THE ANIMAL MUST SELL TO THE HIGHEST BIDDER. 6. An Exhibitor may only sell one market animal at the fair unless the exhibitor has multiple Grand or Reserve winners. In that case, all of the exhibitor s animals placing Grand or Reserve must be sold. 7. All animals will be judged as to grade. 8. Each Exhibitor is responsible for the delivery of his/her animal to the buyer. This means that the Exhibitor shall remain with his/her project until the Auction is over and must deliver the animal as instructed by the buyer. If the animal is designated for resale, the animal is to be delivered by the Exhibitor to the designated area for resale animals. 9. All animals must be removed from the Fairgrounds by 10:00 a.m. on Sunday of the show or will automatically become property of the San Diego Rotary Club. 10. All sale entries will be sold by the head in order of placing starting with the Grand Champion, Reserve Champion, third place, fourth place, fifth place, sixth place, and etc. for Market Steers, Market Swine, Market Lambs, Market Poultry, Market Rabbits and Market Goats. 11. The price received by all participants in one class is set by the Grand Champion of that particular class. The Reserve Grand Champion can bring no more than $1.00 less than the 4

Grand Champion. The rest of the placings can bring no more than $1.00 less than the Reserve Grand Champion 12. There will be no resale of any item sold at the regular auction by exhibitor or buyer. Any resale item will automatically belong to the San Diego Rotary Club. 13. A commission of six percent (6%) will be retained on all auction sales and add-ons by the San Diego Rotary Club to cover expenses. 14. The San Diego Rotary Club will invoice auction buyers within 15 days of the sale. Payment of purchased projects is due within 30 days of the invoice date. 15. Exhibitors will receive payment of all sale items at one time as soon as all monies are received from the buyers; no money due to participate will be disbursed until all money is collected. 16. Buyers and Exhibitors alike retain all sales slips issued them. Lack of such receipt will void any and all claims of error. 17. The San Diego Rotary Club will keep all projects that the club buys at the Auction. 18. Exhibitors are prohibited from soliciting for add-ons on the day of the Fair/Auction. 19. Exhibitors who put their entry through the Auction will not get their entry back. If the buyer decides not to keep the animal he/she bought, the buyer will receive the resale price for the particular animal which he/she bought. The Buyer may donate that amount to the Exhibitor or an organization of his/her choice by requesting that animal be put in their name when it goes to the auction. 20. Any entry that has sold at auction, at another show, will not be able to show or sell at the San Diego Duval County Fair. 21. No spectators will be allowed in holding area, only exhibitors along with designated assistants and helpers. 22. Any solicitation or add-on letters mailed out by exhibitors or participates must include the remittent address of the San Diego rotary Club; San Diego Rotary Club, P.O. Box 427, San Diego, TX 78384. All add-on money regardless of amount must be made payable to San Diego Rotary Club. Any project being validated to show at the Duval County Fair must abide by the San Diego Rotary Club General Fair Rules. Non-compliance on add-on money rule will forfeit any proceeds that exhibitor is due and participation in any future Duval County Fair. 23. Judge will place Market Steers, Market Swine, Market Goats and Market Lambs division as usual. Each like winner (1 st, 2 nd, 3 rd, and so on) will be sold with like winners. These animals will no longer return to the ring for selection of sale order. Superintendent will be responsible for merging the weight classes and preparing the sale order. Please note Market Rabbits and Market Poultry have no weight classes this will not affect them. 5

24. Showmanship in Market Steers, Swine, Goats, Lambs and Breeding Beef Bulls and Heifers will be selected by judge who will pick (2) two exhibitors from each weight or age class to compete for Showmanship for that division. Market Steers Division Livestock Classifications 1. Steers must be dehorned prior to validation. 2. Steers must weigh between 900 pounds minimum and 1450 pounds maximum with no weight variance when presented for sift. 3. Steers must be shorn to not more than 1/4-inch on any location of the body excluding the switch. Steers must be shorn before arriving on the Fairgrounds. Steers will be checked for hair lengths when presented for sift. 4. Steers will be divided and shown in up to three (3) weight classes. Market Swine Division 1. All market swine (barrows and gilts) will be judged in competition with each other. 2. All Market swine must weigh between 220 pounds minimum and 285 pounds maximum, when presented for sift. 3. Swine need not be slick shorn. Market Lamb Division 1. All lambs must weigh between 90 pounds minimum and 160 pound maximum, when presented for sift. 2. Market lambs must be slick sheared prior to arriving on the fairgrounds. Markets lambs will be checked for wool length when presented for sift. 3. Wethers and ewes will be in competition with each other. 4. Market lambs will be divided and shown in up to three (3) weight classes. Market Goat Division 6

1. Market goats must weigh between 70 pounds minimum and 120 pounds maximum, when presented for sift. 2. Market goats must be slick shorn above the hock and knee to not more than 1/4 inch on any location of the body excluding the switch. Market goats must be shorn before arriving on the Fairgrounds. Markets goats will be checked for hair length when presented for sift. 3. Wethers and ewes will be competition with each other. Market Rabbit (Fryers) Division 1. A pen of three rabbits will constitute an entry and awards will be based on the judging of the entire pen. If rabbits are to be sold, the entire pen will be sold together. It is required that the Exhibitor care for the entire litter. 2. Rabbits must weigh at least 3 pounds each and may not weigh more than 5 pounds each when presented for sift. 3. The awards for the Market Rabbits will be rosettes for the Grand and Reserve Champion pens and blue and red ribbons for all others based on grade. Market Poultry (Broiler) Division 1. All entries will be subject to the general rules and regulations of the show. 2. Entry fees will be $30.00 per entry. 3. All poultry will be purchased through the San Diego Rotary Club. All birds will be wing banded prior to pick up, with the exhibitor responsible for pick up on validation date. 4. All poultry must be owned, placed on feed and in the exhibitor s or their immediate family s possession by the designated validation date. 5. Exhibitors may show up to two entries in this division. 6. An entry will consist of one pen of three (3) broilers of the same sex. 7. The pen must weigh at least 10 pounds. 8. All exhibitors must provide their own equipment for feeding and watering their birds during the show. Each exhibitor will require bringing in two one (1) coffee cans or a one (1) quart poultry waterer and a small poultry feeder. Styrofoam cups and shallow dishes will not be allowed in the pens. 7

9. All exhibitors must be with their entry during sifting and judging. The judge will place the entries on the quality of the live birds. 10. A qualified sifter will be appointed by the show management and all birds will be examined to determine live market value. Entries showing symptoms of sickness, disease, or external parasites will excluded from exhibition at the discretion of the sifting judge or the judge if discovered during the show. (Breast blisters to the degree that is determined objectionable by the sift judge. Bruises may constitute sifting if in excess of loose grade of bird.) 11. All poultry will be weighed and sifted at 4:00 p.m. on Friday of the show. Kiddie Division 1. For Safety Reasons, Open to all Duval County permanent residents/students only. Entries are limited to exhibitors who are registered in Pre-K thru Second Grade (4 years thru 8 years). 2. Kiddie livestock entries are limited to Swine, Goat and Beef Calf and must not be older than 90 days at show time. Kiddie Swine - Kiddie Goat - Kiddie Lamb- Kiddie beef Calf - 120 pounds Maximum 60 pounds Maximum 60 pounds Maximum 300 pounds Maximum 3. Horns and horned animals must be tipped. Junior Open Breeding Livestock Division 1. Breeding animals will be limited to Breeding Beef, Bulls and Breeding Beef Heifers. 2. Exhibitors may exhibit as many entries as they desire. 3. Breeding Animals will be divided Junior (Under 12 Months) and Senior (13 Months to 24 Months). 4. Registered animals need not be tagged. Identification will be based on fire brand or tattoo as per registration papers. 5. Once an animal has won Grand Champion, that animal is no longer eligible to participate in future Duval County Fairs. 8
